Using VS 2013 with NuGet Package Manager installed, I can view all Installed packages, but when I pick Updates or Online, I get an endless busy indicator showing "Retrieving information..."
I've verified I have a good connection. I uninstalled/reinstalled NuGet Package Manager.
Any other suggestions?

I solved the problem by applying the following method :
Open package manager console in Visual Studio
Type: [Net.ServicePointManager]::SecurityProtocol = [Net.ServicePointManager]::SecurityProtocol -bOR [Net.SecurityProtocolType]::Tls12
This will change the connection security protocol to nuget as specified in this article: Deprecating TLS 1.0 and 1.1 on NuGet.org
May be it will help someone. My problem was with Nuget Package Manager. I've just updated its version.
To update Nuget Package Manager you need go to the menu under Tools -> Extensions and Updates -> Updates tab -> Visual Studio Gallery.
I encountered the same problem and tried different solutions but none worked! So I am using this workaround.
Go to https://www.nuget.org
Search for the package you want to install, it would show you the command for installing the package.
Open package manager console in VS and run the command (make sure you select the right project). This will install the package for you.

For me it was a problem with NuGet not Visual Studio. The problem turns out to be that NuGet does not like proxy settings of any kind. Running a local proxy debugging tool such as Fiddler will break NuGet! You’ll need to turn them off or uninstall them also ensure that the environment variable HTTP_PROXY is removed from your system settings. Also you will need to check your system proxy settings as well and make sure you are not using a proxy.
This has been documented else where and is the problem for a lot of folks out there!
The following steps should help:
Open the nuget website
You can select any package but I would suggest EntityFramework
Open your project then select Tools > library package manager > package manager console
paste this into the console: Install-Package EntityFramework -Version 6.4.4
After taking these steps your nuget will work but only for the current project.
there is some error in NuGet package manager in VS 2013. It's noticed and fixed by Microsoft, but we are waiting for new update of NuGet.
But there is some more reasons, why you stuck on "Retrieving information". First check your proxy and firewall settings. In my situation, we need to unblock something(it is in my work, so I don't know,what exactly) and after that I saw the updates.
I've noticed this problem once I changed versions of Visual Studio. For whatever reason, the Nuget extension breaks during the installation process even though it seems to be installed in Visual Studio. You basically need to reinstall Nuget, and I had to follow the instructions on this link to get things working again:

I came across this problem and it would hang for about an hour at times. How I get round it is go to download a package in the Manage Nuget packager and then right click on your project and click clean. The download pops up within 2 -20 seconds.

Here are some of the workarounds already mentioned in that thread:
Update the packages with the option -IgnoreDependencies in the Package Manager Console (It works for me):

Update Visual Studio to latest version and running as Administrator
Some of the files in the packages folder were set to read-only. Try to cleare the read-only flag from all files in the packages folder.

I tried a lot of ways to solve this problem. But unfortunately cleaning the cache, project, rebuilding didn't help. The only thing I didn't try is to re-install Visual Studio or Windows.
I've got to launch project in Visual Studio for Mac and update/add all the necessary Nuget packages from there. On the Mac, the process was successful. I know this might not be an option if you don't have device, but it definitely works.
I'm using NuGet within Visual Studio 2017 to try to install a package on an older Web Forms project, and it is failing with the following error:
Invalid URI: The Authority/Host could not be parsed
This only happens when trying to install the package on a website that is mapped in IIS (other types of projects work fine), so the project name is http://localhost..., etc., which is what I think it's having trouble parsing. It worked fine until just a few days ago and I'm not sure what caused it to change. Here is the full message I am receiving:

Found package 'Newtonsoft.Json 10.0.3' in 'd:\packages'.
Package 'Newtonsoft.Json.10.0.3' already exists in folder 'd:\packages'

Another related clue is that when I open "Manage NuGet Pacakges..." on the website project, it is not showing anything as being installed, even though the packages.config file clearly exists in this project with several references defined.
My environment is as follows:
Visual Studio Professional 2107 Version 15.5.2,
Microsoft.NET Framework Version 4.7.02556,
NuGet Package Manager Version 4.5.0, and my NuGet repository is set to install in D:\packages
Does anyone have any advice on what setting I might be able to change to get this working again?
NuGet does not appear to be working for local IIS Web Site projects in VS 15.5.1 to 15.5.5 (inclusive).
The workaround is:
Close VS
(Just in case) make a backup copy of the .sln (solution file)
In a text editor open the .sln file and find the line:
Project("{E24C65DC-7377-472B-9ABA-BC803B73C61A}") = "http://www.devsite.com", "http://www.devsite.com", "{A8837508-9BC1-482A-86EF-4B3156CAFDBE}"
Amend the second parameter and save:
Project("{E24C65DC-7377-472B-9ABA-BC803B73C61A}") = "http://www.devsite.com", "DevWebsiteFolderName", "{A8837508-9BC1-482A-86EF-4B3156CAFDBE}"
Open your solution.
Use NuGet as you wish :-)
Optional:
Close VS
Reverse your .sln change.
Open VS

This was driving me nuts... I spent hours trying to install the Authorize.net nuget package in VS2017 and it kept throwing the same error.
I finally opened my project up in VS2015 and installed it without any issues.

