I want to send announcement only to certain recipient in my organization. Is it possible?
According to the documentation of the businessunitnewsarticle entity, there is only a property called organizationid, to limit the target audience of the particular businessunitnewsarticle to the certain organization only.
Alternatively you can send an email activity if you only want to limit the recipients to a particular range.

I have a customer with multiple users, they have two emails accounts on two differents domains.
One is managed by Office365 : Teams / Calendar, example : #my-business.com
Second is for "secure" communication, exemple : #my-secure-email.com
The second one is really not used very often but the emails sent or received must absolutely not go on Office365 (legal reason)
I want to force user to send emails to *.#my-secure-email.com with second account.
With "on-send Feature" i think i can "block" emails but ideally it should be possible to dynamically change the account used in Outlook according to the recipient's address ?

No, it is not possible. OfficeJS doesn't provide anything for that.

Yes, you can choose the sender's account in Outlook manually or by using a VSTO add-in instead. The MailItem.SendUsingAccount property is available in the Outlook object model (available for VBA macros and COM based add-ins). The property allows setting an Account object that represents the account under which the MailItem is to be sent.
But web add-ins work under the context of currently selected item only (or in case of UI-less add-ins what they activated for) and don't provide access to application-wide features like choosing email account to send from.

Is there a way to get the itemId of the item you are replying/forwarding to in compose mode using the Office-JS library or EWS? I want to be able to get the itemid of the email or meeting invite that I am replying/forwarding.
OfficeJS doesn't provide anything for that. Basically your add-in is run under the context of a specific item in Outlook (currently selected). The best what you could do is to use EWS by calling Office.context.mailbox.makeEwsRequestAsync or Graph API (for Office365 users). You may take a look at the EWS - Determine if an e-mail is a reply or has been forwarded thread, you are interested in getting the In-Reply-To field. Note that In-Reply-To is an optional field so it may not always be populated.
I have the functionality to send an email when the case is created in Dynamics 365 and the regarding is set as the Case which is created.
But in Dynamics 365 App for Outlook, I don't see the regarding field tracked as in the below image:

Usually Tracking is just a clone/copy operation of Outlook object like Email/Appointment to avoid duplicate data entry in Dynamics side. So users will Track or Set Regarding in Outlook to ship that Email/Meeting into Dynamics as an Activity record. In the background, SSS will map the ExchangeId, CRMId for further handshakes. Moreover this is to see all activities in one place like Timeline or Activities view or regarding record.
What you are doing is sending out Email from Dynamics, this is going to be in Dynamics activities view/Timeline under regarding record. But you are not going to get the reverse behavior in Outlook as its not originated there.
Even if you track it again in outlook - it won't recreate in Dynamics. I tested all these in my environment, the same behavior exists.
Further replies/forwards will be auto-tracked like Ankuser said.

For use case Send email from some other user and ask this user to reply back to you in outlook. Once they reply back you will have tracked to particular case.
See above mentioned image, it gives different status but don't know how to get it.

You can use GET https://outlook.office.com/api/v2.0/me/events/{event_id}?$select=ShowAs to retrieve the FreeBusyStatus of attendee(yourself) for a particular meeting, the return type is something like below,
If you want to check the response from a particular attendee, use GET https://outlook.office.com/api/v2.0/me/events/{event_id}?$select=ShowAs,Attendees, and check on the "Response" from the "Status" response.
This enumeration is used for 'Specifies the availability status of an attendee for a meeting.' At present, the Office 365 REST API is not able to retrieve the contacts' meetings status. And you can submit the feedback from here if you want to the Office 365 REST to support this feature.

If you want to retrieve the free/busy information of EWS is a possible workaround. Please refer to here for more detail. And if you require these information to schedule a meeting, you can try to use the Find meeting times (preview).
When sending emails from Dynamics CRM, we want to send e-mails to only accounts and contacts. However, the built-in e-mail activity entity allows for users and leads to be added to the recipients as well.
According to Dynamics CRM Activity Parties, there are 12 types of activity parties. The ToRecipient type "specifies the recipient in the To field" and you can select Account, Contact, Lead and User. On the same page, there is a Customer party type from where you can select only Account and Contact.
According to Activity Party Entity, the Customer party list is not available as a party list for the e-mail entity. We'd prefer to use the built-in e-mail entity instead of customizing our own, so it seems to me that the remaining option is to limit the ToRecipient party list to Accounts and Contacts. Can this be done, and have I missed other ways to get around this issue?
I have gotten the same request before, but couldn't find a great way to limit this. You could throw an error upon creation through a plugin if they add a party of a different type. See the link below for an example that could get you started.
How to get the Contact Guids from a PartyList in a Plugin?
You can add a CustomView to a lookup field. The partylist is a lookupfield, so this should work, although I think it will need some thought.
