Does iBeacon peripheral work with XCode 5.02 or should we need to update to mavericks?

Currently I am using Xcode 10.1 on macOS High Sierra 10.13.6, on a Early 2011 MacBook Pro with 4GB RAM.
Problem is that I am unable to upgrade to macOS Catalina. Is it possible to install Xcode 11.3 in the macOS High Sierra? Or is there any other safe solution for installation of macOS Catalina in my unsupported Early 2011 MacBook Pro and then install Xcode 11.3?
Please suggest a well tested and safe solution.
Your model of Mac, i.e. Early 2011 MacBook Pro can't be upgraded past macOS High Sierra 10.13.6 using any official means, i.e. macOS High Sierra 10.13.6 is the highest supported macOS release for your model of Mac.

So, officially speaking, your model of Mac cannot run macOS Catalina and by extension Xcode 11.x.
There is no officially supported solution.
Xcode 11.3 is supported on macOS Mojave 10.14.4 or later. So, your best recourse would be to be get a Mac that can run the said release of macOS.

If I install Yosemite preview and XCode 6 GM, can I submit app to the App Store? Or only with Mavericks?

I have a Mac app that I built on the latest Xcode on an OS X 10.8 machine. Some of our beta testers are getting crashes on 10.7. Here in the office we don't have any machines with 10.7 on them.
On iOS we have the simulator to test on iOS 5. How can I do this with the Mac? Do I need to purchase a machine with OS X 10.7 on it in order to test?

should you only download XCode 4.1 from the app store if you move to Lion?

Yes. Xcode 4.1 Requires Lion. This has been well documented, but 4.2 is apparently available for Snow Leopard as well.
Xcode 4.2 is available for both Lion and Snow Leopard, if you download it from the iOS Developer Centre while logged in as a registered developer. The Mac App Store will only upgrade you to Xcode 4.2 if you upgrade to Lion, but you can manually install it on Snow Leopard by manually downloading it as described here, and it runs just fine on Snow Leopard.
Yes moving to Lion is a requirement. 4.1 brings all of the Lion features into the Xcode environment. I would say if you aren't ready to move to Lion yet, then just stick with 4.0.2 unless you need to develop for Lion.
UPDATE: As of Xcode 4.2, it is now for both Lion and Snow Leopard.

UPDATE: This question was asked in Jul 2011. As of now, Nov 2011, Xcode 4.2 is already released and made available on the Mac App store.
I am trying to locate IOS SDK 4.0. But I'm unable to find it. I'm currently running v10.5.6 osx and I'm unable to install the xcode iOS 4.2 cause it says I require 10.6.
Will iOS SDK 4.0 work?
