I've been developing with VB 2010 and Windows 7 for years.
Are there any "issues" I should be aware off when migrating VB2010 over to Windows 8.1

Make sure you install the latest service packs and hotfixes to be fully compatible with Windows 8 and above:

Visual Studio 2010 Compatibility Update for Windows 8 and Visual Studio 2012
You will need to upgrade your Visual Studio version to 2013 in order to build Windows 8 and 8.1 apps, but as long as you're targeting a Desktop application, you should be fine.
I have used visual studio 2010 on windows 8.1 and windows 10 so far I did not have any issues working on both the OS.

Me too have been using the VS 2010 Professional on windows 7 and I migrated to Windows 8.1.
Usually I develop console apps, desktop apps and I mostly use Access Databases as the database for my programs..
And also I use C# and VB..
So far I havent had any issue with VS2010 on windows 8.1.

I have Visual Studio Express 2013 for Windows 8 apps installed, now i want to upgrade it to also support c# desktop apps.
Can you please help me out in upgrading it so that in the end I want to have only one Visual studio that supports both Windows 8 Store apps + C# desktop apps.
You'd need to buy Visual Studio Professional 2013 if you want a single program to do both.
Microsoft have 3 Express versions:
Express 2013 for Web - (does ASP.NET & ASP.NET MVC web sites)
Express 2013 for Windows - (does Windows 8 and windows Phone apps)
Express 2013 for Windows Desktop - does C# desktop apps (Winforms, WPF)
To do both Windows 8 Store apps and C# desktop apps you need 2 versions of express installed.
The Professional (and higher) versions however can do all these types of project in one application.

Today, on Windows 7, for testing purposes, i first installed Internet Explorer 11, then Visual Studio 2013 Express Desktop, then Visual F# Out of Band Release 3.1.1.
After starting Visual Studio, i ran into misc Issues (scrolling with middle mouse button is broken, clicked links do not open windows, there are no F# templates as this tutorial suggests).

And now the Question: I have never before installed such a huge software, but i want my 5GB back - is it safe to uninstall all items of this list or did the Visual Studio installer replace some older files on my system so that some other software may not work anymore if i do?
In general an installation/ uninstallation proccess, provided you follow the procedure defined by the vendor and as long as it is concerning a verified program is never harmful to a system.
Specifically for your Question, if you unistall Visual Studio 2013:
No harm will be done
The other programs you are listing will not get unistalled (e.g .NET 4.5, SQL Express 2012 etc.)
You wont have back your 5GB of space because Visual Studio 2013 is taking about 2 GB
Most of other programs will be still functional (e.g SQL Server,SQl Management Studio)
If you want to have your 5 GB back you have to unistall all the remaining programs. Consider which of them will be of later use (e.g .NET 4.5) as well which take the most space (e.g SQL Express Server 2012)
Uninstalling Visual Studio should work ok, but some of the runtimes and system files will remain after uninstall even if you uninstall everything. This is just how Windows works. Certain files and settings will never be removed if they are installed on the system. They are permanent additions to the system.
I am installing on Windows 8 OS Visual Studio 2010 express for Windows Phone with Async CTP for that I have installed Visual Studio 2010 express for Windows Phone as shown below:

In order to use await you need two components:

Some specific .NET APIs

I'm about to start porting a bunch of .NET apps to Visual Studio 2010 as some .NET 4 features are required in the apps. The resulting apps need to be able to call Office 2003, Office 2007 and Office 2010 interop assemblies.
What is a good way to setup a develop environment that supports this?
