mvn stops working on downloading - maven

when i try to run
mvn clean install
(or such a command of maven)
then he starts to download the dependency.
At one dependency (one on our server) he stops and don't continue to work.
More poeple says that this can be a problem of antivirus or firewall.
I tryed to made a
scp address#myrepo:.....
and it works. This for my opinion is not a firewall problem or antivirus (I run on ubuntu, and don't have any antivirus installed)
Can some one give me some tips how figure out the problem?
Maven version 3.2.1
I have noticed this behavior: When it start the download a directory under .m2/repository/.... is created. In the directory 2 file are created:
-nameOfPom.pom.lastUpdated
-nameOfPom.pom.tmp4c338b26031e4cda
When I open the first file I can see:
Cannot connect. Reason\: java.net.ConnectException\: Connection timed out
An other info:
On the server side I see that a connection is established.

I found the problem:
I installed the maven version 3.0.4 and now all works!

How to disable maven blocking external HTTP repositories?

Maven blocks external HTTP repositories by default since version 3.8.1 (see https://maven.apache.org/docs/3.8.1/release-notes.html)
Is there a way to disable that or to exempt a repository from this rule?
I found a solution to do this by inspecting the commit in the Maven git repository that is responsible for the default HTTP blocking: https://github.com/apache/maven/commit/907d53ad3264718f66ff15e1363d76b07dd0c05f
My solution is as follows:
In the Maven settings (located in ${maven.home}/conf/settings.xml or ${user.home}/.m2/settings.xml), the following entry must be removed:

In the .mvn directory, add a file named maven.config with the content --settings ./.mvn/local-settings.xml. In the .mvn directory, add a file named local-settings.xml. This file should look like this:

Where inside the <mirrorOf> tag, you need to specify the id of the blocked repository, and in the <url> tag, you specify the original url of the repository again. You need to create this unblocker mirror for every repository you have that is blocked.

In my case, I just added a dummy mirror with the id maven-default-http-blocker to override the existing one. This disable HTTP blocking for all repositories.

Another possible solution/workaround is to override the new default http-blocking behavior by commenting out the maven-default-http-blocker mirror in the <mirrors> section of the maven's 'main' settings.xml file (under /opt/maven/conf in my case);

P.S. Whether unblocking all the insucure http repositories is a good idea is a whole other story.
You should just add a mirror to your http repository that allows http in your maven settings. You shouldn't eliminate the default maven behavior for all repositories. Then tell your devops team to use https!

In macOS Monterey, and using Intellij Ultimate 2021.3 (and up), with maven NOT INSTALLED in the system and using maven as a plugin inside Intellij, i found the "settings.xml" file in the path:
${user.home}/Library/Application Support/JetBrains/Toolbox/apps/IDEA-U/ch-0/213.5744.223/IntelliJ IDEA.app/Contents/plugins/maven/lib/maven3/conf/settings.xml
Note: the above path is when the Intellij is installed using the Jetbrains Toolbox App, and the version number indicated (213.5744.223) can defer if you have another version, verify when travelling the path to the file.
Open the "settings.xml" file with your favourite editor, and comment the next lines:

I solved the issue by simply replacing "http" with "https" in .xml file (in my case pom.xml).
This solved my error.
Unblock a Specific HTTP Repository
To unblock a specific repository, you may define a dummy mirror of it in your settings by adding a <mirror> with the same url, and its <mirrorOf> value matching your repository's id. Nothing else needs to change for this to work.

The <blocked> tag is not needed here. Other users have commented that the tag breaks older versions of maven. I tested an http repo with and without this tag and it worked both ways. (Tested using maven 3.8.2.)
Unblocking one or more explicit repos is better than universally unblocking all http repositories. Doing that may be a bad idea:
It presents a greater security risk. There's a reason apache made this change, and it is discussed in the release notes referenced by OP: https://maven.apache.org/docs/3.8.1/release-notes.html#cve-2021-26291
Modifying the internal configuration of your Maven installation (i.e. the settings file in /opt/apache-maven-3.8.1 instead of your own in ~/.m2) could create a headache when updating or reinstalling future releases of maven. If that file gets overridden, your repo might suddenly be blocked again.
Same problem with macOS Monterey 12.3.1 and IntelliJ 2022.1 using bundled maven (3.8.1). The solution is similar to the one proposed by MrBitwise but the settings file has a different path (it is the one embedded inside the app contents folder):

Options to fix are:
upgrade the dependency version to a newer version that replaced the
obsolete HTTP repository URL with a HTTPS one,
keep the dependency version but define a mirror in your settings.

