Not often, but on occasion we hit the 403/limit. When is this reset or how can we reset it? I've cleaned up old files and waited overnight, but it did not reset.

Running an EC2 instance with Server 2012. Windows is set to Automatically Install Updates. I am not sure what update is causing it, but it was installed after December 1. When this update reboots the server, the server goes into a boot loop where it comes back up for 20 seconds, then goes back down again. I can't RDP to it given the short window. Restoring the root drive back to the December 1 version works, but with auto-updates installed, I am afraid it will go down again. I am disabling auto updates for now.
Here is a screen shot of the 12/1 drive version and "Check for Updates" ran. There are 2 "important" which I assume are the only ones that are auto-installed, and 3 option.

I don't think any of these have a known issue of causing the server to be stuck in a boot loop. If you know which updates were installed at that date, then why not remove those updates and see if it corrects your issue?
What events are triggering in the event viewer when the machine goes down?
I rolled out a new version of my app. I wonder how long would it take to get that version propagated to all current users. Is that done automatically?
It is done automatically, but is under the control of each user. By default, all users have automatic updates turned on. This will update apps when users are on Wi-Fi and plugged into power. Each device checks roughly once per day. However, there will always be some users who don't get updates:
some users have automatic updates turned off and choose not to update
some users never have Wi-Fi and Power, and choose not to update manually
some users don't have enough free disk space to update.
So it usually doesn't take that long to get to most users (within a few days), but the final tail of users can take much longer.
Sometimes, I see that my workspace are updated alone.
Cloud9 says: "Updated X time ago", but I have no more information.
It may be an error of Cloud9? This happens to me in workspace that I'm alone and I've already changed the password.
Does this happen to anyone else?
UPDATE:
Response from Cloud9.
"Hi Sebastian,
Thanks for getting in touch about this issue. I looked into your issue, and it turns out to be our automated backups. We actually take periodic backups of both active and inactive workspaces, and this updates the "updated" time stamp. I'll talk to the teams about not updating the time stamp when backups are performed. This should be very helpful to avoid any future concerns users may have :)"
When using Hammer for Mac (http://hammerformac.com, v1.6.12), after saving a file, the app will rebuild the entire project.
However, it has started to rebuild constantly without stopping. It doesn't actually rebuild a project because it is cycling through its rebuild cycle over and over. Only if I manually click "Rebuild Now" does it stop the cycle and actually rebuild and stop.
Anyone know why this might be?
The issue you have described all this time ago, is similar to an issue we're seeing now on the El Capitan pre-release. It's related to FSEvents and the way messages are sent about changes to the file system. It's something we've seen sporadically in the past, but we're working on a fix for the latest issue in preparation for El Capitan public release.

I am using ClickOnce to publish my application to a virtual server. Sometimes (and we don't know why) the Publishing of the application freezes. It will copy some of the files and then about 20 min later will copy one more and so one. Other times it will work fine.
The problem I have is that when I click Project -> Cancel Build, it will stop the publishing process but it keeps locks on my Debug/app.publish folder. These locks are not released even when I restart Visual Studio. If I don't remove those locks (usually by rebooting my machine), and I try to do another normal compile/build, my whole Visual Studio freezes and hangs my whole machine as it gets stuck on those files locks.
Does anyone know why this would happen? Does anyone know how to remove the file locks on the app.publish folder so I don't have to reboot and get on with my work?
I have had issues where the files it's replacing on the web server get locked or are in use and difficult to overwrite remotely. I usually from time to time have to remote in to the server to delete them and then try to publish again. I've seen this on load balancing servers that replicate and the process has caused issues for me.
