Debugging resource strings are unavailable - visual-studio-2010

I am working on a Silverlight web application in Visual Studio 2010.
I recently made the mistake of updating to the latest version Silverlight when prompted through the browser. Consequently, I was unable to build (or even load) my Silverlight application.
To get around this, I installed the Silverlight 5 Developer runtime - which enabled me to build and deploy the application.
However, when I deploy to a locked down test machine, and run the web application, I get an exception something like the following:
"Debugging resource strings are unavailable..."
The test machine appears to have the 'standard' 64-bit Silverlight runtime installed, version 5.1.20513.0.
It appears that the runtime on the test machine is the 'standard' runtime, not the 'Developer' runtime. Because the test machine is locked down, I am unable to install the 'Developer' runtime - so I am forced to find a setup that will both compile on my development machine, and will run on test.
I have tried several combinations of reinstalling Silverlight, with various back versions - but nothing seems to work.
So I am in a quandary:
Compiling on the dev machine won't work without the 'Developer' runtime.
The application cannot be run on the test machine without the Developer runtime being present - which cannot be installed (and shouldn't be necessary - in principle - given that it was working before!).
Is there a 'trick' here that I am missing?

Apparently, I was missing a (required) setting in the Web.Config file.
The "Debugging Strings not available" appears when there is a fault in the application, but the relevant fault code(s) cannot be translated into something more human-readable, (due to the absence of the required DLLs or some such).
After having updated the Web.Config, the problem disappeared.
It turns out that it was a Key/Value pair that was missing from Web.Config:
<add key="DashboardDataRetrievalMethod" value="UseSummaryTable" />
The application was specifically looking for this, and complained with a rather generic error message with no stack trace etc.

UWP Unable to debug .NET compilation code (Release)

My UWP apps were running flawlessly on debug but instant crash on release, I've uploaded the package to app store twice and they tell me that my app doesn't work too. Unticking that .NET Native stuff helps but I'm not sure it will work on other users' pc and I have no idea what that does, I think something goes wrong.
My other projects can run Release build flawlessly, I've tried clean up everything and re-build but I get the same error.

edit: tried running on my laptop, stuck at splashscreen then got the same error, I even tried removing anything on MainPage constructor and OnNavigatedTo.

I found the solution, I think this is a bug where Visual Studio passes command line to compiler which I suspect they forgot to put quote "" to cover the path.
Project with spaces in path
Project without spaces in path
Be aware that spaces must not exist neither in the path to the project file nor in the Assembly name.
Your app should be able to run on .NET Native because it will be compiled that way in the store (before users are able to install it).
Release builds do have code optimizations enabled, which will make it harder to debug. If you want to debug .NET Native, you should disable the optimizations.

Qt 5.2.1 with MinGW 4.8 32bit wont run applications on Windows 8.1

Using Qt Creator 3.0.1, Qt 5.2.1, MinGW 4.8 32bit on Windows 8.1 64bit, I am able to build an application but not run it.
When trying to debug the application (new clean project), the output tells me
This application failed to start because it could not find or load the
Qt platfor plugin "windows". Available platform plugins are: minimal,
offscreen. Reinstalling the application may fix this problem.
follow by a
Runtime Error!
Program C:\Qt\Qt5.2.1\test\debug\test.exe
This application requested the runtime to terminate in an unusual way
etc...
I tried adding the qwindows.dll's under my /debug/platforms/*.dll but no difference there.
Is my problem due to my Windows installation?
EDIT: After trying out #paulm's solution, putting the windows dll's inside plugins instead, nothing changes.
Dependancy Walker tells me that I miss
API-MS-WIN-CORE-KERNEL32-PRIVATE-L1-1-1.DLL

After adding these DLL's (had to download them from here) and seing I had to change the name of one of the DLL's I downloaded from this site, I now get the new error
This application failed to start because it could not find or load the
Qt platform plugin "windows".

