I have a windows registration id and have also paid the $99 fee for the annual developer subscription.Presently i am using HTC HD7 for testing my apps.Is it possible to use same registration id for Samsung Focus or any other Windows Phone 7? Or i will have to pay $99 again for using another device?
You can have 3 registered unlocked devices at one time. It is possible to remove device registrations to free up a lot, but that will re-lock the device that you remove.
If I remember my formation, one license comes with 2 WP7 phones and 3 Xboxes.

I have few apps in Windows Store both for Windows Phone 7 and Windows Phone 8.
We have recently released apps for Windows Phone 8 phone.When i log in to my developer console, i had user reviews already for Windows Phone 7 device, now how can i sort the user reviews for Windows Phone 8 and Windows Phone 7.
And also in my Windows Phone 7 or Windows Phone 7 phone for my app the reviews are not showing, but in the developer console the reviews are being shown.
Why so ?
I don't think the first thing you asked is possible, i think it is only possible to tell the device they are using and country they are in using the code that appears underneath their name next to the review.
As for the second question one solution may be that the person may have reviewed your app in, for example, China. Yet, if you are looking at the reviews in the US store, only reviews made in the US will appear. This could be why some app reviews don't appear except for in your developer console.
Is there any way I can do it without registering?The account is not registering me as a student and I cannot own a company just for this.
Juts follow this tutorial. All you have to do is sign in with your Microsoft account and your phone will be "dev unlocked". No windows phone developer account needed.

Is there a way to get MCC and MNC in Windows Phone 8?
We can't get MCC and MNC on Windows Phone 7 (and 8) devices.
Maybe with Windows Phone 9 ? :D
It's possible with Windows Mobile (with Radio Interface Layer) , but it's not implemanted on Windows Phone...

With some Nokia Lumia phones you can enter "Field Test" menu by selecting ##3282# on dial pad. At least my Lumia 1020 with Lumia Cyan update shows that menu which gives very precise information about mobile network. You can also force the phone to use GSM/UMTS/LTE only and select different bands. I can see RCC Status, UARFCN, LAC, RAC, MCC-MNC, UTRAN Registration area, EC/Io, SINR, RSCP, ECNO and many more attributes throug this menu.
Do I need to pay for a license to be able to debug an application on the device on these 2 types of phones?
I only own an iOS license which someone needs to have to be able to debug on the phone and not only in the simulator.
What about Windows Phone and blackberry? And if I am able to debug/develop on the phone without a license, would I be able to test push notification, which in the end is what I want to do?
For WP and Win8, you need a developer license to "side load" apps, meaning they can run on the licensed machine without having to acquire them from the store. See here Do you need a license to develop a windows phone and blackberry application?

You do not pay for these licenses. They are only mechanisms that allows code to execute without going through the store to get the app.
How would I go about adding a trial version and achievements for my Windows Phone 7 game?
And how can I make the game upon finding it's a trial prompt the user to purchase the game and redirect him/her to the games page on the AppHub?
For a trial version you can use the IsTrial API call - information about it on MSDN - you call this once in your game and assign a TrialMode value in your game to it as checking this in a Game Loop is not recommended, then you can have logic in your game change depending on what this value is - the Marketplace process takes care of the process of Try & Buy once you mark your app during the submission process as having a Trial mode.
Achievements are only available for Xbox LIVE enabled games which requires a special publishing relationship with Microsoft, I'm not sure of the process but try the create.msdn.com App Hub website, there may be information there, this is not open for all developers, as even now there are very few Xbox LIVE enabled titles in Marketplace