As others mentioned, you should not override the default security settings.
Sometimes, when your local version of settings.xml is low and your maven version is higher than that, then removing this configuration cannot solve the problem:

Use the latest versions of your dependencies and plugins. I had the same issue with libraries from 'com.sun.xml.ws', but changing their versions from 3.8.3 to 4.0.0 fixed it.

A bit different solution that has helped me, is more related to our corporate environment and involves the fact that we are slowly moving out of maven to another dep/build tool, but there is still a 'corporate' settings.xml file defined.
So just rename it to a different file (instead of deleting), like mv settings.xml settings-backup.xml, and returning maven again would help you to check if it's the issue.
I encountered this issue when I installed a new version of maven. Fixed this by renaming .m2 directory to whatever or like .m2-old then run maven again. it will recreate the directory, the drawback is it will redownload all jar since the new .m2 is empty. Then just transfer your settings.xml to that new .m2 directory.
I've yet to test if copy the repository directory from the old .m2 to the new one will just work fine.
Update : copying the repository directory from ~/.m2-old to the new ~/.m2 didnt cause any errors when running maven afterwards
For your local environment, the quickest way is to set the blocked value from true to false in your .m2\settings.xml

Unblock a password protected HTTP repository
I didn't like to modify the global settings.xml of IntelliJ (probably requires fix again after every update), and the method unblocking all http-repos didn't work for me - I guess because our HTTP-repo is password protected.
What worked for me finally was a mirror entry that exactly fits the original repo:
Same ID as the repo.
Same URL as the repo (it's just a fake mirror)
mirrorOf also has that same ID.
blocked set to false of course.
Thus the mirror mirrors exactly the HTTP repo and nothing else - you need a mirror for each HTTP repo. But since the mirror has the same ID as the Repo, the authentication settings in the "server" section that refers to that repo also fits to the mirror and allows access.

The key to all this is that the mirror needs a server entry if it is protected.
You can use a Maven wrapper to help you with the problem, the version below 3.8.1 work well with it.
To create a Maven wrapper do
mvn -N io.takari:maven:0.7.7:wrapper -Dmaven=3.6.1
After this settings --> build, Execution, Deployment --> build tools --> Maven
Select the Maven Home Path to *Use Maven Wrapper*
Go back to your project and from the Maven Settings
This solved my issue, hope it will help you too.

Maven read Ubuntu repository with windows developer machine

We have our developer machines installed in a secure environment(say A) without internet access. We can move our .m2/repository folder created on the internet machine(say B) to a folder on a linux machine in the secured ENV and use that folder as a repository. Developers work on Windows in the same environment. the settings.xml looks like the below.

The above works fine if the repository is also on a windows machine but fails when the folder is on a Linux machine. As this is an initial release with very minor requirements, the org is not looking for a Nexus/Artifactory as an option at least for an year. Thanks!
Run a Nexus or Artifactory server. You can use it without internet connection and it has a nice, os independent way of managing the artifacts.
We do this ourselves. Our internal Nexus is disconnected from external repositories. If the developers need additional artifacts, we copy them from an external Nexus into our internal one.

I have read where many people were able to solve this by:
Deleting the folder from the local repository and letting it re-download it (this did not work)

I am new to Maven so please excuse any of my ignorance.
This project is working on another machine, and just pulled it down from the repository on this one, with the same version of eclipse and m2e plugin installed. I have been fooling with this for over 10 hours now and it is driving me nuts (Maven has been nothing but headaches for me so far...)

After looking closer I did notice that it is not downloading the .jar files into the local repository... I am not sure if that is something obvious...
I am not given the option to add Maven Dependencies to the build path.

Had maven 3.0.5, eclipse Kepler with JBoss Dev Studio 7 installed. Computer sitting on internal network with proxy to the internet. Here's what I did.
0. Check the maven repositiory server is up
1. Check Proxy is set up and working
First I thought it was a proxy problem, I made sure that maven settings.xml contained the proxy settings (settings.xml can exist in two places one in MAVEN_HOME. The other in %userprofile%.m2\ with the later having higher precedence):

ran 'mvn compile' at command line level outside of eclipse - same issue.
If 'mvn compile' worked. But it doesn't work using the maven plugin in eclipse, see Maven plugin not using eclipse's proxy settings
3. Check not Cache Issue
Deleted all contents in my local maven repository. (Default location: ~/.m2/repository) And then reran maven - same issue came up.
4. What worked for me
Automatically download & install missing plugin:
By declaring the missing plugin in the POM file build section for pluginManagement Maven will automatically retrieve the required plugin. In the POM file, add this code for the version of the plugin you require:

Manually install missing plugin:
I went to http://mvnrepository.com/artifact/org.apache.maven.plugins/maven-resources-plugin/2.5 and downloaded maven-resources-plugin-2.5.jar and maven-resources-plugin-2.5.pom . Copied it directly into the maven repository into the correct folder ( ~/.m2/repository/org/apache/maven/plugins/maven-resources-plugin/2.5) and reran 'mvn compile'. This solved the problem.

