I've just created a MS Windows Azure account (with my Live ID, phone number and credit card no). The account details say that I have 30 days of free account and 150€.
I am wondering how these numbers works. I supose that I have 30 days of free account but, what about these 150€? Can I spend this money after the free account period expires? or I have to spend it within the 30 days.

It's a credit up to 150€ ($200 USD) for the first month. After the 30-day trial it expires.
You can spend this amount within 30 days.
The free account ends when you reach the $ 150 or 30 days.

Is there any hidden costs for Heroku hosting? is flat rate per hosting really flat?
The costs are exactly as advertised. I've been using Heroku for a long time, even have a verified account (added a credit card) and have never received a charge.
I got a verified account so I get the monthly 1000 free dyno hours enough to host an app on there 24/7. (A month has ~720 hours.)

The Google Play Console required 18 years old or older at all time.
You need to wait for your 18th Birthday to create a Google Play Console ID and upload apps on Google Play Store. I am 18 years old that lived in Oklahoma City, USA from Beijing, China.

I have a bunch of applications that run on the free tier and are barely used (they serve websites that are rarely used).
I also had an application that was used 24/7 and used up all my free tier hours. I've bumped that to a Hobby dyno by now, but now all of my free tier applications aren't working.
Can I purchase some more free tier hours? Otherwise, the only way to make all of those sites that are rarely used to work is to make them all hobby, which isn't worth my money.
The answer is no. You cannot buy free tier hours. Your Heroku account has a total amount of 'free hours' per month, and if you use them all up they are gone.
You can upgrade just the applications you care about to the Hobby plan.

My question is about the average turn around time for builds on iTunes Connect.
I submitted a build yesterday at Noon Pacific (Sunday) . Usually builds move from processing to available for internal testers - within minutes - and at most - an hour.
It's now 9pm pst - almost 33 hours and it's still listed as processing (monday).
Anyone have a similar experience? should I just resubmit a build incrementing the build number, etc. ?

The time varies and there isn’t any criteria.
I have submitted several apps small and large in size and all took different times to get approved. Sometimes the binary was processed in minutes and sometimes it took more than 24 hours. Even for an app whose builds were approved in some minutes, an update to the build with very minor changes took more than 24 hours to get approved. So this is how it is.

We have a developer who is working on our Twilio code. He is located in Boliva. The problem is that he needs to be able to make and receive calls in order to test the Twilio code. As far as I know, phone numbers in Bolivia are not supported by Twilio.
What is a good workaround for this. Can skype or some other voip solution be used so that he can have a US-based number for debugging?

there are hundreds of VoIP providers which sell you an US number for a few bucks per month, and the incoming calls would be delivered to you via SIP. So you just need a SIP client to connect to such provider, and the calls to your US number would land on your desk.
Search keywords: "DID Number", "Virtual number".
Recently I used http://www.sipglobalphone.com/ to get a free iNUM number, and they also offer US numbers at low price.
Also there are services alternative to Twilio. For example, http://www.plivo.org/ is an open-source product with similar features.
