App Down after being forced onto paid plan - heroku

Many years ago I created an app and deployed it to Heroku and utilized heroku-postgresql as the database where content generated by the app was stored. A few months ago I received a notification stating that I had to upgrade to a paid plan and add a paid dyno. I've barely touched it for the last 2 years, only having to upgrade once when a key module was deprecated, so I barely even remember how to use Heroku.
After I upgraded to a paid plan (postgresql-spherical-36581) and added basic dynos (which appear to be active), when attempting to open the app I received a 500 error and the browser displayed *'We're sorry, but something went wrong.' *
Herolu's support team have been little help and they either don't have access to my account details or chose not to take the time to read it. In my past life as a developer this forum was unbelievably helpful so I'm hoping the error messages I'm getting makes sense to someone. I tried to add all logs but when trying to post the question I got an error saying "this looks liek spam"
I've searched the forum for answers but can't find anything that answers my question.

Heroku meme api gives me application error

So I've been using heroku meme api on my discord js bot, it was working fine untill today when it didn't respond I decided to check the website but when I opened it it gave me an application error, idk how to fix it any help would be appreciated the link I use is

Heroku app name change and mLab mongodDB timout

My situation: I wanted to change my app name on heroku. I have done so with Heroku CLI and get confirmation that change was success. However, after this change I've started to receive a weird errors on mLab.
From my panel I can see that there is no user to connect to DB, but when I create one, it is deleted after relogin and get same error. Did anybaody face such a problem? Did you manage to find a solution?
I've checked status page and there were no issues. What's more I tried to contact support, but without any response (it's only sandbox, so I't quite obvious that my question will be replied last.....)
Contacting support helped. But I have got no info what was wrong.

Azure Bot Service - "An internal Error occured at the server"

I have created a bot service app in Azure that works fine when I create it. I go through the Microsoft App ID, password screen and it loads the chat emulator and code in browser (using the LUIS template and node.js language). After sometime, if I go back to load that app service from Azure dashboard, it keeps giving me "An Internal error occurred at the server" error message. I am not sure if I shouldn't be going to the newly created Bot Service from dashboard? I did this 3-4 times already, with new names, new RG etc., it's the same issue every time.

Unfortunately this looks like a bug, there are are two open issues right now on the SDK's repo that look very similar to yours. Here is one of them; 'InternalServerError - Bot & QnA Maker'.
Regarding the downvote, it might be because there isn't a screenshot of the issue which usually helps in answering questions. Also, explaining the steps you undertook or compared against would have helped give a clearer picture for the community to answer.

gam1 reviews migrate over to gam2, then disappear on app re-install

We've seen cases like this:
Migrate a GAM1 domain to GAM2, the 'new' Gmail Gadget works fine for a couple days, then a few days later it stops showing for the entire domain. The client re-installs the GAM2 app which triggers the Gmail gadget to show again, but unexpectedly their migrated product review is no longer visible.
We asked one client to re-check this and they reported back that they can see the review from within their own account, but other marketplace users cannot see it.
We can demonstrate this by confirming their domain is migrated then comparing the previous review in GAM1 with GAM2. I can provide a couple examples privately.

Google Play Developer processing time

For the last 72 hours, my Google Wallet payment for the Google Play developer program has shown as "Your purchase is processing". I understand it can take up to 48 hours, but this is an entire day after their worst-case scenario for processing time.
I contacted Google Play using their help pages, not expecting an answer back until this week, with the problem hopefully resolving itself in the meantime. However, a day later instead of a reply (Which i wasn't expecting yet), they instead send me a survey, asking how their support was. Support I never received.
Does anyone know how to contact Google Play directly? While it's only $25, it's $25 that's been sent to google, and have received nothing in return. Google Wallet payments for apps have all gone through (Status: Your purchase is complete). Not sure why this is being help up.
