In smarty div position fixed is not working. While this one is working in simple php.

This will hardly be a Smarty problem. Just save both HTML pages and locally and compare. What's the difference? Maybe you could even use a diff tool for this. Have you tried to validate the HTML and the CSS? It might also give you some hints.
This is a CSS problem - not a Smarty one. You should consider adding more information to the question and tag it with HTML/CSS.

Setting the correct xpath

I'm trying to set the right xpath for using RSelenium, but I'm not very experienced in this area, so any help would be much appreciated.

As you can see in this image when you right-click on the element concerned. You get a drop-down menu with an x-path to the element.
Other than that, the site orientation and x-path might change and a full x-path might be a good option in the short-run, so I rather prefer driver.find_element_by_xpath('//button[contains(text(),"Login")]')\ .click()
In your case which would be find_element_by_xpath('//*[contains(#class, 'u-pb-4 u-block')]')

Umbraco get rendered content in OnPublish

I have an ApplicationEventHandler in Umbraco to catch publish events. We want to get the rendered html for some of our PublishedEntities and store them elsewhere ...
What's the easiest way to achieve this?

CKEditor with HTML content stores, displays but cannot display for edit

I have used CKEditor for a few years without really understanding it. I now want to use it to display text which will include HTML, CSS, JavaScript and PHP example code. None of that needs to execute it is just to show the code to others.
Currently I used the textarea replace method to edit content and I need to carry on that way. When I add the content first time it is sanitised (mysqli_real_escape_string) and stored in a MySQL database correctly. It also then displays correctly with the CKEditor markup working as markup and the HTML/PHP showing as a code example. However, when I edit the content a second time the HTML examples become "real" HTML and are no longer visible as examples.
For example this:

<p>Hello</p>
is correctly (?) stored as:
<p><?php echo "me"; ?></p>
<p><p>Hello</p></p>
and displays on the page as shown in the first code snippet (which is what I want). When I then hit edit again the code examples vanish into the background as real HTML (part of the page). If I put the code examples in as code snippets (which I would rather not have to do because of the intended users) the result in the editor (second edit) looks like this:

I am sure i am missing a basic understanding of what is going on behind the scenes but can anyone explain how to allow users to type in text which includes HTML, CSS, JavaScript, PHP and MySQL code examples which must then appear as examples and not markup (and be editable as examples).
I have played with config.entities and config.protectedSource after some research but they do not seem to be relevant (or to work). Weirdly a couple of times it seemed to work fine and I thought I had cracked it but then stopped with no further changes to the config. That means I now have less idea what I am doing than when I started!
You don't mention which version you are using, but if it's relatively new (4.4+) you can use the Code Snippets plugin that was designed exactly for this. See the demo at http://ckeditor.com/demo#widgets. It might help with the encoding issues too. There's docs on it too.
Th help with the current encoding issue, it would help a LOT if you showed us how you output the data and load it into CKEditor. For example "When I then hit edit again" doesn't really describe anything without context. For example, do you use setData() with AJAX? Do you use an inline editor? Code examples would be the best.

Problems with the maximum font size in TinyMCE editor on a Joomla website

I am using TinyMCE as editor on my Joomla website and I have a problem with the maximum font size.
When I insert some text into the TinyMCE editor I can change the font size but the maximum size seems to be: t (36pt), why?
I need to insert larger text into my pages. What can I do to fix?

There are many ways you could tackle this, but I would try one of these first:
You can change the dropdown font options using the theme_advanced_font_sizes option, in general, it is something like this:
tinyMCE.init({
...
theme_advanced_font_sizes : "10px,12px,14px,16px,24px"
});

Now, since you're using Joomla, you can try to pass your parameters in an array to the display editor call, like is explained in the official joomla documentation (keep in mind that you need to check this is one of the adjustable parameters) or you could also try to change the setting for the editor you're interested in by adding some javascript to a specific view, but I'm not sure it'll work. It should be something like: tinymce.get('editor_id').settings.theme_advanced_font_sizes="10px,12px,14px,16px,24px";.
Depending on what you want to do, you could also try using tinyMce indepently or duplicating the plugin with your own tweaks, so that it doesn't get overwritten when you update your site.
Don't do anything at all. You can control the appearance of any block by inserting css code directly, just use the code view.

Cannot make Scrollspy Bootstrap work

I am designing a single page website and want the fixed nav links to change colour whenever the user scrolls to the specified location. Seems pretty easy to do, I thought it was pretty easy to do, but I am having problems making it work.
I only downloaded the Scrollspy JS Plugin, as I am not using the Twitter Bootstrap CSS. I just require the Scrollspy Plugin.
Could you check this jsFiddle and provide some guidance? I have already checked out the documentation here, but I've had no luck. Any help is greatly appreciated :)

Ignoring the serious issues with your use of JSFiddle1, and the typographic errors2, the principle things wrong are
You need the .nav class on the <ul> in the navbar, and
The #welcome is not an existing element, causing a JS error.

Oh, and you don't need both data-api and js to initialize the plugin; choose one.

Key thing you are missing is you have to have a "nav" class on the ul element (or some other parent element) as that is used in the scrollspy code as part of a selector.
I couldn't get yours to work for some reason but here is a simplified example:

Your ul needs a nav class, but most important for scrollspy to work properly is that your target needs to be one level about the ul. Otherwise I've found that scrollspy doesn't work.
