Input past end of file - vbscript

I'm having some trouble figuring out what's wrong with my VBScript code as it's giving me

And the File i'm calling does exist and does contain stuff like

I have been trying different things but it's not working so i came here to see if someone could help me find what's wrong and how to fix it
Oh and this is the Sub calling it, it's made for a bot in a IRC network and the "SendCommand" basically allows you to execute non-script commands within the script itself

Your
if Key = Mid(File.ReadLine,1,instr(File.ReadLine,"=")-1) then
tries to read two lines from the file. You need a variable that can be send to Mid and Instr.

How to call BlockInput in VBS

I have found on this site code for VBS to block user input. To simplify, code is:

When I run it, I get the error Object required: 'DLL'. Since the post is from 2004, I assume that VBS interaction with User32.dll has been changed.
I am missing a line with CreateObject, something like Set DLL = CreateObject("User32.dll").
Does anybody know what is correct code for script to work?
I have also found that it was possible to use
Set oAutoIt = CreateObject("AutoItX.Control")
oAutoIt.BlockInput "on"
But this is obsolete.
Is it possible to call BlockInput from VBS?

Using HP-UFT, is Is there anyway to tell whether or not an object in the object repository is being used in other tests?

I'm currently using UFT -- I have a GUI test, and there's a web element object in one of my tests I'd like to delete/update, but I'm worried it's being referenced by another test in our test suite. (I am coming into a test suite that someone else built)
Is there anyway to tell whether or not an object in the object repository is being used in other tests? (Without having to go into each individual test and action to find out?)
My way would be simple recursive file search.

VBScript Error 52 Bad file name or number

I have a VBScript which is used in Avaya CMS to generate a CSV every 3 seconds. This CSV is then read on each change by a node server.
Every now and then it will throw an error (Error 52) and it then requires someone to manually click OK on the prompt and then it continues.
I didn't write the initial script, but I have been trying to fix it so it doesn't throw this error.
As far as I understand, the issue is being caused when the script tries to write to the file when the node server is trying to read the file.
So far I have tried to fix this by making the file read only, then, in the script it makes it writeable, writes to it and makes it read only again.
I thought this had fixed the issue, but I have received Error 52 pop up again and now I am unsure.
Does anyone know if there is a way to get VB/Avaya to ignore the error? I was thinking something like putting On Error Resume Next before the line that writes the file?
I know ignoring errors is not good practice, but in this case, if it does ignore it, it just means the file wont be updated on this loop, but 3 seconds later it will loop again so it should be fine.

Replacing SubString values with the Replace function

The code below looks in the test folder for any files that have not been accessed in over 5 days, if it finds one it assigns mRoot the file path and then whats NOT WORKING is using the Replace method to look inside the mRoot string for the IP and replace it with the new one, I have it show me what mRoot looks like in a pop up just to make sure it changes(or doesn't). I can't seem to get the IP to change. Can anyone help out? I'm very new to VBS so I'm hoping this is obvious (whether it is doable or not). Thanks.
