I can't install ruby 3.0.0 through my powershell, when I try rvm install 3.0.0 I receive a beautiful error:

The warning is clearly stating that macOS 10.13 is too old, so the best thing is to upgrade the OS - there were several failed attempts to build Ruby 3.0 - see https://github.com/rvm/rvm/issues/5055
Also, GCC below version 10 are deprecated - see homebrew issue https://github.com/Homebrew/homebrew-core/pull/110163
Though, you can first try switching from rvm to rbenv - seems like someone get it done with rbenv on High Sierra - https://github.com/rvm/rvm/issues/5012#issuecomment-811858777
I am attempting to update openssl to 1.1.1 on centos 7 in order to start building OpenLDAP.
After pulling the openssl installation package and unzipping it in /usr/local/src/ I ran ./config --prefix=/usr/local/ssl --openssldir=/usr/local/ssl shared zlib. This command successfully configured openssl.
I then ran the make command to build openssl and got the following error:

The apps directory was created and does exist, but the app_rand.d file is not present inside of the apps directory.

I am decent in linux, I have my rhcsa, but am not familiar with manually building software libraries like openssl. I have tried to do some research online but have not come up with any solutions. Any advice would be very much appreciated!

I already tried upgrading to Python 3 from Python 2.7 as well as upgraded my OpenSSL as per suggestion of some posts here. How can I fix this?
I ran into the same problem. I tried updating openssl on MacOS and using a newer version of python, but it still didn't work.
A hacky work around that worked for me is to download the failing file manually into the zips folder.
For example
cd zips
wget https://github.com/kripken/emscripten/archive/1.38.0.tar.gz
Then try to install again and it should work.
I am trying to build Pycurl against a version of libcurl (7.53.1) without success.
I am on MACOSX El Capitan v10.11.6.
I am not even sure I am aligned with OpenSSL at this point. I may need to make sure OpenSSL is properly installed and get Curl built with OpenSSL. Finally get Pycurl built with the proper Curl.
I have been followed couple of tracks on-line but none of them are getting me where I need to be.
What would be the best option to solve this build issue?

Ok, there is definitely some challenges to build Pycurl. Here are the steps I took:
Make sure OpenSSL was installed (if not use Brew: brew install openssl).
Rebuild Curl with OpenSSL, remember Curl is not built with OpenSSL by default on MacOsX/El Capitan, SecureTransport is used instead. (try: brew install --force curl --with-openssl)
Rebuild Pycurl with "pip". I had success with pip but not with easy_install. (try: sudo env ARCHFLAGS="-arch x86_64" LDFLAGS="-L/usr/local/opt/openssl/lib" pip install pycurl)
Pycurl is installed under: /Library/Python/2.7/site-packages/pycurl.so
Version installed is: pycurl-7.43.0
After upgrading Mac OS X to newest version Mavericks, I attempted to selfupdate my Macports, but it failed:

Install the "Command Line Tools" first:

(Explicitly agreeing to the license is sometimes necessary via "sudo xcodebuild -license")

I answered a similar question. The location of the Tcl framework has changed, breaking the existing MacPorts infrastructure. The 2.2.1 installer for Mavericks has since become available here. Make a list of your installed ports, and consider deleting /opt/local prior to installing. You will likely need to 'update' everything anyway.
There might be a chance that you haven't agreed with the XCode license.
If xcode-install doesn't help, you can run the belowing command to agree with Xcode license.
sudo xcodebuild -license

I had the same issue. I am assuming that you had Xcode command line utils installed previously. Just launch XCODE and let it finish configuration. Now rerun port command and it should work properly.
I got an error with selfupdate, and resolved it by doing a fresh installation of MacPorts from http://www.macports.org/install.php. Now I can run the selfupdate command without error and install other ports.
The error I were seeing was below, it seems the same problem as Yo Sophia has pointed out:

I mainly wanted to comment on #Brett's answer above (sorry, SO n00b still, not allowed) and share my experience upgrading... not really a new answer, but hopefully some useful info.
I downloaded and installed the Mavericks MacPorts installer as described above, (but without removing /opt, as suggested by #King Julian did self update which was fine, and then upgrade outdated and it seems to be uninstalling and reinstalling all my ports with a message:

on each one. Luckily i made a copy of the etc and apache2/conf dirs, so should be able to get my config back when it eventually finishes... after 30 minutes or so it threw an error
Unable to open port: extra characters after close-quote
So i did self update again and upgrade outdated seems to run again...
So looks like it can be done (LAMP all working anyway) - it might have been quicker to start again from scratch, but make sure you have at least a couple of hours spare for this (and be connected to mains power ;)

The problem seems to be with Macports and the location of the Tcl framework and it's path once Xcode has been installed. I suggest installing a fresh version of Macports for Mavericks here : http://www.macports.org/install.php.
I had this issue on Mountain Lion and it was actually to do with MacPorts looking at an old XCode path (I had several versions including betas installed). I ran with the -d option and checked the config.log file at /opt/local/var/macports/sources/rsync.macports.org/release/base and it reported some errors:-
