Unfortunately this fixed width seems to be baked into the positioning code when the legend is of type 'inset'. If you want the legend to display horizontally with no extra spacing between the items you're going to have to set the legend position as 'bottom'.
There is if you do that a hack whereby you can move that bottom legend into the chart area to mimic an inset though, but it's fairly brittle - see https://jsfiddle.net/5odf8w0x/

I have created a chart with Chart.js, and I now need to show the data in the legend differently per the two different datasets.
How do I show the first dataset 'Low/High Range Limit' in the classic rectangle/fill style and the dataset 'Patient Results' in the point style?
(Bonus: Currently, I'm showing the second dataset near-correctly. I also want to completely fill the circle with the solid 'steelblue' color, not with transparency.)

Just add

connectNull: true,

in your c3.generate block.
It will connect all points/bars/... on the chart with a zero value in between.
It works with null as well as with 0.
How do you define a title that will not be inverted on the horizontal axis of a line graph, using the chart.addAxis method. Currently my code is seen below. What happens is when the "X Axis" is rendered it is inverted upside down.
