Assuming you've chosen French localization in your browser, what you're (not) seeing is a product of the fact that the French localization pack hasn't been released in a very long time.
To answer the second part of your question, it is possible to localize a plugin by providing the correct localization files, e.g. org/sonar/l10n/mysonarplugin_fr.properties. That's documented here.

If you prefer to control the language selection within your app, you may have to go with any angular specific plugins to manage your language.
You can simply use ngx-translate for you NativeScript project. All other plugins implements native i18n, so you can't change the application language on runtime. Because they depend on the os language.
Most of the time we use English as our os language but doesn't necessarily mean our native language is English. Here you go.
I'd like to start designing a website using Jekyll or Hugo. The plan is to publish it on GitHub or GitLab pages.
After hours of searching I'm pretty confused about all the facts. Hugo support natively a multilanguage utility while Jekyll not. There are some plugins for Jekyll but plugins are not supported on GitHub pages anyway.
With Jekyll I tried to follow this solution without any concrete solution for the translation of the layouts while with Hugo I've found the instruction pretty confused (but that's my fault).
What I'm looking for is a theme (Jekyll or Hugo it doesn't matter) that is already designed with 2 (or more) languages.
Beside the official Hugo instructions for creating a multilingual site, you also have:

Plus, with Hugo 0.87 (Aug. 2021), you also have Date/time formatting layouts and localized string for the current language.
As well as the themes that VonC linked to, there is the Beautiful Hugo theme which I recently updated to work with multilingual sites.
I also recently made an example of a multilingual Hugo site in hugo-multilingual-example at Github, so you can compare that with the example in the Hugo repository that VonC linked to.
With Hugo, you should ignore the "Create a Multilingual Site" tutorial, as it was made before the native multilingual support was added, and is now outdated. Instead, you should base everything on the "multilingual mode" documentation.
Hopefully that should be enough to get you started, but let us know if you have any other problems.
I localized a Jekyll theme to output to German and Japanese here. It depends what requirements you're trying to support. We sent out translated files to a translation agency and then reimported them back into the project.
My strategy in defining the theme was to put each language in its own collection. Each collection defines default values for top nav and footer to be in that language.
Additionally, I used a different config file for each language. The language's config file defined strings for that language. File names and URLs remained in English.
I'm trying to test my liferay-theme with liferay EE 6.1.20. This theme worked on my current liferay instalation. I can deploy my Theme without any errors on liferay EE 1.2.0 server. Than if go to control panel and try to switch the current theme to my theme - nothing happens and I see only liferay default theme on my page. I don't found any errors in the server log - I can't post any logs or errors hier, because I have no output with errors...
Can anybody help ?
I wouldn't expect too many differences between the two. However, the easiest way to make sure a theme can be deployed correctly is to use the matching SDK (e.g. 6.1.20), copy your _diffs folder to that one and compile the theme.
Make sure that Liferay's deployment descriptor /WEB-INF/liferay-plugin-package.properties specifically states that the theme is compatible with your version, otherwise Liferay might assume that it's not - this wouldn't be a technical but a configurational problem.
Also check liferay-look-and-feel.xml - there might be a compatibility field in there as well, I don't know which one takes precedence.
This setting is there because themes are built as a difference to a default theme that is built in to Liferay - and you basically state here which versions you have checked this theme to actually work with. You can specify any number of versions, as well as some wildcards (e.g. 6.1.20+)
Currently, when I get validation errors in my Project, I have German validation error messages. I would like to have English ones.

You need to install the language pack for the .NET Framework.

If you want these validation messages to be English you have to build the project using a Visual Studio which was originally in English. Changing the language to English in an not original English version is not a solution, as validation messages will still be in the former language.
Okay. This is the main functionality of my site. Here goes:
People register. They upload a list of whatever ebooks, movies, tv shows they have. Other people who want them will just have to 'search' for an item and they will be provided with a contact form to contact a person that has what they want. Very much like pianofiles.com but this is for a local community.

You could realize your project with any well known CMS or PHP framework.
TYPO3 CMS, as I see it, has a strong emphasis on the editor backend. If you don't need that at all and don't have any prior experience, I'm not sure if it's the right tool for you - unless you want to get into TYPO3 anyway!
