Im trying to install Visual Studio 2013 in my laptop with windows Vista but it tells me that i dont have an appropiate system can i install this version (VS 2013) in windows vista? i already have VS 2008 & 2010

On my Vista machine, while installing VS 2015 CE, the installer shows message "the specified program requires new version of windows".
Is there anything special we have to do to install VS 2015 CE or it does not support Vista?

As of Visual Studio 2012, Microsoft has limited compatibility to Windows 7 or higher. If you want to run Visual Studio on a Vista operating system, you will need Visual Studio 2010 or 2008. Visual Studio Express 2012 for Windows 8 Desktop does not support alternative platform toolsets.
if Visual Studio 2010 or Windows SDK 7.1 is already installed, you can launch the developer command prompt from those toolsets then launch the old compiler via msbuild.

No. Device development (except Windows Phone) must be done in Studio 2008 (or Studio 2005).
