Make calls 'missing aclocal' even when nothing is changed - makefile

I have setup autools for the project: https://github.com/pmatos/OpenSMT2
There's nothing special about the Makefile.am:

The makefile.in and configure scripts where created in a system with aclocal-1.14. When I run make in a system with older tools, it tries to run missing aclocal-1.14 and fails because it doesn't exist. Here's an example of running it in a TravisCI machine:

How do I fix my configure.ac so that checking of dependencies is done only once?
The second invocation of configure has been made when doing make -j4 in Makefile by the following rule

$(SHELL) ./config.status --recheck
It could be a case that the configure is change leading to the make trigger recheck. You need to check content of configure script before/after you issue the ./configure command
In the other hand, there should something defined in CONFIG_STATUS_DEPENDENCIES

Node-Canvas Cairo build errors

I am getting errors installing cairo on OSX from source. I am following this guide: https://github.com/Automattic/node-canvas/wiki/Installation---OSX. I used ./configure --disable-nls and it works. So the problem is really gettext.

I already installed the gettext packages. Something missing? I have to fix this because the program main language is esperanto!
I've spent some time (probably too much) playing with this, and I've managed to get it to build.
On Ubuntu 12.04, it builds out of the box .tar.gz file with no problem, finding and using GNU gettext. On Cygwin, I get the same errors you do.
One difference is that on Cygwin, a program that uses gettext needs to be linked with -lintl; on Ubuntu, it doesn't (apparently gettext is in the standard C library).
After some messing around with the configure script, I came up with the following workarounds:
First, set the environment variable $LIBS to "-lintl" before invoking ./configure.
Second, it appears that the Ubuntu library, but not the Cygwin library, provides an undocumented symbol _nl_domain_bindings, and the small test program generated by configure depends on that symbol. So I hacked the configure script, commenting out references to _nl_domain_bindings in the generated C test program.
Hacking configure is not the right way to fix this problem; the configure script is generated (before the sources are released) by other tools. You'd need someone familiar with GNU autoconf to come up with a better solution. And configure should be able to detect the need for the -lintl option on its own.
And here's something really strange: the only occurrence of -lintl in the source tree is the following line in enc2ly-0.2/m4/gettext.m4 :

It's modifying $LIBS by removing any occurrence of -lintl. If there's some commentary that explains this, it's probably in Esperanto. (Never thought I'd say that except as a joke.)
So I commented out that line, and it worked, generating an enc2ly.exe file that at least prints a usage message if I invoke it with no arguments:

Grab enc2ly-0.2.tar.gz, unpack it, apply the above changes (easy enough to do manually), set the environment variable $LIBS to -lintl, build and install normally, and you should be good to go.
And you might want to contact the maintainers about this problem; I'm sure they'd like to implement a cleaner solution than this.

Problem compiling freetype2 with MinGW/MSYS

There seems to be a problem compiling freetype2 with MinGW and MSYS
My attempts on a clean copy of the freetype source, and an unadulterated MinGW and MSYS give:

To my mind the two problems appear to be sed not recognising 'C', and libtool not being found.
The solution is to delete C:\mingw\bin\sed.exe so the MSYS sed will get used instead.
In your msys Environment, path/to/msys/installation/bin is mounted to /bin and MinGW is usually mounted to /mingw.
The problem is due to sed.exe coming from either /mingw/bin (or GnuWin32's bin or Git's bin, etc... if you have those installed), and not from /bin, as /bin is being included after all these in your msys Environment path.
The solution is to start your msys environment with the argument MSYS so that /bin comes before /mingw/bin (and possibly the rest as mentioned above) in your msys Environment's PATH, and hence sed.exe from /bin be used.
From your command prompt, assuming your Windows path contains /path/to/msys/installation/, use
$> msys.bat MSYS
instead of
$> msys.bat
to launch msys.
To test if everything is in order, echo $PATH under msys to see the Environment's PATH is correct.
