When i try to launch Windows Phone 7 Emulator directly it is toggling on/off 2-3 times (can see it for like 2-4 sec),
then stopping without giving any error message.
There is only

somewhere in the middle of appearance.
When i launch it from Expression Blend 4 it is also toggling on/off,
but less frequently and in the middle there is progress bar window stuck always at same place about connecting eventually giving this

The issue is on:
Asus 1005PXD (2 weeks old) with Windows 7 SP1 64 bit
Installed my software in that order:
VS10 Ultimate
VS10 SP1
WP7 SDK
Expression 4 Ultimate (incl. Blend)
Found the issue, Intel GMA 3150 which i have in 1005PXD does not support XNA, after installing WP7.1 SDK it was showing proper information.
But still i don't know why i cannot run emulator at all, but it still should be possible to run non-XNA applications.

I am an experienced dev that haven't been writing too much code lately, so a bit rusty and would like to have some help in creating the right environment for developing apps for BOTH Win Phone 8.1 (which is what I am carrying on me and would like to test with) and also Win 10 apps (UWP). This is in order to save myself a lot of time in trial and error, which is what I have been doing lately without success.
I have a box at home that is now Windows 10, and I think it was Windows 8 when I bought it. It has both VS 2013 and VS 2015, and I tried to download all the right SDK's to be able to use the Windows Phone 8.1 emulator. It was a nightmare, including going to the BIOS and enabling the Hyper-V thing (I think it worked at some point). Currently I'm having too many problems related to the dev environment, and its getting frustrating. Even the Win 10 emulator is not working. So no UWP emulator nor Windows Phone 8.1 emulator for me right now.
So instead of tackling these problems one by one, my plan is to buy myself a new laptop and build it right, with everything that I need in order to be able to write both Win Phone 8.1 apps, as well as Xamarin, and Windows 10 apps.
I'm wondering if I can ask for a comprehensive list of specifications for me, including recommended OS version (Will Win 7 work? I prefer it), VS version, SDK's, etc.. My goal is that after I buy and setup this laptop, all i'll have to do is just choose the right project and start writing.

If someone is looking for an answer or pointer, here's a reply in another forum, which helped me at least:
VS 2017 does not support development of Windows 8.1 store apps - phone or PC. See this link for platform compatibility. You will need to fallback to using VS 2015 for any Windows 8.1 projects. I do Windows 8.1 and 10 development on a single system and it works fine. You just have to have both VS 2015 & 2017 installed. Windows 7 will not work for developing 8.1 and 10 apps. Windows 8.1 has a Universal app target that allowed you to create a single app for PC and phone (I've never used it), but it is nothing like the Windows 10 UWP platform.

So with all this in mind Windows 10 seems to drop Silverlight for Windows Runtime (at least they are heavily promoting migrating apps there).
After upgrading my 830 to Windows 10 preview, it seems like even Windows phone 7 apps still work under Windows 10 for phone.
I still wonder how are they going to handle the different stores though.

Am sure that a Windows Phone 8.1 silver light app would continue to run on Windows 10 Mobile you don't even need to upgrade to Windows 10 OS running Visual Studio 2015 to manage your app on Windows 10 Mobile you can continue to develop with the existing development environment(Windows 8.1 and VS 2013). I installed Visual Studio 2012 and Windows Phone 8 SDK successfully. I created a new phone app and trying to run but it doesn't show me any emulators in Visual Studio 2012.
Make sure that your PC satisfies the system requirements for running the emulator:
Windows 8 Pro edition or greater
A processor that supports Second
Level Address Translation (SLAT)
If your computer meets the hardware and operating system requirements,
but does not meet the requirements for the Windows Phone 8 Emulator,
the Windows Phone SDK 8.0 will install and run. However, the Windows
Phone 8 Emulator will not function and you will not be able to deploy
or test apps on the Windows Phone 8 Emulator.

Pretty much #Olivier's answer. Also, make sure you have Hyper-V enabled on your computer.
In lieu of this, There's a very nice tool on codeplex that pretty much checks if your computer is able to start hyper-v and the windows phone emulator.
If that passes, you'll want to follow this article in order to get hyper-v set up. Specifically the two enabling sections.

I am developing an application for Windows Phone in Visual studio 2010 ultimate using wp7.1 SDK in Windows 7 32 bit and 3GB RAM. My system often gets stuck and then restarts sometimes when I run the application on wp7 Emulator (2 or 3 times an hour). Before restart it displays the message: "Display driver stopped responding and recovered" and leads to a blue screen displaying "some lines with Contact system admin".
I am not sure why, will need more details. Try installing the 7.1.1 update for the SDK, it is meant for low profile devices, but I am just hoping this will resolve your issues too.

Had the same problem. Just start your sdk installer. There will be a option of repair of deleat. I repaired my sdk first but it still did not work. I then deleted my sdk and reinstalled it. Worked like a charm.
But you must you know that I was not able to delete my sdk too. My antivirus was doing something wrong and stopping the uninstall of my sdk. So I had to delete my antivirus... than my sdk. Than reinstall the sdk, reinstall the antivirus.
It all worked great after.
I'm playing around with windows phone 7 development, when I press F5 Visual studio takes forever to deploy the app, I get
Window Phone Emulator is doing complete OS boot.
What would be the problem?

The emulator isn't supported running inside or side by side other VM's at this stage. It is implemented as a VM itself. VM's running on windows platforms will be detected by the emulator startup and a specific error message provided. I've noticed several people having the same issue from Parallels on Mac ... presumably the VM detection doesn't work over there to stop the attempt.
System requirements documented here and here for your reference.
Similar to how we have to run a Mac to develop for iPhone without hassles, you'll need to run a PC to develop for Windows Phone 7 - at least for now.
You may also find your issue with the WIndows Phone Emulator is because the Emulator actually the real phone ROM running in a Virtual Machine.
Since your situation is a VM (Windows 7 on Parellels on Mac) this may explain your performance issue. Developers using VMWare have had similar issues plus Virtual PC / Hyper-V does not support Windows Phone 7 at all.
Running virtual machines on virtual machines is a massive performance hit, your only solution may be a cheap PC installation of Windows Phone 7 tools etc on compatible hardware ie Graphics Card / with WDDM 1.1 compatible drivers etc.
For my WP8 deployment, I notice that disconnecting my MacBook Air from the power source will slow the deployment down considerably (so will the debugging and tracing).
Simply plug the laptop back to the power source and everything will become fast again.
Don't kill the emulator between debug sessions. There is no need.
Also - Visual Studio 2010 Express For Windows Phone, which is installed with the tools, is much more responsive as it has less features running.
So if speed is really an issue, that may be an option.
