Is there a way to download the new RC so I do not have to use Compass or Ruby? I have looked on Github.

You can download it from the releases section of the project. Please be aware that it requires Breakpoint 2.4.x and will only compile using a compiler that has feature parity with Sass 3.3, which as of right now is only the Sass 3.3.0.rc.x gems (so Ruby is still required at the moment for that gem)

I am currently working on a research project that is on the Ubuntu environment. I am testing to see if it can work on MacOS. I am trying to meson build but the dependency requires libsctp. Is there an equivalent package for Mac?
I've tried libusrsctp but it is not the same.
The home of libsctp is here: https://github.com/sctp/lksctp-tools/wiki
I am not aware of a macOS port so you have have to port it yourself.

I'm usually a backend developer so whenever I need to make website look nice I just apply bootstrap themes to do the job extremely efficiently and well. Is there an equivalent framework with much support and resources that could help my Flutter apps not look so basic?
Why do you need Bootstrap, when you have Materal and Cupertino?
If you're looking for more widgets, check out Flutter Awesome.

I'm looking for a gem which could help to organize command line (CLI) input options and/or arguments and output to end user as well.
Something like in Symfony/Console (PHP).
Commander is quite good. Also, check out the book Build Awesome Command Line Applications in Ruby 2.

boost.org is experiencing some problems with documentation - it just wouldnt open. Is there any other resource or decent documentation on boost io streams?
If you have Boost installation, full documentation is in the doc directory. For example, on my computer it is C:\Program Files\Boost\boost_1_48_0\doc\html\index.html
To see this documentation, it is not necessary to build the Boost library, just to extract files from archive.

I searched whole morning, and find out that there aren't any themes either to purchase or download for Spree. It seems that I have to build custom store front myself.
Spree seems to be very limited in this aspect when compared to OpenCart and PrestaShops.
Am I right?
There are a few themes publicly available:
