after several unistalls and reinstalls processes of VS 2017 I'm still getting the following error (translated from spanish) when I try to compile for chrome emulator a new and empty project in vs 2017 RC:
MSBUILD : cordova-build error BLDErr_Build_ToolsetInstallation: Could not find the target tool set on the disk.
I've tried also to perform repair processes but the error still persists. Of course I've checked that android SDK, node, etc. are installed and the environment variables have the correct name and path.
Does anyone know how can force to find cordova tools or whatever it is looking for?

In my case this worked:
Go to visual studio installer(type it in windows start menu).
Choose to modify your installation of Visual Studio.
Go to indivudual components.
Choose to add cordova 6.3.1(at this moment) toolset.
Install and try to build your project.

After installing VS 2015 Pro (14.0.25... with Update 3, licence key has been succesfully added), and creating a new project (especially in Javascript or TypeScript with Ionic 2 templates), when I open a file, (modified it or not), I save it and it disappear from Solution Explorer. Just before it disappear, the icon of the file is updated with a warning icon.
However, if I try to create a C++ project, there is no problem !
In a typescript project, after building, ts files appear again at the end of the build.
All my projects are located in c: disk. I've tried with and without using git.
The two extensions I've installed are : Ionic 2 templates and NPM Task runner. I uninstalled them, but the problem is still here.
When I restart VS, I can see again the files. But the problem is still here.
How to fix it ?
I had same issue on Windows 10.
It seems caused by windows update version 1709.
After I recovered my windows version to 1703, the problem was solved.
I can confirm that the 1709 (aka Fall Creator's Update) caused this. I was too low on space to keep the rollback. In another thread someone suggested that visual studio 2017 does not have this problem. I can confirm that is true; but this solution came (for me) with a few different problems. First, I can no longer deploy direct to my android phone. Second, my team-mates still on VS 2015 can no longer open the project at all! If you can move forward to VS 2017, you'll also need to install TypeScript SDK for Visual Studio 2017 before you can compile again.
I'm trying to install the latest version of Visual Studio Community 2017, however I'm having a few issues. I downloaded the Visual Studio installer and run it. After trying to go through it, it just shows and empty dialog box with the only option being to close. There's no error or anything, but if I'm not wrong, it should open the window showing which parts of Visual Studio I want to install. Screenshots showing the process:

Please follow the steps as below to completely remove the VS 2017:
Go to Control Panel—Programs and Features, right click the ‘Microsoft Visual Studio 2017’ and choose ‘Uninstall’
Try to delete the following installed folders: %ProgramData%\Microsoft\VisualStudio\Packages and %ProgramFiles(x86)%\Microsoft Visual Studio\2017\Community
After that, make sure windows update is up-to-date, clean up the %temp% folder, temporarily disable any antivirus, download the latest installer from Visual Studio Downloads and run it as administrator to install.
If this issue persists, please use http://aka.ms/vscollect to gather the installation logs and find vslogs.zip under the %temp% folder, then upload the file to Onedrive and share the link here.
This is a known issue, we have fix this in the next major Visual Studio update release. (15.4)
The WMI service on your machine was not working (due to pending OS update). The Bootstrapper depends on WMI service and since WMI service is not working correctly, ManagementException is thrown. In 15.4, we have removed the Bootstrapper's dependency on WMI.
If you see this error again, you can try the followings to workaround this issue.
Workaround:
1. Download latest Bootstrapper from https://www.visualstudio.com/downloads/ and run vs_enterprise.exe --passive --update in an admin command console window. (this will force update your VS Installer)
OR
Reboot your machine and follow this instruction to repair WMI:

We are running into a problem opening our MVC5 solution in Visual Studio 2017. It will show a message saying loading projects, followed by "Preparing solution" and then it just freezes. Some preliminary research has lead to suggestions like
Remove the hidden .vs folder
Repair installation by running as admin
Updating to the latest released VS build
Remove any node.js type folders that have deeply nested folder structure within the solution folder
However, none of these have worked. Has anyone else run into a similar problem using VS 2017 with their solution? There are no special commands on packages loaded on startup.
I was able to finally get it to work. I updated to the latest Visual Studio build 15.0.0+26228.10, but that did not seem to help. After removing my .vs folder before opening the solution multiple times, it finally started to load. I have no 3rd party extensions or tools running.
I installed visual studio enterprise 2017 version 15.0.0+26228.10. and productivity power tool extension. the studio keep crashing when load project. I uninstall everything and reinstall vs only, the crash problem disappeared.
Deleted the vs folder, but it didn't work.
Looked for recently changed files in the project, saw Web.csproj.user — when I removed this the project works again.
Visual studio 2017 keeps crashing when i try to launch it,all i did was to launch visual studio installer go to more which is under the product am using then clicked on repair and that got me running again.
We saw some lockups, especially during the start of Batch Builds, until we set this experimental feature to False:
Tools > Options : Text Editor > C/C++ > Experimental : Enable Faster Project Load.
I don't know whether it could apply to your problem or not, but it is related to loading projects, so...

I had the same issue and uninstalled the ankhsvn subversion plugin then closed and re opened vs 2017 ad it worked.
I am having a problem with my codova plugin and I can't really run anything or write code.
What happens:
None of the additional files are shown in the solution explorer when I open a new cordova project. (There should be several files and folders according to the manual.) -- see picture included.
I can not build/run (probably because of 1).
I am using Visual Studio enterprise 2015 with the latest updates.
I tried going through the manuals and re-installed twice, nothing helped.
Please help :)

Open developer command prompt and run devenv /setup. See if it can help to fix the issue.
If above doesn't work, please
go to control panel-> Programs and Features -> double click to launch the installation program of Visual Studio 2015.
Then select "Modify" and deselect the tools for Apache Cordova to remove it first.
After #2, repeat #1 & #2 but this time please select the tools for apache Cordova to reinstall it.
I just installed VS 2015 Professional and Tried to install Visual Studio Tools for Apache Cordova, it completed successfully.
However, when I try to get to create a new Project for the same, it just gets stuck there.
Then if I open a new instance of VS 2015 and go to Tools --> Options --> Apache Cordova, I get following error message:

The 'ApacheCordovaToolsPackage' package did not load correctly.

Restarting Visual Studio could help resolve this issue.

Can you try the following workaround steps to see if it fixes the issue?
If the Tools for Universal Windows Apps Development are still installed:
Go to Programs and Features, select Visual Studio 2015, click Change.
In Visual Studio setup, click Modify.
Deselect the feature Tools for Universal Windows App Development.
Select Tools for Universal Windows App Development again, and click Update.
If you have already uninstalled the Tools for Universal Windows Apps Development:
Reinstall Tools for Universal Windows App Development.
Or, take the following steps to reinstall the JavaScript project system and language service:
Download the installer for your edition of Visual Studio, such as, vs_community.exe.
Open a command window, and run the following command:
vs_community.exe /modify /installselectableitems JavaScript_Hidden /passive
