To filter scammers, we validate user accounts with a sms verification system.
As you can imagine, some people are using virtual numbers.
Some MCCMNC can easily be banned as they are favored by scammers. But most scammer numbers have the MCCMNC of a "clean" telco.
How can we detect that?
You can try Nexmo Verify API to confirm that a phone number is valid, reachable and accessible by your user. Landline and mobile phones can be verified, while virtual and toll free numbers will be rejected. Trial service offers you 20 free verifications.
They have another product, Number Insight, which can be used to determine if a telephone number is a mobile phone, landline, virtual number or a Premium/Toll-Free number.

I'm learning the FIX protocol, I was a bit interested in this topic, do you know any free platforms, API FIX where I could connect for free, not as a company and start receiving orders, sending etc.
There is FixSim which allows to connect for free for one hour per day.
Disclaimer: I've never tested it and am in no way affiliated with them.

I'm creating a website for an event. We require storage of attendee's email-address, approval to sign-up to newsletter(s) and first & last name.
Credit card information needs to be sent somehow (PayPal? and EGold?) with payment approval noted in our database.
Confirmation emails need to be sent after sign-up (including receipt), also 2 reminder emails need to be sent; the month before and week before the event.
Which event management software project (Django-based?) should I use for this website?
I've ended up using Drupal with COD.

I am researching if ADLDS or ADAM is suitable for handling the users of a company product. Currently we are using AD, but we are planning to scale to more customers without needing to buy CALs.
I got how to use ADSI Edit to add User & Groups, but I couldnt find any tool to do that like "Active Directory users and computers", and I would like to avoid developing one. Is there any free GUI to manage AD LDS?
You can still use an LDAP browser. Apache Directory Studio, which is working on the top of java (on both Windows and Linux) is the best Open source one.

Does any web bug/ticket system (Jira, Google Code, github, etc) offer a native plugin to add new tickets and update existing ones?
My current tickets are usually few lines long, and the overhead of using the GUI to enter them is high. Especially when I compare them to native task management software (e.g. Things), which usually offer shortcuts to add TODO items while you are in any program.
Request Tracker has an email interface, as well as command-line and REST interfaces and a Perl API. I use it all day, every day (though 95% of the time with the UI) and heartily recommend it.
