remove <mvc:annotation-driven /> from spring-servlet.xml(or any other -servlet.xml) and restart server again.
I also faced same issue, Tomcat server was throwing same error when i upgraded from Spring 3.1.1 to 3.2.3 version. I solved the issue by removing from servlet-context.xml file. This attribute is used to enable the Spring MVC #Controller via programming model.

I have a playFramework2.4 project and it is working fine when I run the project using "activator run".
However, when I distribute "activator dist", and then run the application it gives an error.

Well it turned out that when I was calling activator dist, I was getting several other dependencies which were causing conflicts.
At the end it came down to trial and error to find all the issues.
I used sbt-dependency-graph to see where dependencies are coming from and also used the response here to exclude some conflicting dependencies.
I have downloaded trial version of terracotta 4.3 and am trying to configure my application that was earlier using terracotta 3.7 to use the new version. Have done the changes as suggested in the documentation QuickSetupGuide but am getting the below error. Any suggestions or pointers to fix the issue would be higly appreciated. My application uses spring 3.2.1.

I can find this class in com.ibm.ws.jdbc_1.0.8.jar file, and this jar file located under {server.home}/lib folder. As I understand this library should be loaded automatically.

com.ibm.ws.jdbc_1.0.8.jar is OSGi bundle, and package you are referring is not exported, so it is not available for application classes.
I assume that you need that to get to the native connection, for that you have two options:
use the JDBC API unwrap() method, like for example connection.unwrap(). See some examples for connection and prepareStatement here
Update to Spring 3.0.5 or higher and use OracleJdbc4NativeJdbcExtractor instead of WebSphereNativeJdbcExtractor (I didn't test that, but should work in theory).
Do you have the jdbc feature enabled in your server.xml? If you have a recent Liberty installation, I would recommend enabling the webProfile-6.0 feature, which is a combination of many commonly used features.

Check your dependencies. I was receiving the same error as you when I was utilizing version 2.2.7 of jaxws-rt. Upping the version to 2.2.8 fixed the issue.
This exception tells you that deployment process didn't find some jaxws (from sun) object. Because jaxws is part of JRE (from 1.5 or 1.6) then we must suppose that you use incorrect version. Check if your appserver has compatible version of Java EE and JAX-WS RI:
Example:
Glassfish 3.1.2 on Java 6 build 3+ (EE 5) needs jaxws-ri 2.1 (i.e.: if you're using jaxws-spring packaging then use version 1.8)

I'm guessing the issue is due to the fact that the SocialContext is annotated with #Profile("application"). If you run the application using the maven jetty plugin is setup to specify the system property spring.profiles.active=application which activates the profile and thus ensures that the UsersConnectionRepository is exposed as a bean.
Ensure you are using the same system property on Tomcat and it should work just fine. If you have trouble specifying the system property, you can remove the #Profile("application") from the SocialContext class.
