Is there a Material-UI theme that makes controls look like base Bootstrap theme?
I know it's counter-intuitive, google search is full of the reverse examples.
It's certainly possible, here you can see a Material-UI TextField component styled to look like Bootstrap, however I"m not aware of any ready-made themes that offer Bootstrap for Material-UI.

I was thinking of creating a custom widget from the existing widget and just change the css but couldn’t find the widget code.

Widgets are usually divided into "Editor" and "Preview" implementations, and you can customize the React Components that each generates. I'm not familiar with RTL, so I could be wrong, but if that can be done with just a CSS change, then you can probably do what you want to do.

I'm looking for implementing Hugo's HUGRID theme as an additional layout for my blog (currently using Cactus-plus theme), but I know almost nothing about Hugo templating. Should I try to code it as a layout or can I use the HUGRID theme inside cactus-plus theme for specific pages?
I have been looking into using CS-CART as a shopping cart and started looking through the themes and it appears to me the only way to build a theme is to extend a default theme and use the theme editor and visual designer to construct themes. Is this the only way or is there a way to code custom themes without being limited to designing in the administration section?
The theme editor is intended to be used as a customization tool for the site administrator, not for the theme developer.
A theme may provide configuration for the theme editor - what colors can be changed, etc.
For the deep customization of how the site looks you can create you own theme with your own CSS code.

You are not limited, you have all the tools that you need to develop as you desire, the responsive theme is the base because this theme was tested enough so far and have good feedback and for somebody to start from scratch will take to much time and until you finish CS-Cart will do a big change and you will need to do another work ;)

It's very easy modift cs-cart theme, cs-cart theme base on bootstrap and and smarty engine, firt you need looking for "index.tpl", "common/script.tpl", "common/style.tpl", "view/block_manager/render/grid.tpl || container.tpl || block.tpl || location.tpl. and you will understand cs-cart theme structure

Im developing a site using Joomla, and one of the requirements of the site is that it uses the Phoca Gallery Component and Module. The problems with these is tthat they have a lot of inline CSS styles, which makes them hard to customize. I've solved this removing the style attributes with jQuery, but it doesn't seem like a very good solution.
What could I do to solve this problem?

just update to newest Phoca Gallery, there are used mostly external CSS.
The only way to do this is to do it properly and get your hands dirty. Change the inline styles and add classes to each html element which you can later style via CSS. It's simple enough but time consuming, but if you want to customise the look and avoid jQuery then this is the way forward.
