Create AeroGlass effect in windows 8 - winapi

I want create AeroGlass effect in my application (not whole system) but it seem Microsoft was drop this feature from windows 8, so, I have to create it my own.
To create this effect, I'm going to get a rectangle of image below the window of my application and apply gauss blur on it and finaly draw to my windows. But how can I get image below the windows?

Photo editor for Windows 10 for cropping and resizing (like mac preview app)

I have been using the default photo viewer of mac to perform following workflow. Any suggestion for a lightweight photo editor to get the same results with a few clicks in a windows 10 machine?
Workflow steps:
1. Open photo
2. Copy the entire photo or a partial selection to clipboard.
3. resize the canvas (800x800)
4. Apply a white background by creating a white rectangle on top of the original photo
5. Paste the photo copied photo from the clipboard on the white background. Canvas size remains 800x800.
6. Move or resize the pasted photo, so that it fits into the canvas.
7. Save and overwrite the original photo.
I've just recently started using Gravit designer it's quite awesome tool for templating designs but I'm pretty sure you can work with it for anything especially regarding vector based graphics. It's easy to get the gist of, light weight and you can get it for free on windows 10 just by taking a look at the Microsoft app store. No trials or extra functionality via purchase. Enjoy!

How to apply an effect on screen image in Windows on the fly?

I'm developing a Windows application that needs to apply an effect on screen image. More specifically, I need to do the following: grab a screen image, apply a gaussian blur on it, and display it on the screen. Something similar to f.lux, only in my case the effect applied is different.
Since I'm new in Windows development, I'd like to know what is the recommended way to do it? What libraries/frameworks should I use? Can you point to some code samples of similar applications?

Using CxImage in VC++ 2008 MDI application

Im new to cximage so i need help. Im building as MDI project in which i need cximage functionalities.
Please help me by specifying how to load and display an image in the child window.

this is the requirement:
Drawing App(Image Viewer and editing) using cximage and Mdi
First of all, there should be a provision to open an image (any format i.e. tif, jpg, bmp…..).
The user should be able to do operations like rotate, zoom negate etc. The changes should be saved after prompting.
The user should be able to draw standard shapes like rectangle, square etc on top of the image.
Should be able to fill color in the shapes drawn. Save that as well.
Also user should be given a provision to change an image format(i.e. may be from jpg to tif and so on) and save.

How to draw on screen using RealBasic, Visual basic? Where i have one default laptop screen and second monitor

I have my laptop default screen and second screen. How can I write RealBasic, VisualBasic (Java not possible) application which can allow me to paint on desktop (both screen)?
Most likely you won't be able to draw directly to the screen, but you could potentially grab screenshots of each screen and then draw onto those. Depending on what exactly you're trying to do with your application, it would almost definitely be a more realistic goal to grab a screenshot of each screen and then simply display the screenshots in standard windows that take up the entire screen, letting you then edit and "draw" onto the screen there.
Another option would be to create a transparent window, and then intercept mouse clicks and present information on that window.
If you're using RB on a Mac, you can use the Monkeybread Software Plugin to create a NSWindowMBS and modify the alpha value or an OverlayWindowMBS. It looks like you're trying to do this on Windows, though, so this won't work.

How do you create a live tile? Do you have to create a special sort of XAML file or is it predefined and we just pass parameters or both?
You create an application which can be pinned to the start screen by the user. The image of the tile used is in your application. After that you can use the pushnotification system to update the picture of the tile.
it's not possible to create a tile which animates like the xbox live tile for example.
