I have a question:
is it possible to check a wp7 device's OS version? I want to know, because I'm creating a sort of distributing app, where users, based on their OS version, and privileges can connect to the BETA marketplace and download certain apps from there. So if someone doesn't have a compatable OS, they get a message notifying them of this and locking certain apps. Is this even possible, because the OS version is not found in the Microsoft.Phone.Info.DeviceStatus class, only firm- and hardware versions.
Any suggestions?
You can also get the Windows Phone Operating System Version number from Environment.OSVersion.
string OSVersion = Environment.OSVersion.Version.ToString();

I use Windows 11 but all apps I install report that I am running Windows 10. How can applications read the correct OS data for Windows 11?
Windows 11's version number is very similar. It's still major version 10, minor version 0. The difference between "Windows 10" and "Windows 11" is the build number being larger 22000. See this blog post.
Basically, unless the application was updated to know about Windows 11, it's going to think it's Windows 10.
It's also important to note that for application compatibility between major versions of Windows, many existing applications are subject an automatic "shim" that lies about the version number in any case. For more, see this blog post.

Is it possible to download Xcode in windows guys? can you give me some good links in details on how to install it?

Xcode is produced by Apple for Apple hardware, so you are out of luck.
When Swift is open sourced, you'll probably be able to use it with the various IDE's which are out there.
Only way to get XCode to run in windows 10 is to create a virtual machine for OS X inside of your windows 10 OS. This can be done via VirtualBox, which is free. Now unfortunately, since it is VM, it is going to run a lot slower than if it was on its native OS, so I would not recommend going this route unless you have a really good machine, so your better options are looking into hackintosh's, or actual Apple hardware. I myself recommend actual Apple hardware because things go wrong all the time with hackintosh's whenever Apple updates
I can't find information on what are the system requirements for Mac for the mobile add-on for Delphi XE4 (Professional).
My understanding is that XCode is still required to sign the app binary and to deploy it on a test device and/or App Store.
Our Mac is so old that the minimum requirement of OSX for the latest XCode won't even install.
I'd like to know if we need to have the Mac upgraded to accomodate this.

XCode will still be required, so of course your Mac system will have to be updated to be able to support it.
The documentation for XE3 will give you the minimums requirements for that version, and you should require XE4 to at least require those minimum requirements. As it doesn't seem your existing system meets those, you can probably be sure it won't support the requirements for XE4.

How do you install Windows 8 apps you create from a local source? Is that possible? And if it is possible, how would you come across doing something like that?
Or would you have to submit it to the Microsoft Store?
I ask because I need to create an application that is private for a company, but haven't come across any documentation, or anything.

There are a few options for side-loading, but in your particular circumstance "application that is private for a company", the best reference is How to Add and Remove Apps.
In a nutshell for Windows 8 Enterprise devices, if they are joined to a domain, you can sideload the application (from the .appx file). For other versions of Windows 8 (or non-domain joined), you would need to purchase a sideloading product activation key.

Currently Apple only allows you to develop apps in the OSX system.
You could try running a virtual machine if hardware is a problem, however that is a challenge in itself.
