Is there any common configuration in OBIEE 12c , which allows to define decimal places applicable to all analysis?
For example,presently, if you want to set the decimal places for currency column, you need to take the data format of that column and change there. My requirement is to set the decimal places of currency type to a digit, which is applicable for all analysis in the application.
Yes. You first of all have the locale defaults per language. Then you always have the ability to format a column the way you want and then say "Save as..." and then "default for "Table"."Column"" which will format all.occurrences of this column the same way or "default for data type" which will apply it to all date columns for example.

Derived Column date in your example is likely what you're looking for.
The Week column is of a date type DT_DBDATE. Your string "2017-01-01" should be getting promoted to a data date type so the boolean check will identify if the lower bound is being met.
You'd either need to create a second derived column to check against the upper bound or as #vhoang indicates, change the logic to just extract the year from the date column.
YEAR([Week]) >= 2017 && YEAR([Week]) < 2019
Now, you have a column that flags each row as meets criteria or not (year is 2017 or 2018)
You will then need to do something with that. The SSIS something is called a Conditional Split. I would add a new path called OutOfConsideration and the logic there would be the inverse of our above Derived Column Derived Column date which is true if the year meets our criteria.

Now connect your destination, or additional processing steps, to the Conditional Split's default output path. If you need to do processing on the invalid data, that'd be the OutOfConsideration path.
Finally, to get the best performance out of SSIS, only bring the rows into it that you need. If the source data is in a system that supports filtering, filter the data there. It is easy to click click click design SSIS packages but it is better long term for you to write custom queries to only bring the required columns and rows into the data flow. Less work for all around, lower maintenance cost, etc
For few columns from the source i.e .csv file, we are having values like 1:52:00, 14:45:00.

Oracle does not support time-only values, it supports dates (with a time component).
You have a few options:
Store the value as a string, perhaps providing a leading zero for
the hour.
Store the value as the number of seconds (or minutes) past midnight.
Store the value as the time component of some arbitrarily defined date, for
example 0001-JAN-01 01:52:00 and 0001-Jan-01 14:45:00. Tell your report writers to ignore the date portion of the value.
Your source datatype will be string(8). Use LPAD to add leading zeroes.
I have a pivot collection that has a numeric facet, however when the value is being displayed it keeps rounding to the nearest whole number.
Is there a way in which I can show the full number with the decimal places?
I am assuming that you are talking in CXML? If so, there is a Format attribute you can set on the facet category. It only works for DateTime and Numeric, but that will work in your case. The accepted format strings are .NET format strings.

I'm having trouble with the number formatting in Apex 3.2.1. NLS_TERRITORY is set to GERMANY, NLS_LANGUAGE to GERMAN. However, the default number formatting is wrong and I would like to fix/change it. I'm wondering why there is an application date format setting but no application number format setting. That would have been really helpful right now. So my question is: how can I set a new number format which will be applied everywhere in my application? Is it possible? If not, what would be the least painful way to to apply the new format mask. I'm mainly concerned with interactive reports. Additionally, if it were possible to change the default format mask for the territory in some configuration file, that would also be an option. Thanks for your input in advance.

My problem with the default format is that numbers like 0.34 are being displayed as ",34", but the correct output would be "0,34".
Okay, purely the display then. I don't think there is an easy way to do this for all your fields, but specifying a format mask on those fields, by using for example FM999G999G990D000.
That would be annoying for a lot of fields across the application though, i agree. It is even more annoying when only by specifying a format mask, items are recognised as being number fields. Maybe making a plugin, which is identical to a number field, but with a default format mask may do the trick.
Or query the apex views to find items, then update them (though you will need access to the 'internal' tables of apex, the wwv_* things).

Which you could then transform into an update...
