In a windows phone app, how can I dial a number and then a code after the phone answers similar to the Nokia Conference app? It seems to be using something different than the PhoneCallTask which does not allow you to do anything special. Thanks
I can assure you that this is NOT possible in WP7 or WP8 for average mortal developers.
Apps like Nokia Conference app get special (OEM) access to libraries that us muggles don't get.
For example the phone call intercept library and SMS intercept libraries.
Perhaps, just perhaps, in WP 8.1 you will be able to create a phone dialer app and be able to allow the user to assign your app as the default phone dialer. Then maybe you can do what you're asking. Currently in the WP7 and WP8 worlds though, this is black magic.

I wanted to make an app in windows phone that takes in pen-computing input. Is there existing code infrastructure (templates and such) in the Windows Phone API that is available to the Windows Phone developer?
What I mean by pen-computing input is hand-writing input by users' fingers, giving us input like this:
Unluckily for Windows Phone 8 and Windows phone 8.1 InkManager class is not supported currently, so capturing handwritten input aint possible.
Though it works for windows 8 and 8.1 store apps which you can implement through Tutorial1 and Tutorial2
If you are focusing Windows phone would suggest to make app for Windows 10. They have release a better version of InkCanvas which is better than InkManager and works both store and phone apps being UWP. Check out this link for details on InkCanvas
I am trying to develop an app for windows phone that will detect calls and send notification to PC through wifi. Similarly it will also send SMS that are received to PC and when an alarm goes off in phone, a notification will be sent to PC. How should I proceed about developing this app?

There is no API exposed to allow you to spy on incoming calls or SMS in Windows Phone (like there was with Windows Mobile). The only option would be to build this as an OEM extension, but unless you work for HTC, Samsung or Nokia, this isn't going to be an option.

And as far as the alarm or the reminder is concerned you can go ahead and design a reminder system within your app. Limit is 50.

We have a mobile version of our web site which works well on all mobile screen resolutions and sizes. Now, we would like to build a very simple app for Blackberry and Windows Phone 7. The app would be trivial - after you click on its icon, it opens a web browser and send you to our mobile web site. Just like a Windows OS shortcut that you place on your desktop.
Can you tell me if Blackberry and Windows Phone 7 policies allow such app be published? For example, Apple rejected us.
I can't speak for Blackberry, but Requirement 2.10 from the WP7 Application Certification Requirements:
Your application must have distinct,
substantial and legitimate content and
purpose other than merely launching a webpage.
So the answer seems to be no on the WP7 marketplace. Is there a reason you want to create an app like that anyway? On WP7, users can pin a tile to their home screen that will launch the website they've pinned. You could simply encourage users to do that on their WP7 and you'll get the same effect (except your site won't appear in the app list).
Seems this is okay for BlackBerry. See section 4.b of the App World FAQ.
Very strange. Our company has placed a similar application on Android Market and the Appstore and they have been resolved and now they available at stores. Also, I had a similar application for Windovs Phone, and it was also allowed.
P.S. Our application is not just a browser window, it has custom control panel in bottom. Also it has the communication protocol with the site - such a sending pictures from camera and phone and access to phone contacts.
I just wanna know does Window Phone 7 has WIFI API for accessing it, how can i access window phone 7 wifi to perform some actions. any third party API for this purpose ?
I am stuck in this API problem just like no bluetooth API in Window Phone 7. Need help .

Bad news, there is no WiFi API for Windows Phone 7, either now, or in the 7.1 (Mango) update. Currently, your only means of communication is via HTTP.
I am .NET developer and currently working on App to develop on Windows Phone 7. I am looking for something in Windows Phone 7 using which the user can block the calls or sms from a specific number.
Is there any way one can achieve the Call Blocking and SMS blocking in Windows Phone 7, If it is there then please help me.

There is no way to do this with Windows Phone 7.
If you must have this functionality then WP7 is not the right platform for you.
