seems that you have connection problem to rubygems.org, make sure you have a good internet connection so that the files needed by installation could be downloaded.
forget RVM, use rbenv instead.
If you still get this kind of issue( ssl cert related when downloading from rubygems.org or ruby-lang.org), try to choose a new mirror of rvm/rbenv. e.g. for example, people in China may choose taobao mirror when install: git clone https://github.com/andorchen/rbenv-taobao-mirror.git ~/.rbenv/plugins/rbenv-taobao-mirror

First, I tried to install RVM using the same procedure on one of our OpenBSD 5.8 development machines as a local user and got the same issue. I decided to try it on a newer VM as root which is what I show above. Both cases 'libruby.so.2.30' exists either locally (~/.rvm/rubies/ruby-2.3.0/lib/libruby.so.2.30) for the user or in /usr/local/rvm/rubies/ruby-2.3.3/lib for the case I show above.
If I try to add the path to the linker config using ldconfig and manually execute the failing command :

It seems the library has been built and it can execute the command (with errors, but the binary works) which probably has something to do with me executing this stuff out of the context of the script itself I assume.
This is a scripted install. It seems that RVM should be setting up something for the linker to know about the existence of these libraries (it created them in the first place), but it doesn't appear to be working out.
Is this a bug with RVM on OpenBSD or it is something I am not doing correctly?

By following these steps rhc gem is installed successfully, but when executing "rhc setup" for connecting to openshift here is the error message rather connecting to openshift server
The problem is that your Windows machine does not recognize the rubygems server certificate as a trusted certificate because Windows don't have its authority certificate present in its trusted certs store.
As a quick fix you'd need to remove the HTTPS version of the rubygems source URL (not HTTP as you did):
gem sources -r https://rubygems.org
This quick fix should make rubygems use the HTTP version which has no certificate checks involved.
But this should not be the definitive fix. Instead you should add the HTTPS source back (using the -a option) and install a proper CA certificate for the rubygems server cert into your windows trusted CA certs store.
There are quite a few pages that deal with this procedure on the net (google this), e.g. the post here has steps to download and install all CA certificates from the curl command, to your Windows machine, that fixes the problem permanently and without lowering security.

Previously, this certificate was provided by one Certificate Authority, but the new certificate is provided by a different one.
Because of this, verions of RubyGems with both certificates were released, in an attempt to simplify the change.
However, at the scale RubyGems operates at, it’s impossible to make sure everybody updates the software. There are also operating systems shipping with old versions. As such, sometimes manual intervention (as described above) is required.

To fix the problem, follow these steps:
Download rubygems-update-2.6.7.gem. The download should be saved in a location you can later easily point to. Let's use like C:\rubygems-update-2.6.7.gem
On the command line, run the following commands:
C:\>gem install --local C:\rubygems-update-2.6.7.gem
C:\>update_rubygems --no-ri --no-rdoc
Run the following commands to uninstall rubygems-update:
C:\>gem uninstall rubygems-update -x

Your RVM is installed in /usr/local/rvm - it's often called system installation, this requires that your user ubuntu will be added to rvm group:
rvm group add rvm "$USER"
yes use $USER it will be replaced by your shell with your user name
then log out and log in, ensure with:
id
that your user is in rvm group,
finally just in case update permissions for RVM:
rvm fix-permissions
The solution by #mpasis might not work if you're installing rvm using ubuntu_rvm as by default because of copy+paste it'll be installed as root.
Try installing rvm with without sudo or with curl as explained on rvm.io.
I've just installed RVM on ArchLinux x64 in single user mode via the recommended install script

I'm having this same problem on two machines running Mac OS 10.6.8.
I was able to fix the yaml problem by manually cd-ing into the directory and running ./configure. eg:
$ cd /home/christopher/.rvm/src/yaml-0.1.4
$ ./configure --prefix=/home/christopher/.rvm/usr
After running "rvm install 1.9.3" a couple more times, it picked up the configuration I'd done, and stopped bothering me about the yaml issue.
I was also able to cd into the ruby directory and configure and make it. eg:
$ /home/christopher/.rvm/src/ruby-1.9.3-p194
$ ./configure
$ make
$ make install
...However, this didn't cause rvm to pick it up. I'm guessing I was missing some necessary command line options and flags.
But considering I was able to get as far as I did, it seems to me like it's an rvm bug.
while installing any Gem or doing any listing of gem gzip related error comes as shown below:-

Looks like rubygems.org (or any gem source you have defined) is down.
Not sure if your error was happening in tar_input.rb or ruby_core_source.rb.
Most people solved tar_input.rb error, by cleaning up cache files. I solved the one for ruby_core_source.rb:57 'initialize' : not in gzip format
and here is the description and workaround:
The problem was because "sometimes" the ruby source file in the ftp server is not probably tar + gzip. So sometimes the source file is incorrect.
I just gone through the source code, and the code expects a .tar.gz in the ftp server (e.g. http ://ftp.ruby-lang.org/pub/ruby/1.9/xxx.tar.gz). But the file found was only tar, but not gzip-ed.
The workaround is to modify the code in your gem directory.
I am looking for ppl who knows why the file hosted in ruby-lang.org is not properly gzip-ed. Hope that can solve forever.

Make sure you are using the right Gem sources.
$ gem sources
should display http://rubygems.org/ as the first source.
If missing, add http://rubygems.org/ as the main source. Otherwise, it might be a temporary issue with RubyGems index.
Also make sure you are using the latest RubyGems (library) version.
$ gem update --system
Find out where your ruby is configured to look for sources:

If it is pointed at gems.rubyforge.org (which it is when first installed for older installation binaries) then you’re pointed at the old web server so when ruby tries to get updates it gets an HTTP redirect (302) as a response instead of the expected data in GZIP format. It apparently doesn’t have an error handler configured to detect the redirect so it just gives up.
To fix it you have to update the list of sources. First add the correct source:
C:\>gem sources -a http://rubygems.org/
http://rubygems.org/ added to sources
Then remove the deprecated one:
C:\>gem sources -r http://gems.rubyforge.org/

You should now be able to continue your installation, which in my case was rake.
I ran into this problem when using a network that requires phase 2 authentication. I had forgotten to authenticate in the browser so any web request was redirected to a local authentication page. It would appear that gem does not check whether the response it receives is actually from the actual rubygems.org server (and it's can't based on the address lookup alone unless you used an ssl certificate). Rather than telling you it couldn't reach the real rubygems server, it simply tells you the payload it receives is not in the proper format (zipped). Presumable if you ran a malicious DNS server that redirected rubygems.org to your own service, you could inject anything you wanted into the gems....
