So I'd like to try out XNA Game Studio, but although the last stable version seems to be 3.1 (I am not sure about this), it's asking me for Visual Studio Express 2008 (I'm using a full Visual Studio 2010).
How to solve this issue? Must I install the XNA's 4.0 beta? I can't find a place to download it.

As far as I can tell XNA v3.1 isn't compatible with VS2010 (which is making me unhappy, as well).
If you're just interested in building a Windows (or Windows Phone 7) game, VS2010 with XNA 4.0 will work fine. The description on the MS site implies that 4.0 only includes tools for phone development, but that's not the case.
Download the Windows Phone Developer Tools Beta from here (http://go.microsoft.com/?linkid=9713250). That download comes with all of the project files, assemblies, tools, etc you need to build Windows XNA apps with VS2010.
The only restriction (which should disappear when 4.0 comes out of beta) is that, although you can create a new xbox 360 project and build it, can't deploy it or test it on your local console. I had to switch back to VS2008 and XNA 3.1 for that reason.

According to XNA Game Studio Team blog, XNA 4.0 will be release September 16 2010, including XBOX beta support and full integration with VS2010. There are a few breaking changes that are worth investigating, but the beta looks promising.

I've read that Visual Studio 2012 can't be used with the XNA game framework so I tried to locate a version of directX which would work with visual studio 2012 on windows 7 and I can't.
It seems that directx11 is embedded in the windows sdk. I tried downloading this windows sdk but it appears that it's aimed squarely at windows 8 developers.
So, my question is this. I want to start developing some rudimentary games to help teach my some basic programming in C++ & C# but i don't want to have a copy of visual studio express installed to take advantage of XNA.
Can this be done with Visual Studio 2012 on Windows 7?

This assumption is wrong. Windows 8 and 8.1 SDK backward compatible with older OS (both, as target OS and as development OS): system requirements
Also, you must have Windows 8 SDK already installed with VS2012.

True. Partially. XNA is no longer officially supported, but:
you can try to install XNA in VS2012 (and even VS2013) with a bit of tweaking (and luck)
you can use MonoGame instead (an open source implementation of the Microsoft XNA 4.x Framework)
you can use SharpDX if you just need managed DirectX
I installed windows 8 a month ago and now want to add xna game studio 4.0 to my visual studio 2010 ultimate. I downloaded the xna installer from http://www.microsoft.com/en-us/download/details.aspx?id=23714 and ran the setup. First it said something about compatibility issues but the setup continued. after it finished I restarted the computer and wanted to make a xna project but its not showing in the c# drop-down menu. So i took a look at the %programm files(x86)%/Microsoft viual studio 10.0/Common 7/IDE/extensions/Microsoft, but there was no xna folder. Did I do something wrong or is windows 8 having some issues with vs2010 and xna 4.0?
XNA is not officially supported on Windows 8 and never will be because Microsoft simply gave up on it.
This solution explains how to install XNA on Windows 8 but clearly if you want a stable development environment you will have to develop on a Windows 7 machine but remember that even if you are skilled on XNA, the Framework itself is doomed and bound to disappear.
If you want to keep developing with C# on Windows 8 I can only recommend you move to MonoGame which is an open source implementation of the XNA 4 API for multiple platforms using the CLR or Mono so basically most of your XNA knowledge can be reused in MonoGame.
IF you realy want to keep on programming with XNA 4.0 there is a work around.
Just install the following program (official windows program):

