I am making an interactive graphics program in processing and would like a drop down menu.
Is there a processing library out there for form elements?
At processing.org/reference/libraries/#interface they are some GUI libraries you could use.
I dont't tried, but I think that you can find something that will help you.

ControlP5 library (http://www.sojamo.de/libraries/controlP5/) is probably one of the most often used libraries for GUI stuff.

I am working on a Genetic Algorithm solution to TSP in Lua, and have reached a point where I need a better method of troubleshooting and checking results. The best way to do this would be with a GUI, but I can't seem to find anything about GUIs in Lua.
I've done some searching around Google, and haven't found anything built in to the language. I have found Toolkits such as the one found here:

However, I am new enough to Lua that I do not know how to properly use these. Any help on the matter would be greatly appreciated.

Are you constrained by platform? If not, I've done very exciting things directly on an iPad, in Codea. Pure Lua, built on OpenGL, so built-in API for graphics support.
Beyond that, you could probably use Love2d. It's meant for game dev, but you could probably adapt it to your needs. It's a Lua API, has graphics support, and is cross-platform. I don't know much about it (yet), so others could pipe in with their thoughts/opinions.
If you are still shaky in Lua, I suggest to stick to the console for a while. GUI, whatever the language, is usually messy and unsatisfying for beginners.
If you already know some HTML and Javascript, consider using Lua with a web framework, and using the browser to control your program through a REST API:

Apart from that, I have yet to find a GUI framework that feels right for Lua. Almost everything is a thin wrapper around a C or C++ API and handles exactly like that. On the other hand, with the web and Electron on the rise there seems little need for it.
I am putting together a few programs, and it's about time to start making GUI's for some of them. The code is currently written in Python 3.3.
I have researched a few GUI's for Python, namely Tkinter, wxPython and PyGTK. Everything I am finding seems to only create GUI's that look fairly archaic. I have created a couple of example GUI's, and they all work, they just look very Windows 95.

Is it simply an advanced knowledge of how the GUI's work, or are there just GUI modules more suited for "modern" looking GUI's?

Tkinter comes with a set of widgets called "themed tk", provided by the ttk module. It provides more modern-looking alternatives to some of the core widgets such as buttons and labels, and it also has a few new widgets such as a notebook and tree.
After a lot of research I've decided to use the Qt bindings library for Python called PyQt5 (http://www.riverbankcomputing.com/software/pyqt/download5). It's quite easy to implement and has tons of documentation. The interface elements (called widgets in Qt) look exactly like the ones in the host operating system: if you run the program in Windows 95, they'll look like that, same for Windows 7, and even MacOS. I find Qt extremely powerful. I'm developing a Python/MySQL application and the QtSql module helps a lot in the development with creating tables.
You can use htmlPy. So you can create GUI's with css html js with good looks.
QT is a good choice in many cases, but sometimes you need much faster response time, or native support of OpenGL(ES), or just another license. There are a lot of alternatives:

I have a library for Haskell that can take an ordinary web application, run it on a local server, and then open up a window displaying that application using QtWebkit. The code to interface with Qt is very short. However, I would like to avoid the Qt overhead for Windows users.
It seems like the best approach would be to have an alternative to this QtWebkit-based C++ file that instead uses the MSHTML library on Windows. Unfortunately, I have almost no experience with Windows-specific libraries. It seems like I need to use the IWebBrowser2 interface, but that seems mostly speculative.
If someone can point me in the right direction on this, I would be much obliged. The final trick here is that it has to compile with MinGW. Not sure how much of a complication that is in this case.

You can use hdirect to call the IWebBrowser2 interface from Haskell. It's messy to code against OLE/COM but it can do the job. Making a C binding to the interface is possible but if you need MinGW then it may actually be harder than a purely Haskell approach.
I'm trying to develop a simple program in python (but this is not a requirement, I can switch to another language if worthwhile) and I'd like to make it very usable by elderly people, is there some GUI library already available?
Well, which OS platform are we standing in? If you are in linux or windows and using C# take a look at MonoDevelop. If in linux, I would stick with QT LAF and there's also GTK too.
Now, if I was in your position I would start making prototypes of the program and presenting them to the ederly, survey them through the process and make best of their inputs. It's not an easy task but it will do the work at the end of the process. Keep it simple and don't try to clutter up the ui design.
if your making a seperate GUI for elderly people it's probably best you make it yourself from whatever existing code/libraries you have.
Like increasing the element and text sizes, and increasing the contrast. But not too much that you make the majority feel patronised.
Most GUI libs support some kind of widgets that can be used for people that have some problem with their eyes or such. However, i don't think that there is a library that is particularly targetted to that. Hence, i would use GTK or Qt. In the end, it comes down to how you design your GUI.
I need to write an app that reads a config file with info on the menu bars it needs to create.
Normally, I'd just use java, but I need the application to have the least run-time dependencies possible, this includes not forcing the user to download anything, even JRE, let alone something like NET Framework.
So I need something that can compile to an EXE (windows only for now), and that will allow me to CODE the GUI, so I can dynamically create it from my config.
BTW: something like C++ is a bit too low level, all I need is to create menus, and display HTMLs in a panel.
How about wxPython together with py2exe?

If Java's too high-level and C++ too low-level, there ins't much in-between. Maybe Delphi?
I wouldn't totally write off using Java and/or Python for a few reasons.
1) py2exe can compile your Python code to an exe.
2) GCJ can compile your Java code to an exe.
Delphi is best chose for you. Because Delphi compile source code into native x86.
Unless you have serious reasons to avoid interpreted languages, I would suggest you better look into ways of packaging or compiling interpreted scripts because doing this will likely reduce your learning and development time.
I would write a simple GUI in Tcl/Tk, and then package it as a Starpack.
ActiveState provides a distribution (ActiveTCL) and a decent editor (Komodo Edit), and it is fairly easy to get simple GUIs going with Tk. Check out TkDocs for some hand holding.
Once you're done, you can package your code, a Tcl runtime, a database, and a virtual filesystem, all into a single executable that you can easily distribute.

But if you know C++, then creating this type of an application is actually very easy with Visual C++. Use MFC, and statically link everything. You can draw the menu in the resource editor, and attach events to the menu items. I wouldn't use HTML if I were you. Just use regular Windows controls. But if you're really set on using HTML, you can embed a Browser control in the formview.
Have you considered D ? It has a syntax that is like a mixture of Java, C++ and Python with the ability to make native windows apps. The tutorials on dprogramming.com are great to get up and going with the language. For quick GUIs you'd be interested in The D Forms Library and the Entice Designer.

Alternatively, have you tried Qt & Qt Creator? It takes a lot of the hair pulling out of C++ Programming and it's also cross-platform.

A lot like a Web browser, then. If it's going to run on Windows, then the user has IE. Why not use IE to do all the work for you?
