WebBluetooth Error in Windows 10: "Turn on Bluetooth to allow pairing"

My WebBluetooth app works in Chrome Version 77.0.3865.90 on another system, so this is not a Chrome problem, this is a Windows setting problem. As soon as my web app tries to pair I am getting the message, "Turn on Bluetooth to allow pairing".
Bluetooth is turned on in Windows 10 and I can manually pair my workstation to my Android phone. I have fiddled with every Windows Bluetooth setting for hours now (disabling devices, etc.).
This is the message:
Any help would be greatly appreciated. Thx!
This is probably a Chrome bug. Since I experienced the same problem, I have opened https://bugs.chromium.org/p/chromium/issues/detail?id=1006688 for it.

WindowsPE - How to run electron app, missing dll

Hello Computer enthusiasts,
i try to run my electron app on windows pe.
When i try to start the app trough the "startnet.cmd" nothing happens.
If i want to start it over "procex64.exe" (Windows Process Explorer, from Sysinternals) i get the error that some ddl's are missing
msdmo.dll
dxgi.dll
d3d9.dll (DirectX ?)
dxva2.dll
Anyone know what this is, how i can fix that problem ?
Thanks for any advice.
Found a solution:
copy they files from a full windows installation to your windows pe image,
c:\windows\system32:
BCP47Langs.dll
d3d9.dll
d3d11.dll
dxgi.dll
dxva2.dll
msdmo.dll
(Tested/Found on Windows 10 Pro)
Is just a simple electron app with a single page and a few buttons. Perhaps there are other *.dll's if you work with media files or similar.

Windows Phone application can not debug on real device

I've developed an application for Windows Phone, and it runs well on emulator. But I want to debug the application on my phone, the samsung Omnia 7, so I changed the target from "Windows Phone Emulator" to "Windows Phone Device" in Visual Studio 2010, and hit the run button.
Then I got the error message says: "The application could not be launched for debugging. Ensure that the target device screen is unlocked and that the application is installed."
Well, I DID unlock the screen and actually, the application IS installed on my device, but the only problem is that, I can not debug it.
I've been googling around, but no good. And the OS version of my rom is 7.10.7720.68, I'm using Omnia 7, which has already been verified with my developer ID.
Anyone encountered with the same situation? Any advice?
Thanks in advance!!!
At first you need confirm did you run Zune Application and make sure your Windows phone Device have connected status then click debug button.
second。if have been set password about your start screen. when get be debuy operator before you need make your deveice at Start Screen。
three。 debug Windows phone it was need you have use Developer Account have unlock your Device already.
there all core three step。,
