I'm using the Node.js for Windows package (currently 0.4.2) downloaded from here:

It works great - I can install packages with npm, and run packages like node-inspector, express, etc. The problem is that I can only run those packages if I'm in the bin directory of the distro. I run the setenv.cmd file, which adds bin to the path, but attempting to actually invoke a package (like install another package using npm) when I'm not in the bin path results in the following exception.
Error: Cannot find module '/npm '
at Function._resolveFilename (module.js:299:11)
at Function._load (module.js:245:25)
at Array.<anonymous> (module.js:402:10)
at EventEmitter._tickCallback (node.js:108:26)
I've tried setting the NODE_PATH environment variable to my node package dir, but that doesn't. help.
Though the question is 4 months old I've run into the same issue recently, so hopefully this is still useful.
There is a bug in the runnode.cmd file - there are 2 spaces at the end of line 4, after 'convArg=%%i'. If you remove them, the script will work.

I am having trouble understanding how the -g flag works in NPM. Specifically I'm struggling to understand how it relates to command-line functionality exposed by NPM modules.
I assumed that the difference between installing a package locally and globally was simply that a local package would not be available outside of the particular project. And of course that a globally installed package would be available in any project. I'm from a Rails background so this for me would be similar to installing a gem into a particular RVM versus installing it into the global RVM. It would simply affect which places it was available.
However there seems to be more significance than just scope in NPM. For packages that have command-line functionality, like wait-on, the package (as far as I can tell) is not available on the command line unless it's installed globally.
Local install doesn't make the command-line functionality available:
$ npm install wait-on
$ wait-on
=> -bash: /usr/local/bin/wait-on: No such file or directory
Global install does expose the command-line functionality
$ npm install wait-on -g
$ wait-on
=> Usage: wait-on {OPTIONS} resource [...resource]

Can you expose the command-line functionality using a local install?
Is it possible to install locally but also get the command line functionality? This would be very helpful for my CI setup as it's far easier to cache local modules than global modules so where possible I'd prefer to install locally.
If you are using npm 5.2.0 or later, the npx command is included by default. It will allow you to run from the local node modules: npx wait-on

I think you can access locally installed modules from the command line only if you add them to your "scripts" section of your package.json. So to use the locally installed version of wait-on, you can add an entry in "scripts" section of package.json like so "wait-on": "wait-on". Then to run it, you would have to do npm run wait-on. You can also do "wo": "wait-on" and then do npm run wo basically meaning what comes after the run is the script entry. In node_modules, there is a .bin folder and inside of this folder is all the executables that you can access this way.
Installing locally makes the package available to the current project (where it stores all of the node modules in node_modules). This is usually only good for using a module like so var module = require('module'); or importing a module.
It will not be available as a command that the shell can resolve until you install it globally npm install -g module where npm will install it in a place where your path variable will resolve this command.

It is also useful to put commands in the scripts block in package.json as it automatically resolve local commands. That means you could have a script that depended on a package without having an undocumented dependency on the same.
If you need to run it locally on cmd, you have to go inside the node_modules and run from the path.

This answer is going to be really generic but I just recently have slogged my way through the setup for jython/jip/pip and here's roughly what I had to do.
Firstly, I'm running Windows 7 64 Bit from behind a proxy (work machine.)
Had to install jython 2.7.0 instead of 2.7.1 because (I think anyway) 2.7.1 requires admin privileges which I don't have on my work PC.
Pip didn't install correctly during the Jython installation and I spent an obscene amount of time trying to get it installed and functioning as I knew it from my cpython days. NOTE: Just because you get pip installed, doesn't mean you can use any package on a python package repo. As of 2.7.0, Jython doesn't have end to end capability to interpret/compile some libraries that rely on certain python wrappers of native OS function calls. I believe 2.7.1 makes solid progress in the direction of supporting all needed native calls but don't quote me on that. For example, I tried to use wxPython to make a simple GUI to test my jython install. Trying to install it from pip kept causing really non-specific error info that took me a lot of time to figure out that the cause was jython simply couldn't compile the wxPython source so beware.
I had to set environment variables 'http_proxy' and 'https_proxy' in the form of http://proxyhosturl:port and https://proxyhosturl:port respectively to get out from behind the proxies without having to invoke pip with the proxy switch every time I called it.
To actually install pip, have a look here. These instructions are for Python and Linux/Unix but the principle is roughly the same. Just use jython -m instead of python -m and ignore the '$' at the start of each command line.
Also be sure to CD to your python_home/bin folder when invoking the ez_install exe.
If that doesn't work (didn't for me), try using get-pip.py script with these instructions https://pip.pypa.io/en/stable/installing/ (remember jython instead of python etc.). Download it, cd to the download location and follow the noted install steps. Worth noting is about half way down the install instructions where it details installing from local archives (source/binary zip or tar.gz archives of pip and setuptools as better described here: https://packaging.python.org/tutorials/installing-packages/#installing-from-local-archives).

