SSIS and Visual Sudio 2019 Cannot Load Project

First of all, this issue has nothing to do with the installation of SSDT. I have the lastest version installed, at the time of writting this.
My issue is that the SSIS package was written some time ago using, I think either VS2005 or VS2008 as I was using Windows 7 with the lastest SSDT package fro the time, and I now need to open it up to view the workings.
I am now using VS2019 on Windows 10, again with the latest SSDT package, and studio refuses to open the project.

I have found the answer and it had nothing to do with the SSDT installed.

It explains the need to make sure that the SSIS Extension is enables. In my case it needed to be installed.
This occurred because I had installed various versions of SSDT which caused Visual Studio to need me to reinstall.

Question - Why TFS is taking Msbuild 10.0 Instead of Version 14.0? [duplicate]

My project need to be run with MSbuild 14.0(visual studio 2015) but this is taking only Visual Studio\2017\Community\MSBuild\15.0\Bin\msbuild.exe .

Since I do not install Visual Studio 2015 Express for Desktop and Web on my build agent, I am not sure whether Visual Studio 2015 Express for Desktop and Web is compatible with build agent.
But I found a thread about it, you can check the comment on the accepted answer:
That's it! For some reason VS2015 Express does not install the ShellFolder or InstallDir keys! I was worried that the agent script recognised it but refused to register it because we are not allowed to use it for automated builds. I feel more comfortable with it now.
It turns out that is not the full story. When I add the "Visual Studio
Build" task to the process, it now executes, but if I look more
closely at the log, I can see the following message:
"##[warning]Visual Studio was not found. Try installing a supported
version of Visual Studio. See the task definition for a list of
supported versions." And then it falls back to building with MSBuild.
It works because I am building a .sln; let's just hope I don't have to
build a .proj.
So, it seems that Visual Studio 2015 Express is not compatible with build agent. you can try to install the Visual Studio community 2015 instead of it, which I can build it without any issue.
Again, you can check if there is a parameter about Visual Studio on your Capabilities of build agent when you use Visual Studio 2015 Express:
if not, build agent will throw that error.

Follow these steps to upgrade project created in earlier versions of VS this may help you:
In VS, on the File menu, click Open and then click Project/Solution,
Web Site, or File, depending on the kind of project you are
upgrading.
In the Open Project dialog box, select a project file, and then click
Open. If VS detects that the project or file was created in an earlier version of Visual Studio, the Visual Studio Conversion Wizard opens.
Complete the Visual Studio Conversion Wizard.

is there any need to upgraded the ms-build project?
The answer is No. That because since start with Visual Studio 2013, Visual Studio team made a number of exciting changes to MSBuild for Visual Studio 2013. Now the 2013 version of MSBuild will ship as a part of Visual Studio instead of the .NET Framework. See this blog MSBuild is now part of Visual Studio! for more detail info.
You can find the MSBuild.exe from the directory: C:\Program Files (x86)\MSBuild\14.0\Bin
Since it ships as a part of Visual Studio 2013, just as Michael said, MSBuild upgrade should happen with the VS installation. So you do not need to upgrade the MSBuild separately.

How can I get the latest version of Microsoft Build Tools 2013 onto my build server?

MSBuild is now provided with Visual Studio and its versioning is aligned with Visual Studio. It is also provided as a standalone installer (Microsoft Build Tools 2013) as seen here: http://www.visualstudio.com/en-us/downloads
Due to a bugfix that Microsoft put out in Visual Studio 2013 Update 3, I am trying to find the equivalent build of MSBuild to install on the build server. The version of MSBuild referenced in the download link above is 12.0.21005.1, which equates to the initial version of VS2013.
I can't find anywhere with a version of the Microsoft Build Tools 2013 installer that has been built after Update 3 was released. The VS2013 Update 3 build number is 12.0.30723.0.
Does anyone know where to find this? Or is there an alternative method of copying an updated version of MSBuild from my dev machine (which has VS2013 Update 3) to the build server?
I do not want to install Visual Studio in full on the build server.
Extra Information
The reason I need VS2013 update 3 build tasks is because the SignFile task was updated to take a targetframeworkversion parameter which gets around a bug with signing ClickOnce apps. See http://msdn.microsoft.com/en-us/library/ms164304.aspx.

Visual Studio 2010 is unable to open project

I used Visual Studio 2010 to develop a web application. I formatted my machine and installed Visual Studio 2010 Professional. When I try to open old projects, I get an error saying:
The selected file is a solution file, but was created by a newer version of this application and cannot be opened.
I do not remember the version of visual studio 2010 I used the first time.
Can anyone tell me which version came after the professional edition?
Make sure VS2010 is updated to the latest service pack, otherwise check to see if the project was actually made in VS2012/13 in which case you will need to create a new VS2010 solution and rebuild it from your existing projects.
Open the .sln file in a text editor. In the beginning there is a marker which tells the VS version it is meant for. For VS 2010 it should look like that:
Microsoft Visual Studio Solution File, Format Version 11.00

You should be able to change these values without any problems. As far as I know the file format did not change.

Considering the comment of Dumisani: of course you need to target .net 4.0 and make sure no features of .net 4.5 are used!
Chances are you had a service pack installed that you are missing with a clean installation.
