I'm trying to upload a new custom template to TFS 2018 Versión 16.122.27102.1.

In Visual Studio in the tab called: team -> project collection settings -> process template manager
It opens a new window with the options to upload, download, make default, delete.
But when I click on it, the process template manager in Visual Studio it redirects me to the web portal of TFS, the process section.
I want to interact with the window showed in the documentation, since I can't upload a new custom process using the web portal, it throws a generic error when I try to upload.
I got help by the Developer Community at Visual Studio, the answer was really simple, I needed to change the name of the template but also the VERSION of it.
I was changing a ton of stuff about the template, name, WIT's, etc. But if you don't change the VERSION of the template pretty much manually you can't upload it.

I have been trying to deploy a web application is a .Net Framework
When I right-click on the project Solution, PUBLISH is nowhere to be found I tried Visual Studio 2017 and re-installed, checked and updated the workloads.
I check the checkbox: One-click publishing.
I gave up, I uninstalled it and installed Visual Studio 2019 same thing PUBLISH is not appearing anywhere.
I reset settings on import-export. I look everywhere on the NuGet package manager.
I am out of ideas.
Any hint would be appreciated. I will keep on digging. If ever I find a solution I will create a video because I spent several hours and my client is waiting for this application to be deployed on Godaddy Plesk. It is the first time I do this, I usually install scripts on LAMP Cpanel really easy.
This has been a nightmare for me, everywhere I see seems easy, right-click, click on Publish and create a profile or do Ftp or system files, azure.
But I can not get that blip Button PUBLISH.

You don't right click the solution itself to publish, you right click the web layer of your project and you would see the publish button

Ok I do not know if all the re-install and all did something but #fatihyildizhan suggested to click on the web app logo below the solution and it did the trick!
How to customise I have knowledge to customise process template in tfs 2015 or in 2012 but for upgrade version in 2017 is there any changes or any enhancement.
I have find in google but I have not found any helpful to customise process template in 2017 specifically.

The first step is you need to download the process template you want to edit from you TFS server. To do this, launch Visual Studio and navigate in the menus to "Team -> Team Project Collection Settings -> Process Template Manager". When the dialog shows up, you will be able to select the template you wish to edit and download it. Detailed instructions for this can also be found here.
Once you have downloaded the process template, you have a series of XML files that describe how TFS should handle almost everything when you create a new project using that template. The XML can get overwhelming quickly, even for the most seasoned person. You should ideally use the Process Template Editor which is a plugin for Visual Studio (the link is for Visual Studio 2017). For details on customizing a template, you should start off by reading the Customize a process template on the Visual Studio documentation site.
Once you've made your changes, you simply need to upload your process template back to the server using the Process Template Manager (where you downloaded the template). If you replace an existing template, anything using that template will get the updates. If you create a new template, only new projects using that template will be able to make use of it.
Not much has changed with editing the process templates between TFS 2013, TFS 2015 and TFS 2017. So if you find a blog or a write up on one of the versions, there is a good chance it's still valid. There may be slight differences in UI, but there shouldn't be anything ground breaking.

Now that I've answered your question, I would be negligent if I didn't explain the dangers of what you are about to do. Customizing a TFS process template can be very dangerous to your TFS server. Microsoft does not guarantee or put any warranty on changes you make. You customize a template, you are on your own. You have to understand that this template literally tells TFS how to work. It is highly recommended to have a sandbox environment complete separated from your production server and make all changes in said sandbox environment first. Only after you've validated the changes should you move it to your production environment. In addition, anytime you deploy a change to your production server, make sure you have healthy backups your databases. I can't stress this enough.
Lastly, any changes you make, you run the risk of locking yourself into a specific version of TFS or making your upgrade path far more difficult. My last piece of advice is to carefully weigh the need for customization over the risk associated with making it.
One of the web application projects in my visual studio solution has a blue exclamation mark icon on it and the tool tip shows The Web project <Project.Name.Here> has IIS configuration warnings
I can't see anything in the project Properties pages, or in the web.config file. It started yesterday, and I assumed restrating VS and reloading the project may get rid of the warning, but it has not.
What is this and how do I go about resolving this issue?

Try right clicking the solution in the Solution Explorer, the option Resolve Errors should be available.
Selecting this should show you the message behind the icon you're seeing on the project. For me, this was:
ASP.NET 4.0 has not been registered on the Web server. You need to manually configure your Web server for ASP.NET 4.0 in order for your site to run correctly.
If this is the message you're receiving, this MS blog post may help you fix it.
Update
Note that once you've selected this option, the IDE assumes you've resolved the errors and removes the icon and menu option (!). So make sure you read it or restart VS to see it again.
I have a Project, that I need to run on local IIS. When I set web server's type and url in web section of Project properties, those settings are automatically written in Project file. How do I prevent this kind of behaviour and save those settings only for my local environment? There is no "Save settings for all users" checkbox or anything simmilar like in VS 2012.
This option was removed from Visual Studio 2013. From this Microsoft Connect page:
Thank you for bringing up this issue. Unfortunately, this functionality was lost when the web project properties page was refactored. We are working to get this feature back into the product.
For now, if you have a project with this setting unchecked in VS 2012, and open it in VS 2013 it will respect your individual user settings until the first time that the servers section is modified on the web project properties page.

Finding the .Net framework
Based on the inputs I was able to open the website using
Click on File -> Open -> WebSite (Or press Alt+Shift+O).
Select the folder which containing your file (aspx, aspx.vb, web.config)
It was all working fine till today morning.
Today morning, I presume there was some Silverlight installation or Windows update going on when I clicked to open the website and Visual Studio env went into hang state.
After that I have not been able to open the website from recent project list. I also tried renaming the directory and follow the approach i.e. Click on File -> Open -> WebSite (Or press Alt+Shift+O). but no success. The screen just blinks and cursor remains on the page showing latest news on Visual Studio
However my other websites are opening fine in Visual Studio env. If it helps I am using Visual Studio 2005

I cannot open the website directly from the folder as I do not have complete website and that is precisely why I am following the approach of
Click on File -> Open -> WebSite (Or press Alt+Shift+O). Select the folder which containing your file (aspx, aspx.vb, web.config)
as suggested by someone earlier.
Try restarting your computer.
Try opening the WebSite directly from the folder, not in VS.
It doesn't make sense to try to open part of a web site.
Also, is there a chance that the original site was a web application project? It would have a .csproj or .vbproj file in it.
I could solve my problem by resetting the export/import settings.