It may also be worth making sure that your PATH environment variable has the jython/bin path in the variable value. The jython installer should do this but, again, mine did not.
If all goes well, you should be able to invoke pip with the --version switch and if it prints a line with the installed pip version info then you should be good to go
Another quirky issue I had was I could invoke a function of pip one time and any subsequent times I would get a stack trace ending with something along the lines of an object not having a certain property. I fixed that by finding my temp directory by opening a windows explorer instance and typing %TEMP% in the address bar and hitting enter, it should take you to a subdir of your AppData folder and there you may see a folder with the name of the package you were trying to install and the text "_pip" somewhere in the directory name. Delete the directory and try the pip install command again. I had to do this + invoke pip install pip -U to update my install to the latest version. Then pip began behaving correctly in my instance.
pip search numpy (or your library name) will generate a list of results with the same logic it uses to locate your desired package when you call pip install but, again, just because it returns a matching package doesn't mean it will compile when you install it (numpy doesn't work because of the missing java to C native function calls I described earlier.) The trade off is that you can import code artifacts from Java JAR files in your Jython script files and leverage their functionality with relative ease. Between the public Java APIs available and the python packages that work with the jython interpretor, you can (in my experience) come up with a way to accomplish your task. See the following info on JIP, Maven and IDEs.
IDE and jython integration (Eclipse)
- If you are stuck using Eclipse (like me) it actually has pretty decent support for python development. Install the PyDev plugin for Eclipse from Help -> Install Software. Put in this URL https://marketplace.eclipse.org/content/pydev-python-ide-eclipse, hit tab, and select the PyDev plugin and hit 'finish.'
- Setup the jython interpretor info from Windows -> Preferences -> PyDev. Provide the path to your jython.jar file.
- You should now be able to use File -> New PyDev project to create a basic python project and configure it to use your version of Jython and Java.
Brief Overview of Jip and Maven
- jip is a jython package that is invoked very similarly to pip but instead will download JAR files from the Maven Central Repository instead of python packages from pypi.com, for example. See the install instructions described here. Note the install procedure for a global jip install which differ from just pip install jip. https://pypi.python.org/pypi/jip/
- I never got jip to work exactly as I wished because there's not a ton of documentation on it outside of what I already linked. However, if you install a JAR using jip, you have to go to your project in Eclipse and actually add the JARs themselves to your PYTHONPATH in order for import statements and editing to have intellisense and so that you don't get a classnotfound exception at runtime. See following screen shot.
- There is a JIP config file that you can use similar to the pip config ini file but I have yet to find any exhaustive documentation on it's setup.
Note in the above screen shot the first entry in the External libraries entries. By default, pip places installed packages in that directory so to enable eclipse to find them, you need to also ensure that location is entered.

I am trying to get PHPDocumentor running on a local XAMPP installation.
Sadly I having a hard time doing it using package managers.
Some basic questions about package managers first:
How do I know where to install a package? For example: I installed PHPDocumentor using Composer. I go to my C:\xampp\htdocs\ and run a command:
composer require "phpdocumentor/phpdocumentor:2.*"
This installs phpdocumentor in a " vendor" folder in xampp\htdocs\
Is this the correct path to install all these packages or is there a default dir to install this?
If I want to uninstall the packages, do I simply delete the "vendor" dir?
After the installation I ran PHPdocumentor and got an error:

None of the above solved the problem.
According to this link I have to add the \graphiz\bin directory to path, but there is no "bin" dir?

