Does anyone know if a project that was originally created in step 7 v.5.4, then opened, edited, and saved in 5.5, can then be reopened in 5.4 again?
No, it can't be re-opened if it was saved in a later version.
It is not recommended that you open project with older version, but you can do it.
You may run into some anomalies when using project with different Step 7 versions. But I have not run into anything serious, yet.

I abandoned a project I was working on for a while I came back to open it on upgraded flutter and dart plugin in visual studio code windows 10.now I get so many problems. is there a way to automatically update code to solve these errors?
do these steps:
delete build folder
delete .idea folder
run flutter clean
run flutter pub get
run flutter pub upgrade
then try to run your project.
The simple answer is it depends.
Judging by the comments from a reasonably good answer by Hasan Abbasi, this wasn't enough.
Depending on how old your project is, there are 2 choices before or after doing what that answer said:
If it's any more than 2 or 3 years old, I'd probably rewrite it from scratch. In that time, Flutter and Dart have matured greatly, which involves many breaking changes. Also, null-safety has been introduced. Creating a new project after updating Flutter will also fix those Gradle issues because the configuration files will be reset.
If it's less than that, try to fix those Gradle issues either by hand or just deleting the '/android' or '/ios' etc. folders and letting Flutter/Dart automatically recreate them when you run the app next. You'll probably need to migrate to null-safety: read about null-safety so you understand it properly, then try using the dart migrate tool. You will likely need to spend some time changing dependencies for null-safe versions. Then you can try the flutter fix tool to automatically resolve SOME issues.

Neovim used to have 8 assets with 2 for windows called nvim-win32 and nvim-win64. They are not there anymore. Does anyone know what happened or when they will be back for download? Or will I need to work with the source file?

The windows binaries are not included for every release. They are included in most of them, though, including the release tagged with "latest release".
im currently working on an update from laravel 4.1.24 to 5.6 The problem is i got nearly no experience with laravel. My question is now, how do i properly upgrade. Should i first upgrade to 4.2 and then to 5.0 and so on or would it be better to upgrade directly to 5.6 and how should i do this? I mean there are so many changes that i think i could miss something.
Also the project is just in a github repository, so it's hard to check if it's still working after an upgrade because i dont got the old modules. Or would it be enough to go on laravelshift. com and just upload it there to go from 4.1 to 4.2, 4.2 to 5.0 and so on.

The Laravel documentation contains a whole list of breaking changes that can help you to upgrade your application to a newer version. Laravel Shift is a service that checks and updates these changes in your project.
However, there is no way of being sure that your project will still work after these upgrades. Especially if you are using external modules its very risky.
If it is not required, I would not recommend upgrading from 4.1.x to 5.6 unless you have a lot of time on your hands. A solution could be to set up a completely new 5.6 project and add the project code file by file and test the implementations.
Start from here and follow instructions to upgrade it to 4.2. Then go through your packages and update their versions accordingly. When done use dropdown list in the top-right corner to select next version (5.0) and repeat it until you are at 5.6.
You definitely need to be able to run your code and test it somehow after each step because there will be problems. From 4.1 to 5.6 is a big leap and a lot of packages might have breaking changes etc. I only migrated as far as from 5.1 to 5.6 and it took me whole day to fix everything.
As for automated upgrade you can try it as well, but as I already mentioned you need to be able to test your work because all packages need to be updated as well.
I have just (finally) started using sublime text 2, and I am liking it so far (apart from lack of intellisense / autocompletion :(, though tried codeintel but its not what I expected), I am moving from netbeans (can't afford to use it because of memory eating nature :(). Anyway My current issue is I don't know how I can use latest update of sublime text 2 (portable on windows), it kept prompting me about update and once I listened to it and it downloaded new version but there was no step involved in actually updating the existing version to new one instead I have another portable version with newer files, and my issue is i have install several plugins in the old version and I don't know how I can use those in this new version :(.
Note: It just started saying me this version has expired so thats why I am seeking help so I can use new version but with my already installed plugins (emmet, js minifier etc etc :().
I have googled alot but found no windows based guide which helps me solve my issue :(.

Assume that your old version is installed in Sublime.old, and the new version in Sublime.new. Make sure Sublime Text 2 is closed, then move the Sublime.new\Data folder to someplace else (like your Desktop, for now), just in case anything breaks. Then, copy (don't move) the Sublime.old\Data folder to Sublime.new. Fire up the program and check to see that everything is there, and works properly. Please note that this method will not work when upgrading from ST2 to ST3, as there are major differences in the way plugins are run.
I have a program which has several versions. In the last version I have a problem: when I'm trying to update previous version to new one, the installer of new version removes files from previous version, but don't installs new files.
Just installing works fine, but updating process has this problem.
What can be the reason of this problem ?

I have VS project where I have a project of program and an installer of this project. Till present all were working fine, but after my last big update ,the installer start work incorrectly.

How I can debug installation process ?
I dont know which program you have. Generally programs have problems because of multible versions, because programmers arrange this. For example ;
Lets consider Microsoft Framework. If you have 4.5 you cannot install 4.0, so that with similar idea you cannot update it.
Try to delete other versions and update them and install others. Or you can also stop services which you dont want to update.Then other one will be updated without any problem.
