When the Windows Phone's system tray is visible, it could be in two states partially: battery + time or full (if all data are shown). I would like to know in my application that the state is changed. Has anybody an idea how it can be done?
Using the current version of the Windows Phone SDK, you can't really do this...

I am trying to make use of the Windows 10 notifications system (the ones poping out from the right side panel, available from notifications tray icon) in my Qt 5.13.0 program. I am looking at the Windows extras class: https://doc.qt.io/qt-5/qtwinextras-index.html but cannot find any API for such thing. Is it even possible somehow in Qt?
Yes, try the System Tray Icon example.
It is not a Windows only API. The QSystemTrayIcon class works in several platforms. In Windows 10, QSystemTrayIcon::showMessage() shows the notification you are looking for.
In a Windows desktop application written in C# and running on Windows 8 how can I detect if Windows 8 is in desktop mode (i.e. showing the Desktop rather than the modern UI)?
Although it's in C++, the Start Screen Visibility Sample should be a good starting point for you. It uses COM objects to get the state of all monitors on the system that are either displaying Windows Store Apps or the Start Screen, and illustrates how to receive notifications when the state of a monitor changes or when the visibility of the Start screen changes.
I've used the following code on Windows Phone 7 and 8 to disable user idle detection when my App is displaying data to the user and they are unlikely to interact with the screen e.g. A recipe App where the screen needs to stay on:

Does anyone know if there is an analogue of this available for Windows 8 applications? My tablet app has the same requirement to disable the screen turning off. I haven't managed to find anything :-(

You should use the DisplayRequest class, specifically DisplayRequest.RequestActive for this purpose. You must also remember to call DisplayRequest.RequestRelease once you are done to allow the display to sleep, for example, if you are not viewing a recipe, or you are in a menu screen, etc.
My Lenovo laptop has two task bar type programs that show the network status and battery status. I have been trying to search for what these types of widgits are called. Unfortuantly my google-foo is only returning results for minimizing programs to the system tray.
I am not even sure if these are system tray apps or taskbar apps. but either way, please help me find a API reference or even better a tutorial.
I want to make a Work Week Widgit, that displays the current work week number on this widget. I program mostly in python, but am willing to learn another language just to make this tool.
They are known as Desktop Bands, also known as DeskBands. Note that Desktop Bands are not recommended starting in Windows 7. Note also that since they are shell extensions, they must be written in native code.
So far, to turn on and off the GPS device in Wp7, I do it in Settings Menu. Wonder If this can be done in code?

Sorry for the confusion. Instead of turning GPS on and off, What I really mean is how to turn on and off the LOCATION in the Settings Menu of Wp7.
You can get the GPS data but you are not able to turn the sensor on or off via your application.
The most you can do in your application is start the geolocation data acquisition and stop it.
Windows Phone 7 apps should not change global settings for the phone.
You should have your own settings page in your app, with it's own toggle for whether or not your app should use the location data.
Then you check your setting before you access the location data.
Why would you want to turn it off globally?
