Run a repair of your Visual Studio installation.
If repair doesn't work, you might've moved your VS install and now it won't install anything.
This is because it "might" be finding the VS Installer in a directory OTHER than the standard one. Reinstall the installer itself, then try to install the extension or whatevs
Check if this path exists on your C drive. The "Packages" folder is used to save VS extensions which VS needs. I'd moved mine to F drive to save space. The error message didn't help me much.

Edit: edited and added error window in english so it'll be more understandable
So if anyone'll encounter this problem, i repaired Visual Studio in Visual Studio installer and it actually helped!
I just go into Extensions>Manage Extensions>Update, click "Update All" and then close Visual Studio.
The installation just give me a error, i searched online but no clue what's wrong.
Already repaired and reinstalled completely visual studio

After deleting all "Microsoft.VisualStudio.Validation.dll" found by a file explorer search and reinstalling visual studio, it worked!
So I reinstalled several times Visual Studio 2013, and every time I get this error when I try to start it

In my case it worked to register the file using regsvr32

This is what worked for me,
First resolution:
· Retract the Solution/WSP in VS.
· Close VS.
· Reopen VS and deploy the Project.
Second resolution:
If closing VS after retraction doesn't solve the problem then a larger workaround is:
· Redeploy the project -> This will show an error during feature activation.
· Go to SharePoint UI and Activate and then Deactivate the deployed feature that was showing activation error in VS.
· Retract the Solution/WSP in VS.
· Close VS.
· Reopen VS and deploy the Project.

This works for me.
Right click on the project and select properties. In the properties menu, choose signing. While in the signing tab, under choose a strong name key file select new and key in a key name. Then select no password needed. After all is done rebuild the file and you can start deploying.
This worked for me: Change the version of your VS project in assembly information. For example, i changed the assembly and file version to 1.1.0.0 instead of 1.0.0.0.
Deployed and no problems.
Afterwards i could just set it back to 1.0.0.0 and continue on deploying without errors or problems...
Another solution which helped me:
Go to the site you are deploying to, and activate feature from UI.
Redeploy from Visual Studio.
I see a number of issues on the nuget forum around not being able to install if your My documents folder is on a shared drive. If I don't have the flexibility to change this (locked down policy) is there any way i can use nuget?

I was facing a similar issue and the various suggestions about CasPol and loadFromRemoteSources failed; here's what worked for me (on Windows 7 sp1):
Uninstall the current NuGet extension
Close Visual Studio
Open up a registry editor and navigate to HKEY_CURRENT-USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders\
The Personal key will show the shared folder as its value
Amend that value to a local drive location, e.g. C:\Temp\
Don't close regedit as you'll be changing it back in a moment
Open Visual Studio
it might complain about not finding certain settings, but I just clicked through the warnings
Install the NuGet extension
at least for me, this all happened smoothly in exactly the way that wasn't happening before
Quit Visual Studio
Revert the Personal registry value back to its previous state
Restart Visual Studio
... et voilà!
I don't tested this myself, but you can try to modify C:\Program Files (x86)\Microsoft Visual Studio 10.0\Common7\IDE\devenv.exe.config file and include loadFromRemoteSources element:
<loadFromRemoteSources enabled="true"/>
at the location <configuration> \ <runtime>. Additionally you can try to verify that no other old version NuGet is installed. You should start Visual Studio 2010 shortcut with context menu and choose "Run as administrator" to be sure that you can uninstall it.
Additionally you can consider to add "FullTrust" to the share for the .NET
CasPol.exe -m -ag 1.2 -url file://ServerName/ShareName/* FullTrust
Try to set your Environment Variable Path in the MyComputer's System Properties > Advance tab
The only thing I know NuGet installs under "My Documents" is the following:
%LocalAppData\NuGet <-- here you usually find the default cache folder
%AppData\NuGet <-- here you find the machine-level nuget.config file
Can you check if these folders are there?
Just a theory, but if not, maybe you can create those folders yourself and retry the installation?
If you have redirected folders.... then something is borked.
Workaround:
Choose menu Start → All Programs → Accessories, right-click on Command Prompt, and choose Run As Administrator. Type subst Z: "C:\Windows" and press Enter (Z is your redirected folder path).
Run your stuff again.