Given that we haven't gotten any help from Microsoft on this, we've adopted the convention of doing something like what Barry Kaye suggested, but for the second parameter, just replacing it with a single period "."
This issue appears to be fixed in 15.6.0. Try upgrading to that version, if you can.
I encountered the same problem and I solve it this way:
Right-click on the project -> Properties -> Debug -> App URL
(The app URL was not the correct one)
I know there's an answer for this question from 2016 but it's not working today. I have VS2013 with the latest CU installed.

I want to install the nu-get package "Serilog.Sinks.MSSqlServer". First, I ensure nuget is up to date by navigating to the ".nuget" folder of the solution's folder and running "nuget update -self":

If I try to update nuget from the "Extensions and Updates" page of VS then I get a 403 error as shown below:
The 403 does suggest a proxy issue but other packages can be installed to the same dev box ok. I just installed "Apache log4net" from the Manage NuGet Packages window - no problem
Any ideas of a work-around for this please?
This might be related to the fact that you now (with the new NuGet CLI tool version) need to use the new NuGet API.

You can check (and edit) your NuGet Package Sources under Tools, Options, NuGet Package Manager, Package Sources.
#Rob Bowman, in response to your comment and looking at the screenshot of your Available package sources, try edit your default nuget.org to https://api.nuget.org/v3/index.json or add a new source and make sure they're both enabled. Maybe that'll do the trick.
Update: maybe manually updating the NuGet Package Manager (since updating it through Extensions and Updates is not working) solves the problem. NuGet Package Manager for Visual Studio 2013.

To fix this I had to:
logon to a PC not connected to the corporate proxy
download the latest version of the nuget package manager (VSIX) for VS2013 from https://marketplace.visualstudio.com/items?itemName=NuGetTeam.NuGetPackageManagerforVisualStudio2013
copy the VSIX to my corporate dev VM and install
I just built a new PC, installed my dev tools, connected to TFS and downloaded my project. Now most of my references are broken to EF, jQuery, etc.
The packages folder is missing all the .dlls, if I try to use NuGet restore nothing happens. If I use NuGet manager for Solution there is no "force" reinstall option.
NuGet seems to be more a hindrance than a help.
You can run "Update-Package -reinstall" command from Package Manager Console in VS to force reinstall all the packages.
Package authors often need to reinstall the same version of package
they are developing to test the behavior. The command Install-Package
does not provide ‘-force’ option, that could forcefully reinstall a
package. So, Update-Package -reinstall is added to meet that
requirement.
I've had that same issue plenty of times when I need to re-download code after getting a new PC. Here's what worked for me:
Download the project from TFS (or in your case SVN).
Delete the "packages" folder
Make sure the "Package Manager Console" is enabled (Tools -> NuGet Package Manager -> Package Manager Console)
Open the solution file.
At the right side of the "Package Manager Console," a "Restore" button should appear. Click on the "Restore" button.

If after you complete the above steps you are still getting syntax errors from missing references, right-click on References in the Solution Explorer and then just hit OK. That fixed the problem with the references for me.
So I got prompted to download the latest NuGet Package Manager in VS2010.
All previous updates (including this) has failed with:
VSIXInstaller.SignatureMismatchException: The installed version of 'NuGet Package Manager' is signed, but the update version has an invalid signature. Therefore, Extension Manager cannot install the update.
Which, in itself has been going on for some time now, and they still haven't fixed it (look in Q&A).
Ok, fine, previously I could simply uninstall the NuGet extension and install the latest. However, this time, both the Disable and Uninstall buttons are disabled.
So I can't uninstall and I can't upgrade.

To uninstall NuGet, you must first run Visual Studio as Administrator, then you will see the Uninstall option available.
Restart VS, but this time run it as your normal account. When you install NuGet going forward, you should be able to update to future versions without running as Administrator.
I believe this issue occurs due to NuGet being installed with MVC 3. I hope in the future we no longer bundle NuGet with other software.

When viewing the logs, you might see a mention of a SignatureMismatchException.

If you want to delete/uninstall Nuget package which is applied to multiple projects in your solutions then go to:
Tools-> Nuget Package Manager -> Manage Nuget Packages for Solution
In the left column where is 'Installed packages' select 'All', so you'll
see a list of installed packages and Manage button across them.
Select Manage button and you'll get a pop out, deselect the checkbox across project name and Ok it
The rest of the work Package Manager will do it for you.
