First, try upgrading the maven-javadoc-plugin version.
If that doesn't work...
(1) Make sure the project builds without the maven-javadoc-plugin.
mvn -Dmaven.javadoc.skip=true verify
(2) Disable strict linting.
This is for version 3.0.0+.