Yes, its a lot of stuff. A more lightweight solution would be nice.
When I run npm install -g <package> it installs the packages in my user/AppData/Roaming/npm/npm_modules/ folder. This sub-folder is not in my PATH so if I try to run the package without explicitly calling the entire path the call fails with a '<package>' is not recognized as an internal or external command, operable program or batch file.
What can I do to fix this?

I'm using win8.1 and I found that the nodejs installer didn't add the path to global node modules to the system PATH. Just add %AppData%\npm; to the user variable(since %AppData% dir is depending on user) PATH to fix it.
You will need to log out then log back in for the change to your PATH variable to take effect.
SET PATH=%AppData%\npm;%PATH%
You have to run this line SET PATH=pathtonodejs;%PATH% (where pathtonodejs is where you installed nodejs) once the installation for nodejs is complete and it should work.
It turned the problem was a change in behavior of the module I was using.
I'd been following old tutorials for using Express.js. The old tutorials assumed Express would be in my path after installing it globally, but as of Express v4.0 there's a separate Express module you have to install in order to get it in your path

The current windows installer from nodejs.org as of v0.6.11 (2012-02-20) will install NPM along with NodeJS.
NOTES:
At this point, the 64-bit version is your best bet
The install path for 32-bit node is "Program Files (x86)" in 64-bit windows.
You may also need to add quotes to the path statement in environment variables, this only seems to be in some cases that I've seen.
In Windows, the global install path is actually in your user's profile directory

If you build it...
shelljs - shell utilities for node scripts,. I used to use gulp/grunt, but these days will have a scripts directory that's referenced in package.json scripts via npm. You can use gulp tools inside plain scripts.
When Node.js is not installed using the msi installer, npm needs to be setup manually.
setting up npm
First, let's say we have the node.exe file located in the folder c:\nodejs. Now to setup npm-
Download the latest npm release from GitHub (https://github.com/npm/npm/releases)
Create folders c:\nodejs\node_modules and c:\nodejs\node_modules\npm
Unzip the downloaded zip file in c:\nodejs\node_modules\npm folder
Copy npm and npm.cmd files from c:\nodejs\node_modules\npm\bin to c:\nodejs folder
In order to test npm, open cmd.exe change working directory to c:\nodejs and type npm --version. You will see the version of npm if it is setup correctly.
Once setup is done, it can be used to install/uninstall packages locally or globally. For more information on using npm visit https://docs.npmjs.com/.
As the final step you can add node's folder path c:\nodejs to the path environment variable so that you don't have to specify full path when running node.exe and npm at command prompt.

I just installed latest version of node (0.6.12) in Windows 7 using msi (node-v0.6.12.msi).
npm is already shipped with it, no need to include it separately.
I was facing permission issue while running npm (npm install mysql), from the path where my nodejs resided, i.e.
C:\Program Files (x86)\nodejs
Then I followed below steps:
1) Added C:\Program Files (x86)\nodejs\npm in environment variables - Path system variable.
2) went back to only C:\ in command prompt and gave the command - npm install mysql - and voila! it worked..

I am running node.js on Windows with npm.
The trick is simply use cygwin. I followed the howto under https://github.com/joyent/node/wiki/Building-node.js-on-Cygwin-(Windows) . But make sure that you use version 0.4.11 of nodejs or npm will fail!
I've just installed 64 bit Node.js v0.12.0 for Windows 8.1 from here.
It's about 8MB and since it's an MSI you just double click to launch. It will automatically set up your environment paths etc.
Then to get the command line it's just [Win-Key]+[S] for search and then enter "node.js" as your search phrase.
Choose the Node.js Command Prompt entry NOT the Node.js entry.
Both will given you a command prompt but only the former will actually work. npm is built into that download so then just npm -whatever at prompt.
Use a Windows Package manager like chocolatey. First install chocolatey as indicated on it's homepage. That should be a breeze
Then, to install Node JS (Install), run the following command from the command line or from PowerShell:
C:> cinst nodejs.install

I just installed Node.js for the first time and it includes NPM, which can be ran from the Windows cmd. However, make sure that you run it as an administrator. Right click on cmd and choose "run as administrator". This allowed me to call npm commands.
Search all .npmrc file in your system.
Please verify that the path you have given is correct. If not please remove the incorrect path.