Following this I had another two problem with 'mvn install':
The POM for org.apache.maven.plugins:maven-surefire-plugin:jar:2.10 is missing, no dependency information available
The POM for org.apache.maven.plugins:maven-install-plugin:jar:2.3.1 is missing, no dependency information available
I approached this problem the same way as above, downloading from http://mvnrepository.com/artifact/org.apache.maven.plugins/maven-surefire-plugin/2.10 and http://mvnrepository.com/artifact/org.apache.maven.plugins/maven-install-plugin/2.3.1
I had the exact same problem and since I read somewhere that the error was caused by a cached file, I fixed it by deleting all the files under the .m2 repository folder.
The next time I built the project I had to download all the dependencies again but it was worth it - 0 errors!!
Couple of things to try:
Doublecheck the location of the local artifact repo configured in your settings.xml file (at the following location {your home folder}/.m2/settings.xml). Are you sure the local repo is where you think it is? (Yes, a mistake I've made in the past...)
Remove entire contents of artifact repo on the new build machine (or at least anything related to Maven). You mentioned doing some artifact repo cleanup but I'm not sure what directory(ies) you removed. I've run into weird issues like these when a jar was corrupted.
Make sure you have enough disk space/quota for the local artifact repo. I have run into weird issues when I didn't have a large enough quota to hold all the artifacts, likely caused by partially downloaded jar files.
Try running with plain Maven on the command line; take Eclipse and m2e out of the equation. mvn -U dependency:resolve should do it. The -U forces Maven to download no matter what your repository update policies are. Add -X to get detailed debug logging.
Copy settings.xml from MAVEN_HOME\conf\ to USER_HOME.m2. Add proxies (if needed) in case you are behind a proxy server.
Follow easy steps to resolved the below issue:

there are two versions (2.5 and 2.6) of plugin under

In eclipse settings (Windows->preferences->maven->User Settings) the default config file for maven points to C:\users\*yourUser*\.m2\settings.xml. If you unzip maven and install it in a folder of your choice the file will be inside *yourMavenInstallDir*/conf/, thus probably not where eclipse thinks (mine was not). If this is the case maven won't load correctly. You just need to set the "User Settings" path to point to the right file.
It appears that there can be a lot of different causes for this issue. I experienced it after installing a new version of Eclipse (Luna). Command-line maven worked fine, but Eclipse had build issues.
I use a Certificate Authority in my JRE. This is important because this provides my authentication when downloading Maven resources. Even though my project was pointing to the appropriate JRE inside of Eclipse - Eclipse was running using a different JRE (this is apparent looking at the Java process properties in Windows task manager). My solution was to add the following in my eclipse.ini
and explicitly define the JRE I want to use.

C:\Program Files\Java\jdk1.7.0_51\bin\javaw.exe
You should check Force Update Snapshots/Releases when updating project with maven.It worked for me :-).
Try to delete all dirs in /usr/share/maven-repo - of course then maven will die so you must re-install and try again. In my case re-install from maven ver.3. to maven2 with deleting all repositories helped.
I tried by deleting all from .m2 but that didn't help.
Some files where missing at your local repository. Usually under ${user.home}/.m2/repository/
Neets answer solves the problem. However if you dont want do download all the dependencies to your local repository again you could add the missing dependency to a project of yours and compile it.
Use the maven repository website to find the dependency.
In your case http://mvnrepository.com/artifact/org.apache.maven.plugins/maven-resources-plugin/2.5 was missing.
Copy the listed XML to the pom.xml file of your project. In this case

Run mvn compile in the root folder of the pom.xml. Maven will download all missing dependencies. After the download you can remove the added dependency.
Now you should be able to import the maven project or update the project without the error.
What I found out is that while m2e is looking for v2.5 by default, my local repo has 2.6 and no 2.5.
Without going into investigation of how this came about
simply adding the dependency to pom solved the problem

A more subtle reason for this could be a Settings.xml file which has a space in the first line before the doctype
Hopefully I'm not late for the party.
Encountered this using Eclipse Kepler and Maven 3.1.
The solution is to use a JDK and not a JRE for your Eclipse project. Make sure to try maven clean and test from eclipse just to download missing jars.
I had the same problem but with an other cause. The solution was to deactivate Avira Browser Protection (in german Browser-Schutz). I took the solusion from m2e cannot transfer metadata from nexus, but maven command line can. It can be activated again ones maven has the needed plugin.
Most people will tell you to check your proxy settings or delete and re-add artifacts, but I will stay away from that and give another suggestion in case that doesn't turn out to be your problem. It could be your mirror settings.
If you use maven at the office then there's a good chance maven is configured to look for your company's internal maven repository. If you're doing some work from home and you are not connected to the network this could be the problem. An obvious solution might be VPN to the office to get visibility to this repo. Another way around this is to add another mirror site to your /User/.m2/settings.xml file so if it fails to find it on your office network it will try public repo.

