I'm searching for compononent/plugin/other solution to notify selected users by email (i.e User Group) when I post new article into category, something like newsletter maybe but cannot find the good one. Any suggestions?

I'm a fellow Joomla user and have a good amount of experience with it.
I just did a quick search, and I think "JMailAlerts" might be a good option. While I'm not sure if it will instantly send users a category update, it uses Cron-Jobs to automatically send email updates either daily, weekly or monthly. Also, users can select which updates they want to receive.

AcyMailing Business/Enterprise does exactly that but with the paid version of the extension. This can be achieved with the Auto-Newsletter plugin.

I am looking for library which can auto tag persons on a photo. The features is similar to Facebook, Picasa or iPhoto tagging function. Preferably it's able to run on Linux server, callable through PHP and Python. Any recommendation? Thanks.
With regard to what you're looking for, you probably aren't going to find anything that you can host on your own server. Rather, most companies will offer an API to which you can send requests, and you will be charged base don how much you use the API. In no particular order, here are several resources you might consider using.
https://lambdal.com/face-recognition-api - They have low priced entry options, and they are well-suited to detecting and recognizing new faces.
http://www.alchemyapi.com/products/alchemyvision/face-detection - This is more geared to recognizing famous or well-know people.

I need a private, host my own, behind-a-firewall dashboard like Geckoboard or Ducksboard.
Widgets for Atlassian products, Git, Junit based results and Splunk would be ideal.
More context-
Geckoboard and Ducksboard look great to me, but my Atlassian products, Git, etc. are all behind a firewall. Opening up the firewall for Geckoboard, Ducksboard, etc. is not an option.
I know they both have APIs where I could push data to, but I don't really want to write custom REST calls for aforementioned products.
Know of any similar dashboards where I can install locally?

Is there any forum software based on codeigniter ? free or commercial ?
I haven't tried either of these myself but i've heard very good things and you should take the time to investigate them both:
Dove Forums
Dove Forum is fairly new, but growing and seems to have fairly strong support from the Code Igniter community at the moment.
Pyro CMS
Pyro CMS is made by some of the top contributors to the Code Igniter community and gets alot of plaudits.
It's a fully fledged CMS rather than a forum script, but it has a forum add on which you can download to add that functionality.
You could check out MyForum (https://github.com/EllisLab/CodeIgniter/wiki/MyForum) - it is reasonably simple and I have had very good experiences with it in the past! It's free as well :)

not sure how helpful this is to you now, but Elite Bulletin Board(http://elite-board.us) is switching to CodeIgniter for their next version.

I am currently using Pivotal Tracker and I like it for its features. The project I am working on though is basically just a hobby game project on the side (even though I plan to sell it when I am done). So while I do want to advance and work on it in a timely matter, I really don't feel like being "timed" with iterations like Pivotal Tracker does.
I really like Trac, but I don't want to host it on my home server because I don't run that server 24/7 and I have another person working on the project that doesn't have access to my server. So I want that person to be able to access the tracker at all times. So are there any project trackers like Trac that are hosted?

It looks like SourceForge can do what you want. Free hosting with issue tracking, etc.
Check out something like Assembla. For a relatively low price, they'll have issue tracking, SVN hosting, and even a simple wiki.
I was able to find a good tracker called Acunote (http://www.acunote.com). It is really good, and free for my project requirements.

I'm interested in finding good icons/images that can be used in both 'free' and proprietary programs.
Please include a description of any license restrictions associated with the source of the icons you suggest.
I use two search engines:
IconFinder and IconLook.
If you can't find what you want, this blog post has a list of great resources.
I've used Silk Icons (http://www.famfamfam.com/lab/icons/silk/) on a few projects. It's covered under the creative commons license so you will have to include a link back to the site somewhere in your app.
http://www.iconarchive.com has a nice selection
I used Fontawesome to find icons.
I've had the best luck with Icon Buffet and StockIcons
A good starting point, and a nice stock icon site. Some require payment, but there are lots of free sources out there. However, one of your highest priorities for a commercial application is that it looks good enough to buy - $30 for a good set is cheap compared to the time it takes you to research and find a set, nevermind the time it'd take for you to make them yourself.