This is the windows marketplace client which seems to help a lot, after installing try installing xna again it should work, atleast it did fine on my PC which is running windows 8.
XNA Game Studio installs a version of the Games for Windows – LIVE Redistributable behind the scenes. Some older versions of the Games for Windows – LIVE Redistributable attempt to install and use a file that is being installed by Windows 8, and the older versions of the redistributable are not compatible with the newer version of the file that is installed by Windows 8. Newer versions of the Games for Windows – LIVE Redistributable are compatible with Windows 8, and if you pre-install the new redistributable before installing XNA Game Studio, setup will recognize that it is already there and use the new version instead of trying to install the old version.
How to work around this issue
If you run into this issue, here are steps that you can use to work around it:
Download and install the latest version of the Games for Windows – LIVE Redistributable from http://www.xbox.com/en-US/LIVE/PC/DownloadClient
If you are installing the Windows Phone SDK 7.1, re-run setup and choose to repair it. This will re-run the previously failing XNA Game Studio installers and they should install correctly this time.
If you are install a standalone XNA Game Studio product, re-run setup and it should install correctly this time.
If you are planning to do Windows Phone development, you should also install the Windows Phone SDK 7.1.1 Update after installing the Windows Phone SDK 7.1. This update fixes an issue that prevents the emulator in the Windows Phone SDK 7.1 from working correctly on Windows 8.
Microsoft has NOT given up on XNA as far as I can tell. They just aren't updating the installer yet. Maybe they'll bring it around for 8.1. Who knows?

so here is what to do to fix this problem
go ahead and download Visual Studio 2010 Ultimate ISO from microsoft
Visual Studio 2010 Ultimate ISO Microsoft Center Download
Then Burn it on a cd using Burning Tool (Nero Express for exp)
if you dont have cd to burn it you can use Daemon Tools to raise an ISO into a virtual CD/DVD drive

install the XNA 4.0 FrameWork
restart your pc

And, if you are just trying to get XNA 4.0 working, and have nothing to do with Windows Phone SDK 7.1, then you can just install "Games for Windows – LIVE Redistributable" and then the install of XNA 4.0 should work fine. It did for me.
I'm planning to develop an application targetting the Honeywell Dolphin 6100 running Win CE 5.0. The documentation for the platform SDK and device SDK say that VS2005 is required to use them.
I don't have a copy of VS2005 and since it's not sold or supported by MS any more, I'd much rather buy VS2010. Does anyone know if the Honeywell D6X00 SDKs are compatible with VS2010?

You can get access to VS2005 or VS2008 by purchasing VS2010 Pro with a MSDN subscription. You can then download old versions of VS and other stuff from the MSDN site. This is the path I have taken as there is lots of info on the web about how VS2010 does not support Win CE 5.0. If you plan to only write straight C++, you can use embedded visual c++ 4.0 which you can download for free from MS. If you have a lot of UI code, you may want to get VS2005.

Visual Studio 2010 removed support for developing Windows Mobile devices (instead replacing that with support for Windows Phone) - you would need to get hold of Visual Studio 2008 (or 2005, as you mention), which should still be available.

To be a pedant, yes you can: just not inside of VS 2010. You can install a 2008 Express version side-by-side and use that, until they update XNA for 2010.
Basically: XNA Game Studios 3.0 and 3.1 go with Visual Studio 2008. (Note: anywhere I say "Visual Studio" it also applies to Visual C# Express.)
XNA Game Studio 4.0 (currently in beta) goes with Visual Studio 2010. (Note: XNA GS 4.0 is part of Windows Phone Developer Tools).
Both Visual Studio and XNA Game Studio (and the XNA runtimes, for that matter) can be installed side-by-side with older/newer versions of the same.
XNA Game Studio (which basically means the content pipeline, push to Xbox, project wizards, etc) will only integrate with the associated version of Visual Studio.
Of course you can reference any version of the XNA assemblies from any version of Visual Studio. But without the content pipeline it can be a bit limiting.
XNA GS 3.0 won't work inside of VS 2010. There is no .net 4.0 version yet

I have a VS2003 WinForms app running on WinCE (running on proprietary hardware so a switch is out for now) and I'd like to know if I can upgrade it to VS2010 (or 2008). In doing so, I lose the option to deploy it to a WinCE emulator. Is this situation just broken, or do I have options.
VS 2008 should work ok.
VS 2010 doesn't support mobile development prior to Windows Phone 7 as stated here.

As others have said, go with VS2008 (2010 won't target CF). I worked on WinCE 6 targeting .Net 2.0CF and 3.5CF. 2010 isn't an option (sadly), but at least 2008 gives you the option to use .Net 3.5 which has a lot of features I couldn't live without (linq for instance).
VS2008 is stable and a definite step up from 2005. I am fairly certain 2008 still had the emulator. We never used it as the system was beyond running on the emulator at that point, but I vaguely remember it popping up when I didn't target the actual device.
