I wanted to know in what language has the desktop application of Dropbox been coded?
Is it Python or Ruby?
It is python notice the Python25.dll file in the bin folder next to the exe
99.9 % of their code is in Python. Used on the server backend; desktop client, website controller logic, API backend, and analytics. Not on Android due to memory constraints. Runs on a single code base using Python. Dropbox runs on Windows, Mac, Linux using tools like PyObjs, WxPython, types, py2exe, py2app, PyWin32.

it should be stored in the /tmp directory if you started the SDK without additional parameters.
consider starting it with the --datastore_path=/your/path

I've read many articles about using wevutil.exe and it seems to be exactly what I need. However, I cannot find it. I've tried on a Windows 2003 server, Windows 2008 server, Windows 7, etc. All come back with "'wevutil' is not recognized as an internal or external command". TechNet (which has docs on using it) doesn't list a download point so I assume it is provided with Windows?
I think you just misspelled, it's actually WevtUtil, and is located in C:\Windows\System32.

I am trying to figure out what is the name of application that shows us the desktop?
It's not the Finder, not a system ui server, then what is it?
I want to know the positions of various windows of application on window server. I have CGContext for them with me. Is it possible to get that information from WindowServer?
Can we use Accessibility API for this or any other technique?
The window management system is known as Quartz Compositor. The actual process shows up as "WindowServer" in Activity Monitor.

I'm trying to make a GUI prototype for an Ipad app but my Operating system is Windows.
Can anyone tell what prototyping tool I should use, I don't want to use photo shop anyways
There are no such tools runs on windows. For preview your prototype design, There is a tool available on iPhone, iPad and MAC called ProtoView.

Is there any similar tools like Snippets(http://www.snippetsapp.com/),Code Collector Pro(http://www.mcubedsw.com/software/codecollectorpro) for to organize code snippets in windows.
Have you try Snippely ?
I believe that is less complete than Snippets but is an alternative for Windows.
