Seems to just exit the dialog. Help doesn't say anything about it.
When the Browse References dialog is used to select a reference, the button is a shortcut to select the current branch. - If the browse references dialog is not opened for selection, the button just closes the dialog.

Click on the small "down arrow" icon at the right edge of the toolbar and select the "Add or Remove Buttons" command (usually, the only command) from the pop-up menu. That will show a list of command buttons that are – or can be – shown on the toolbar.
Make sure the "Start Window" (not sure what it's called in your language) command is checked (selecting the command will toggle it on/off).
Note that, although you have stated you have Visual Studio 2019, the icon that you've shown is the VS-2022 version. But that shouldn't make a difference: the procedure is much the same in both versions of VS.
Update:
If you don't see the "Start Window" command in the list of available buttons, then select the "Customize" command near the bottom of the list and, in the dialogue box that follows click "Add Command".
Then, in the next pop-up, select the "File" category in the left-hand pane and scroll down to get the "Start Window" command in the right-hand pane. Select that then click "OK":
In Visual Studio, highlighting a keyword and pressing F1 will take you to the relevant help page documentation about it.

There isn't a toolbar button for "F1 Help" by default but you can customize your toolbar to add one. Click the "Add or Remove Buttons" icon at the right of your main toolbar:
Then, from the second pop-up menu you get from that small drop-down, select the "Customize..." command. In the pop-up dialogue box that follows, select the "Commands" tab and click the "Add Command" button …
Finally, in the "Add Command" dialogue-box, select the "Help" category in the left-hand pane and scroll down the right-hand pane until you see the "F1 Help" button, select that and click OK …
You will now have a new button on your toolbar (the blue disk with a ? in it) that will execute F1 Help when you click it:
(The process outlined here, and the images given, are for Visual Studio 2022; however, VS-2019 has a very similar workflow to achieve the same result.)
I am using TortoiseGit 64 bit version on Windows 10. I know it has a reset option because the documentation talks about it. However, I cannot find the menu option for "Reset". I have searched the preferences to see if it needed to be added but I cannot find it anywhere. Here is a screen capture of my TortoiseGit menu.
Right now, the reset dialog can only be opened using the log dialog context menu.

Go to the log dialog, right click on the commit you want to revert to and there should be a 'reset "current branch" to this' popup. If you want to clear all local changes in favor for this commit, then perform a Hard reset.
I had the same problem but couldn't figure it out from the answer here.
But the way I did it was, after I did a fetch there was the option to do a reset in the dropdown in the bottom corner of the dialog
IT has moved the location of the svn server to a different box. As a result all the source control paths need changed. I can't find where to do it in VS2010+AnkSvn. The change source control dialog (File-Subversion-Change Source Control) lists the SCC binding URL, but as a read-only value and doesn't appear to provide any way to change it.
I think it's the "Switch solution" button on the Pending Changes toolbar. Press it, enter the new URL and press OK.
Right click on project in VS, goto subversion and select 'switch project'. here you can change your svn server.
How does one preserve the settings in the Open Dialog box? For example, I would the Open Dialog to remember that I chose the Details view and sorted by date modified.
Microsoft didn't see fit to give us any documented way of doing this, but some people have figured out bits of the puzzle. This link shows how to set the view, but not how to get the current setting:

I'm not quite sure about this about isn't it an OS setting. If the user choose their Folder Preferences such as then Windows will remember or not. In this case from accessibility and usability point of view this is User's preferences.
You could inherit from the dialog's class and then see what can be overriden to do the persistence of its state.
Simple non-technical solution.
This worked for me (WinXP SP3) in some cases but not all. Since you don't have the option of changing things in a common Open dialog, you can try to do it in Windows Explorer.
Open Windows Eplorer. If you want to change the sort order, go to the details view and click on the column to sort, normally Name, but you may want to sort by Date. Now change
the view back to whatever you want. Now select "Tools" then "Folder Options". On the General tab, for "Tasks" select "Use Windows classic folders," for "Browse folders" select "Open each folder in same window." Now click the "View" tab. Scroll down and check the box for "Remember each folders view settings." If it's already checked, uncheck it then check it again. Click the "Apply" Button at the botton of the window. Click the "Apply to All Folders" button near the top. These settings may show up in your Open dialog. Having done this you can now change the settings in Windows Explorer or any other Folder window that allows you to change them and that Folder window should remember them. This fixed the Open dialog in my qraphics editor but not in my video editor.
