Permission in index file of magento can not be changed - magento

The link of the site is http://petonlineboutique.com/. The error which is showing in browser that is 403 forbidden error."You don't have permission to access /index.php on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request".
By google search we came to know that this forbidden error shows at that time when there is no enough permission.
Later I have noticed permission in all the files and folders of magento folder can be changed and made to 777 but index file permission is showing 000 and can not be changed.
So to get rid of this forbidden error if I need to put permission in index file, I can't put.
So help me what should I do now and tell us the reason why forbidden error and I can't change permission from cpanel.

There is no way around this. The only solution is changing permissions of the file, you just need to find out how to do it. If it won't allow you to change permissions on the file, you need to contact your host.

Open .htaccess file add this line Options -Indexes this will give a 403 forbidden error, you can add Error 403 http://yoursite in htaccess to redirect users who tried to view this directory

Joomla Temporary URL images forbidden 403

I have setup a development server for an issue(see No Input File Specified - Joomla), all is working correct now on the development server apart from no images on the site or inside the administration menu are loading.
When I try to look at them individually they are 403 forbidden.
http://37.26.108.168/~arbersho/
All directories are 755, all files are 644 and the owner is the correct one.
Is this because of the temporary URL and will this be fixed by pointing the domain over?
Thanks again
This was a htaccess issue which is fixed.

Joomla 2.5.6 - 403 forbidden

I have installed joomla 2.5.6 and created my own template. I was unable to upload it as zip so I used FTP and than installed from folder. I'm still getting error 403 Forbidden when trying to upload something or click save button anywhere in admin panel.
Thanks for any help.
Be sure to check files/folders permissions at your server. This is the most often case for 403 error.
Sorry for getting too short at the start.
Go to admin control panel -> Site -> System Information -> Directory Permissions and check that every directory is writable. Give specific attenstion to 2 strings at the bottom: Log directory and Temp directory
I'd suggest that you insure all* your template files are in place, and that there are appropriate database entries in the extensions table. The 403 error isn't necessarily from the webserver, Joomla often uses them when it doesn't find something.
