How do I customise the template, mainly edit the top banner on

The joomla was auto setup and hosted, I seem to have no access to the file structure. (If I do I don't know how/where!)
I have found the templates in the Joomla Administrator (v1.8) under site template manager but there is no option to edit any of the templates or ability to upload a different one.
I just want to change the banner and the colours, help please!

If you can install extensions you could use an ftp component to do some basic file editing through the admin interface. I find ninjaXplorer to be the best one.
Try eXtplorer component. It is "Editors Pick" extension.

I need to make some changes to the front-end of RocketChat. I've done a manual install on Ubuntu 16.04 and am new to the JS ecosystem. Simply editing files (such as programs/server/packages/rocketchat_lib.js) and redoing npm install doesn't seem to work.

Well Rocket Chat allows us to change the logo. It also allows us to add custom CSS rules and change basic colors.
To change the colors and CSS go to administration and then under settings go to layout.
To change the logo go to administration and then under settings go to assets
Most* use of color in Rocket.Chat can be customised by changing color settings under Administration > Layout > Colors
Also you can use own CSS styles and so on in under Administration > Layout
Editing Rocket.chat files directly is bad way how to do it.

This button would be 'share' and placed at the article editor just like we have buttons like 'save','edit' etc

I want to add a popup and a trigger for that popup in com_users( i.e Users page) and load a external link into that popup. I have added a button next to the "Add a note" button but i am new to Joomla so i don't know how to add popup functionality to it. I have read that it is not recommended to change the core files in Joomla, is this also a core file ? What is the best way to do it.
Any file that comes with Joomla's default installation is a core file. We do sometimes modify core files (especially for optimization purposes), but that creates overhead in the website's maintenance.
As for your case, the best way to do this is to create a copy of the administrator template that you're using, use that copy instead, and, modify the administrator/templates/[new-template]/com_users/users/default.php file. This way your changes will not be overwritten by a Joomla update.

You could use Joomla 3's standard template as it's responsive, however there are so many sites using this so you go down another road.
If you're up for some design of your own, then you can get a pre-built master template such as Yootheme's Master Theme which is free or maybe ever Afterburner 2 by Rockettheme.
For forms, you can use an extension such as Chronoforms which allows you to build your own forms for multiple purposes and has a lot of features.
As for the "Good to have" points, simply have a search on the Joomla Extensions Directory and you will find everything you need.

Only one of your requirements has anything to do with the template you choose, whether it is responsive or not.
Joomla templates do nothing more than provide styling for the output of Joomla core and any extensions you may add. Everything you list is functionality that would need to be added with 3rd-party extensions, with the exception of content management; Joomla is a Content Management System.

What would be the easiest way to make TinyMCE image picker dialog point to a site default folder (/image-bank) instead of current folder?

If it's difficult to edit Python code all over the places, it's accetable just to a Javascript snippet patching TinyMCE settings on the client side.
Mikko: What a coincidence. I'm just trying to achieve the same thing. I managed to create a more specific adapter than `Products/TinyMCE/adapters/Upload/Upload`.
This new adapter changes the upload folder (by setting self.context) to the central-images-folder and then updates radio button listing (and image preview) with the central-folder images (and just uploaded image). This is done by defining an uploadOk method inside the new adapter.
However, to change the initial folder, I think the only way is to customize ploneimage.html.pt or ploneimage.js inside the skins/tinymce/plugins/ploneimage folder. But changing any of these two large files (which might change in the future), could make new releases of TinyMCE not to work with your changes. So you will be forced to re-customize them again.
My idea (which I already emailed this morning to Four Digits) is to provide this feature with TinyMCE out-of-the-box, via a configuration option. This way the package files would be always aware of this feature and future changes won't harm this new functionality.
