Hey so i've just started SDL like a day ago, as i am planning on eventually stepping into OpenGL, but recently looked into SFML which is apparently more modern and easy. I have not heard anything or seen any books on it SFML, and i've heard people say OpenGL+ SDL is really good. Is this also true for using SFML with OpenGL?

If you are programming in C++, use SFML. It will allow you to really use C++ features. If you are programming in C you should probably use SDL. They are similar in performance and functionality but SDL supports more platforms and is more popular.

I would like to develop web games using Ruby, but I can't find any framework for that. Can I use Gosu to create the game and then just compile it to js (with Opal, for example)?

FYI, I don't think Opal is quite so advanced that you can compile absolutely anything into Javascript.
If you're going to be using Opal, you should probably test Javascript compilation as you build.

I going to develop one application by using intel realsense sdk. I want to know which development tool ( Unity3d, .Not ) is best for that ? am good in C#.

you definitely can try unity!
i've done some project in the past using intel realsense sdk+unity and they worked flawlessly.
the documentation is also great.

I search a win32 wrapper libraray that completly isolate me from the api.
I only want to create a opengl 3.3 window for windows only.
I know there are libraries like GLFW, SFML and SDL but this libraries are to large and heavy.
Know someone one?
I could suggest you to use Qt library, but you would also complain because of the size of the dlls.
I'm afraid you won't find easily such lightweight library.
Using Win32 SDK for creating an OpenGL application is not that difficult. As for an experienced Win32 developer, I insist that it's even really easy.
It's always the same program structure, same messages handled, same function calls (loop, threads etc).
Please have a look on the internet for the OpenLG SuperBible tutorials.

I know that there is a tool named Spine, but it seems a bit expensive for me, are there any alternative tools for animating sprites in LibGDX? I've tried looking on the internet, but everything just points to Spine.
I know two free analogues
DragonBones free and easy tool, but use flash, so requared Flash Professional CS 5.5 or later;
Spriter non pro version is free, but isn't so easy.

So far i have been searching on google and haven't fount a single good tutorial which is comprehensive. Does any one know of any good site or book which teaches Win32 GDI?
Petzold (Programming Windows, now in its >=5th edition) has good coverage.
GDI has been replaced by Direct2D and DirectWrite, which are available down to Vista, and substantially more performant and flexible. You might want to double-check that you really need to support XP, which is already past end-of-life.