And not the following runtime error.
Since I had to go to external sources to get the Microsoft DLL's, doesn't this really points to something faulty with the Windows 8.1 DLL's?

To clarify, in my \platforms I have
qminimal.dll
qmoffscreen.dll
qwindows.dll
whilst in my \plugins I copied the same DLL's.
All required steps are described on this page of the documentation. Check especially the "plugandpaint" example under "Creating the application package".
My guess is that you are missing the second one:
myapp.exe
platform/qwindows.dll
Qt5Core.dll
Qt5Gui.dll
Qt5Widgets.dll
And yes, dependency management on Windows is a pain. It should be part of the OS, instead, it's not, and you have to take care of everything yourself.

Access violation when compiling in debug

I'm trying to profile a C++ project in Embarcadero RAD Studio 2010. To do this I wanted to use AQTime, but I'm running into a bit of a problem.
I can compile and run the application in release mode. But when I compile in debug mode, using the settings mentioned at http://smartbear.com/support/viewarticle/18053/, I get an access violation.
... faulted with message: 'access
violation at 0x062324bd: read of
address 0x62324bd'. Process stopped.
Use Step or Run to continue.
It seems to come when I load a bunch of dll's at the startup. But since it goes well in release mode I can't seem to figure out what could be the cause.
When the access violation occurs I get thrown out into assembly and that isn't one of the languages I'm fluent in ;)
EDIT : When scanning the .exe with Dependency Walker I get a message saying that the following files can't be found

RTL140.BPL
VCL140.BPL
IESHIMS.DLL
Could this be the problem somehow? Are these debugspecific or is Dependency Walker not giving me correct information? The same files are said to be missing when I try a release compiled version to.
I'm running on Windows 7 x64, if that could be part of the issue. I have had problems before with the symlink-look-alike (user/AppData/Local...) that MS used for some folders. Notably when I ran an apache server and the htdocs folder actually wasn't located where the server thought it was (and where it appeared to be) :)
Have you tried disabling dynamic rtl which can be found in the C++ builder linker options pane?

OpenCV_HelloWorld project in VC++ 2010 Runtime Error:

I set up the environment according to this tutorial:

However the picture they want you to use is no longer there, so I just saved the supplied screen shot with the same name as the original file.
Builds fine, Begins to run but then I get a runtime error
Here is the runtime error:
OpenCV_HelloWorld.exe - Application Error : The application was unable to start correctly (0xc0150002). Click OK to close the application.
I looked in Event Viewer and found that it also set off a another error but did not announce

Activation context generation failed for "C:\OpenCV2.1\bin\cxcore210d.dll". Dependent Assembly Microsoft.VC90.DebugCRT,processorArchitecture="x86",publicKeyToken="1fc8b3b9a1e18e3b",type="win32",version="9.0.21022.8" could not be found. Please use sxstrace.exe for detailed diagnosis.
As you can see it says to use sxstrace.exe however I don't appear to have that program. After a quick Google I read that the program was included in the Microsoft Windows Platform SDK, so I'm downloading the most relevant version (windows 7 version for c# and .net) and installing that to follow up on that, I'll post what I find as it comes.

Unexpectedly the project builds and runs now. The only modifications made were removing spaces in the c++ directory and linker options from the tutorial. External changes were the completed installation of the windows platform SDK, however OpenCV has no dependencies with windows platform sdk. I am unsure how it was resolved, but it's no longer a problem.

This application has failed to start because the application configuration is incorrect

I have created an application in c++ using VS .Net. There is only the windows.h dependency in my application, all other header files are standard. But the problem is when I make the release of my application and run on other system it show the error dialog box,
"This application has failed to start because the application configuration is incorrect".
Kindly help me to sort out this problem.

At some point, they invented a technology called WinSxS, and related "manifests". This make your app require DLLs with more strict version checking, which may be rather annoying.
You can hack it down by disabling embedded manifest, or link more libraries statically.