In my case I'm using an external maven installation with m2e. I've added my proxy settings to the external maven installation's settings.xml file. These settings haven't been used by m2e even after I've set the external maven installation as default maven installation.
To solve the problem I've configured the global maven settings file within eclipse to be the settings.xml file from my external maven installation.
Now eclipse can download the required artifacts.
After entering your proxy settings in settings.xml

In addition to what #JackDev replies, what also solved my problem was to
1) Install the jdk under directory with no spaces:
C:/Java
Instead of
C:/Program Files/Java
This is a known issue in Windows. I fixed JAVA_HOME as well
2) Install maven as in Java case, under C:/Maven. Fixed the M2_HOME accordingly.
3) I java 7 and java 8 on my laptop. So I defined the jvm using eclipse.ini. This is not a mandatory step if you don't have -vm entry in your eclipse.ini. I updated:
C:/Java/jdk1.7.0_79/jre/bin/javaw.exe
Instead of:
C:/Java/jdk1.7.0_79/bin/javaw.exe

If you've configured a repository in your maven's settings.xml, check if you've access to it.
When I had this problem, there were enterprise repositories configured in settings.xml but I was out of the company.
JackDev's option 3 works for me after I changed the default repository to another folder.
Below is what I see after M2E plugin automatically download the maven-resources-plugin-2.6. Maybe this could give you some hint if you want to take the manual approach. If you have a proxy, you also have to clear SOCKS in
Window > Preferences > Network Connections.

If your working at a company, they may be preventing you from downloading outside software and installing it. You may need to install the plugins manually or repoint to an internal mirror repository.
Try downloading a different version of maven.

I have shifted my project to a different machine, copied all my maven libraries from old machine to new machine, did Right click on my project >> Maven >> Update Project. And then built my project. In addition to this, I have also done this one step which is shown in screenshot. And that's all it worked!!
Go to Window --> Preferences --> Maven --> User Setting, make sure you have these settings..
Also Right click on your project --> Properties --> Maven, and make sure you have the path here to maven repository..
I am facing the same issue and none of above works, like by updating the MVN also same error, by building is also same, entered details in settings.xml though even same issue.
After that again I tried and did something different which did not did before and it works.
Its simple, I clicked the force update while updating the Mvn project.
By right clicking on the pom file, there is option under Maven,
"Update Project" and it open up one popup to select update option.
PLEASE MAKE SURE FORCE UPDATE IS CHECKED, by default is unchecked. And
bingo, that works like charm!
To solve this issue I tried below method :

Understand the use of mirror and repositories

I have a Nexus OSS server configured as my Repository. I'm trying to configure the settings.xml to this server and central:

But when i tried to mvn:install the maven don't find my JAR in Thrid Part repository, i got the error:
The POM for br.com:mylib:jar:2.0 is missing, no dependency information available
Your mirror settings will work. I almost said they were "fine" but that's an overstatement. They should work for the situation you have presented.
IF:
You succesfully loaded br.com:mylib:2.0 into the thirdparty repo (are you sure? It should probably be com.br, but what do I know...)
AND:
You can find it in the thirdparty repo within the nexus browser
THEN:
You should be able to resolve it without specifying any additional repositories.
Sounds like your config of Nexus doesn't have your third-party library in the groups/public group, which is what you're using as your mirror source for central.
Make sure that public includes thirdparty
I use Nexus 3 which, by default, doesn't include any such repository.

maven - mirror depending on project

I have a mirror for maven central setup like this in settings.xml:

But this server is accessible only from the internal network. When I'm at home and tinker with some side projects I need to access the real repositories. For now I just comment this mirror out, but it's cumbersome.
How can I make it automatic? Is it possible to define a profile with separate mirrors and automatically activated based on project path? Is there some simple solution?
Unfortunately there is not an out-of-the-box solution with Maven. Usual i check in my settings.xml via git and having different branches for different networks like at work, home etc. The result is reduced to a simple
git checkout HOME
or
git checkout WORK
etc.
The solution is not using mirror-any, but using specific repository declarations with dependencies pom cleanups.
This way you'll be as protected from going to unauthorized repos as with mirror-any and you'll be able to declare profiles (work and home) with different servers in each of them.
With new maven (3.3.1+), use the project-settings-extension to load the project settings, and put project specific mirrors into ${basedir}/.mvn/settings.xml in each project.
