When I Clicked on Flush Cache Storage, some of CSS & JS such as Custom.css, Owl Carousel CSS, Bootstrap CSS is not Showing when I Inspect the element & My Whole UI is disturbed. I'm using Smart-wave Porto theme. How to resolve.

I have upgraded the magento from 1.7.0.2 to 1.9.2.4 by method used in the this link
After the successful upgrade to 1.9.2.4 all my js stopped working.
when i check in my view source there is not a single js file and nor single <script> tags are loaded on my page.
But my css file and styling are properly loaded.
Following are the list i tried :-
1)Merge JS in backend.
2)Deleted cache.
3)Set proper permission.
Kindly let me know what need to be done to resolve this.
I'm developing a Laravel 4 page,
I already have all my routes defined and my main layout with the contents that is dynamic for each route view.
What I'm facing now, is that every time I change the view, the whole page is reloaded!!
So all the menu images, css, javascripts are reloaded..
Is there any way to make it to just reload the content section?
we've changed our magento site's favicon on both the front-end & back-end but the default magento favicon is still showing up when you view source or image in a new tab on chrome?
Any idea how we can change this?
I've tried removing every magento favicon.ico file from our server but with no luck.
Clear your browser cache, it should be visible to you. I cannot see magento faviocn on your website.
I have made some changes in a CSS file and uploaded it again via FTP. I have cleared the cache and my browser cache.
When I visit:
http://www.mystore.com/skin/frontend/default/default/css/webandpeople/onepagecheckout/onepagecheckout.css
The old CSS file is shown.
But if I visit:
http://www.mystore.com/skin/frontend/default/default/css/webandpeople/onepagecheckout/onepagecheckout
I get the new version, which I would also expect to be shown when having .css. It is a multi site magento v. 1.6.
Did you clear/flush the varnish cache?
i made a plugin to load image before section/category/article title. the problem which i face is that if i give markup/regex in category and article content then the section automatically renders it without any markup/regex. Using joomla 1.5
