I am trying to locally connect to Oracle Database 11g Express Edition
Previously when I used to go to Programs > Oracle Database 11g Express Edition > Getting started
it used to show me the page to login in the browser and I could login and view everything.
But now, as soon as I click on Getting started, it goes to the URL
http://127.0.0.1:8080/apex/f?p=4950
but says "...could not connect to 127.0.0.1:8080"
Please help me. I have no idea where to get started. How do I troubleshoot the issue?
Please make sure the service of oracle-xe is running if you are using winOS,
and you could "ps -ef" if you are using linuxOS. If the service and daemon
is up and running then paste the log of your bdump.
where is the Oracle Event Log located?

May be the problem is with the windows authentication mode.
What you can try is editing sqlnet.ora file.
Original - SQLNET.AUTHENTICATION_SERVICES= (NTS)
Change to- SQLNET.AUTHENTICATION_SERVICES= (NONE)
I had similar issue on windows10- could not use the 'Get Started' choice- (which opens APEX admin console). Found I could connect to DB locally (without the #dbname) but not over sqlnet (with #XE). TNS ping found service fine. Issue was windows firewall- turned it off for the local network, and now can connect with sqlplus user/pwd#xe AND the 'Get Started' link to APEX works.

I installed Oracle Database 12c on my Windows 10. I was able to connect to database using SQL*Plus. I created a user named USER1 in SQL*Plus and granted full access. I tried to connect to the database using SQL Developer but got an error that says, "Status : Failure -Test failed: IO Error: The Network Adapter could not establish the connection". How can I fix it?
None of similar old posts were helpful, so posting this question here.

Did you try to:
run "Services"
I don't have Windows 10, but - on Windows 7, you can find it by
typing "services.msc" into "Start - Search Programs and Files", or
in "Administrative tools" within the "Control Panel"
check status of Oracle services
I presume not all of them are started up. If so,
start them up now, manually, and then try to establish connection with SQL Developer
change their startup mode to "automatic" so that they are started every time you power on the computer
Iam able to open the admin web page just after installing informatica 9.6.1 on windows 10, but when i restart my machine (or when laptop went to sleep mode) again when checked the admin page says
"This site can’t be reached <hostname> refused to connect."
URL is <my machine hostname>:6008/administrator/
Is there something going wrong with the 6008 port after installation?

I had same problem while working on windows system with Informatica 9.6.1.
I believe any of the 3 processes: pmrepagent, pmserver and tomcat/JAVA services
is/are not running. In simple words Informatica is not up and running.
This helped me out.
open Command prompt in Admin mode
cd C:\Informatica\9.6.1\tomcat\bin
infaservice.bat startup

If you have also faced such problem while connecting to Informatica post installation then i recommend to check if you are well connected to the database which you opted while installing informatica (For eg. Oracle,sql server etc) with the same user and password which was seperately created to link the database with informatica.
If still you cannot open the Administrator homepage then you can cross check if the Informatica services are already started.You can restart the service if it is stopped and then the homepage will get open.
Seems like the service is not started. Please check the services and make sure Informatica is set to start automatically and that it's able to connect to DBMS where repository DB has been created.
When i installed Informatica that time i was able to login to admin console. But after restart i got - "site refused to connect " error. My informatica service & oracle db serv are running. But still i could not able to login to admin console. What is did was - i login to the schema what i used while installing informatica server through dbeaver tool. On my astonishment, after that im now able to connect admin console.
I found another error that caused this kind of issue.
Check in your system where information is installed and search for "Catalina.out"

This is very likely to create a memory leak.
You need to restart the system and re-process the services.
This is a two-part question. I have installed an Oracle 11g Personal Edition Server on a Windows Server 2008 VM. During the installation I chose the option to install a database as well (sample/blank database?).
Now, on the VM, I can launch the Oracle Enterprise Manager Console at localhost port 1158, login as either SYSMAN or SYSTEM and in that I can see: 'Database Instance': orcl.127.55.199 . I can also see 'OracleOraDb11g_home1TNSListener' in the Services control panel in running state.
1) I need to be able to create a new Schema in the default database. How do I do that using the Oracle Enterprise Manager or anything else?
2) How can connect to that schema from another computer, say a Windows 7 workstation? I am able to see the VM running the Oracle server and I am even able to make a connection but I get an error like '12541 no listener'. I am pretty sure I have the Oracle client software installed. Do I need to create a TNS file? I am using Direct Connection.

I got this all to work. Here are some brief notes:
1) Used Oracle Database Configuration Assistant (ODCA) to create a database
2) Used Oracle NET Manager to Create a Listener
3) Restarted Oracle Listener Service
4) Used Oracle Enterprise Manager in localhost environment to create Users--which seem to be the same as Schema--thanks #Leo for your input in the Comments!
Everything works now!

I have oracle 9i already installed in my machine. I am trying to connect to the oracle but while connection i am getting "ora 12560 tns protocol adapter error" type of error. i have tried it with the default pass scott/tiger , system/manager..
When i tried to connect to the oracle using default credentials i am getting the above error.
is it the problem with the username and password ? if so how can i get the username and password which is already set ?
IME, ORA-12560 means the Oracle Universal Installer messed up your listener configuration.
Assuming you have an Oracle 9i Server installed on your computer, here's a list of things to check.
does "lsnrctl status" show your database instance?
does "tnsping my_service_name" work?
do tnsnames.ora and listener.ora contain entries for your database? Are the hostname / port etc. correct?
If the configuration is wrong, your best bet is to start netca, remove your existing listener configuration and re-configure it.
One question, though: Why do you want to run Oracle 9i? Do you have to support some kind of legacy application / database? (Oracle 11gR2 is so much nicer than 9i)
Start -> Run -> services.msc
Select the oracle service name and right click on it then select start.
I started to receive this error while I`m using C# with Oracle 10g.
ORA-12560 and I really need to solve it as I`m running out of time on my grad project.
ORA-12560 is a configuration issue. This makes it difficult to diagnose remotely. I have answered a similar question on SO before. my advice is general enough that it should help you too. Find out more.
If it doesn't you'll need to post more details of your listener.ora, tnsnames.ora and perhaps your hosts files.

Hmmmm. Both listener.ora andtnsnames.ora reference HOST = SIKAS-TOSH but server is not included in the hosts file.

If your database is on your PC then the files on some web-server are irrelevant. It is the listener.ora andtnsnames.ora on your PC which matter. Those versions of the file need to reference HOST = localhost or else your hosts needs to include SIKAS-TOSH as an alias for 127.0.0.1.
Make sure your listener is running. If it is, try restarting it and re-registering your database with it (through sqlplus as sysdba, type the command alter system register;). Also, make sure that if you run a local firewall you have allowed the port 1521 for incoming traffic (or your custom port if you have changed this).
In Windows the listener is a service, prefixed with the oracle home name + TNSListener.
In Linux, set your oracle home environment and type:
lsnrctl stop
lsnrctl start
I have unintalled and re-installed the oracle 10g many times as well as the ODAC112011beta, last time I didn`t install the ODAC112011beta, instead, I used the Oracle.DataAccess.Client file found in the C:\oraclexe\app\oracle\product\10.2.0\server\BIN\Oracle.DataAccess.dll ... then I started the service from START->All Programs->Oracle Database 10g Express Edition->Start Database as administrator ... now I can connect to the Oracle through C# ... I hope I face no more problems
