Has anyone figured out how to disable the modal animations in Kendo scheduler? I know it's not officially supported but I was hoping someone might have been able to hack this.
They are really slow on some of my clients' systems and it would be best if I could just disable them.
Turns out you can do:
window.kendo.effects.disable();
Which kendo says disables all effects.
I've noticed it doesn't on some controls but for the scheduler it seems to do.

I know this question has somewhat been asked before, but I could not find a definitive answer for it.
I am attempting to make an interactive, custom-designed UI menu for a google doc add-on. I would like to be able to code in items such as pull-down menus or checkboxes. Are these possibilities with this discontinuation of the UI Service? And if so, how would I go about coding this? Even a link to a place that might have suggestions would be a help. Thanks!
As you mentioned, the UI Service has been deprecated and replaced by HtmlService. HtmlService let's you build a complete UI with HTML, CSS and client side Javascript, so you can make the UI as simple or complex as you like.

Is there any way to disable Responsive Behavior from Telerik components? for example disabling it for Navigation menu?
The adaptivity of the RadNavigation control is one of its main features and cannot be disabled. I would suggest that you use the standard RadMenu control instead, which behaves in the desired by you.
I heard that not all controls from Kendo UI are responsive (by design). I tried searching through documentation and I am unable to find any clue. I would like to know if there is really a case as such.

I use ScrollMagic to trigger animations on each section of a web page. This works great for desktop and for some browsers on mobile.
However there are some mobile browsers (older versions of Safari and Chrome (on ipad)) that don't play these animations until the scrolling event is finished. I know there are ways around that. However instead, I would like to simply turn off these animations when not supported.
Is there a way to detect that with Modernizr? Or would I have to target specific browsers and its versions?
You wouldn't detect parallax animation. That isn't a browser feature, that is something that you can use browser features to accomplish.
In this case you would you be looking to detect if you are reflow the page during a scroll, or if it waits until after the scroll event fires. There is currently no detect for this, and creating one would get pretty greasy.
I believe what you are seeing is the result of the scroll event not firing as you scroll on certain browsers. I cannot think of a way to simulate this with javascript (triggering a scroll event will obviously only trigger one scroll event, so there isn't anything to gain there). As a result, I am not confident that you would ever be able to accurately detect this.
I completely agree with Patrick's answer, but would like to add that it is indeed possible to have immediate scroll events on the mobile versions of chrome and safari, you are talking about.
The issue you're describing is related to all iOS devices before version 8.
Before then the mobile browser engine did not trigger "true" scroll events while scrolling, but only once scrolling had come to a full halt (so after the inertia stopped). Even the execution of javascript was suspended, so you couldn't just run a loop to check the scroll position.
Long story short: There are ways around it using containers for scrolling and requestAnimationFrame.
The easiest way I found to get scroll events for pre iOS8 devices is iScroll.

So getting back to your original question: How to detect when you would even need those workarounds.
You'd need to check if the you're on iOS version 7 or lower, which, to my knowledge, can't be done with modernizr, as it is a feature detection library.

I've noticed you are asking other questions regarding modification of the visuals of your VB6 application, too, but you have to face it: VB6 is old, very old and many of the newer UI concepts are very hard to implement in VB6.
Your best shot to make your old VB6 look better is to use a set of more current controls than the original VB6 ones. (Although better look controls are no magic bullet, it's still possible to screw up the UI by making bad layout decisions, for example)
At work we have made good experiences using CodeJock to polish our UI, but even the latest version (15.0.2 at this time) doesn't have a glow effect for text boxes.
You can enable the text box "glow" in Vista/7 by using a manifest. This manifest creator will handle some of the dirty work for you. Note that the effect will only appear in your compiled app, not running from within the IDE.
