I solved this problem changing the version of python. To change the version you have to follow the following steps.
Add a file "runtime.txt".
Edit runtime.txt and add "python-3.7.11" or other python version supported by heroku python versions.
Push your changes to heroku, "git push heroku master"
I solved this problem by using pipreqs instead of pip3 freeze > requirements.txt.
Why not pip freeze?
pip freeze only saves the packages that are installed with pip install in your environment.
pip freeze saves all packages in the environment including those that you don't use in your current project. (if you don't have virtualenv)
and sometimes you just need to create requirements.txt for a new project without installing modules.

I am trying a build gcc on my Mac it is an intel Mac. I do have these libraries, the libraries are here, so it is usr/local/lib for the libraries and the headers are here usr/local/include. I also successfully compiled and install gmp and mpfr accept the mpc for some reason it is not locating.

I am working on a python package using a virtual environment on Mac OS version 11.1 . I use the following command to create the virtual environment.
python3 -m venv .venv
Then I use this command to activate the virtual environment;
source .venv/bin/activate
I have used virtual environments in packages many times and have never had a problem. Suddenly with I try a pip install, lets say pip3 install NumPy the install fails with a massive error description. The first few lines state the following;

Until recently this was not a problem and I can still conduct pip3 installs outside of a virtual environment. Does anyone know what the cause of this issue is?
I am trying to compile my project on macOS with CMake. I have gstreamer installed via brew and I can access the include directory. For example this is the include directoy for gstreamer:

The error:

indicates that the library gstreamer-1.0 was passed to the linker, but the linker doesn't know where to find it (likely because it does not reside in the typical system paths). It is up to CMake to provide the full path to the GST libraries. From the pkg_check_modules documentation, here are some of the library-related variables populated for a generic package XXX:

I have got pip+mingw working in windows. I tested it with

pip is building Numpy from source and that's quite an undertaking. The failure at the end tells me that you may not have your compiler properly configured for distutils. I use the Windows SDK compiler myself: http://www.microsoft.com/en-us/download/details.aspx?id=8279
If you use this one, you should define the environment variables:
set MSSdk=1
set DISTUTILS_USE_SDK=1
Having said that, it's much easier to install Numpy and Scipy using one of the .msi installers which you can find here: http://scipy.org/Download.
Numpy relies on the BLAS linear algebra libraries and the build of those is highly technical and a build of Numpy from source on Windows is best avoided unless you have a good reason to do so.
