Windows 10 is losing my selected Cellular APN

We use in our company a Tablet PC with SIM card to be able to work mobile. Mobile Internet via SIM card works in general.
The problem is that after restarting the device, Windows loses the APN selection and resets it to "automatic". With the selection "automatic" the Internet does not work anymore, because the wrong access point name is selected.
Is it possible to save the APN permanently? Currently Windows 10 loses the selected access point after restarting. (I think its a windows bug.)
A Powershell script that sets the APN profile correctly via the console may also help.
*Windows 10 enterprise, version 1809
(Is there no Microsoft/Windows Exchange Community?)
We manually added an APN configuration. Windows keeps this manual APN even after restarting.

Register and unregister device as developer phone
Try to develop app by using Windows Phone Application Deployment (8.1)
Is your phone registered for development? This might be the cause.
To unlock your device follow these steps.
Turn on your phone and unlock the phone screen.
On your phone, ensure that the date and time are correct.
Connect your phone to your computer by using the USB cable that came with your phone.
4.On your computer’s Start screen, switch to All apps view.
Under Windows Phone SDK 8.0, click Windows Phone Developer Registration.
Verify that the Status message displays Identified Windows Phone 8 device. Click the Register button to unlock the phone.
If your phone is already registered, the Status message indicates this and you see an Unregister button.
Click Register.
In the Sign In dialog box for your Microsoft account (formerly known as a Windows Live ID), enter the email address and password for your Microsoft account. Click Sign In.
If you’re a registered developer, be sure to use the Microsoft account associated with your developer account.
After your phone is successfully registered, the Status message displays Congratulations! You have successfully unlocked your Windows Phone.
I updated to developer preview of OS and now it works. Seems to be something strange with latest official OS version

Registration Tools Bug to Sign in

I have a problem with the "registration tools" on my Windows.
I launch Windows Phone 7 Solution for deploy a new version in my phone (Nokia Lumia 920), but I've reset him (with the amber update), and I have to re-register on my dev account...
No problem. I launch Registration tools , ans The "Suscribe" button appear (My Phone appear too on the Windows Folders...)
When I click on the subscribe button, the "Sign In "Windows appear, but remains empty... I don't want to set my login/password and validate for subscribe my phone...
I don't want to subscribe my phone on my developer account withmy laptop, ( I have already try with reboot Windows...) And I don't want to re-install all me developer environement...
The "registration Tools" has already worked on my Laptop, I have no ideas why it bug today.. (I have no install the Windows 8.1 preview version).
Do you have the same Problem?
And do You have an idea for re-install just the "registration tools"? or to subrscibe my phone on my dev account without this "registration tools"?
To Register with developer account, make sure that you have already installed Zune latest version.. and your device is getting connected properly.
Today, I re-start my computer and the developper tools works...
(I was aready restart my computer before ?!)
For people has a problem with the developer tools. I find this page (in a "Troubleshooting registration" part).
In this part, the most likely error, when the 'Login windows' is empty is this:
• Are both the computer and the phone connected to the Internet? On your computer,
make sure that your web browser does not have Work offline enabled. Also, you cannot
connect through a proxy server that redirects to a login page; for example, in a
hotel or an airport.

Windows Phone Application Deployment error 0x89731812

When I try to deploy my XAP to the Windows Phone, I get the "error 0x89731812" message.
Your device has a locked screen. Unfortunately, this is not documented anywhere, but there is a discussion with some hints on page 3.
Turn on your phone (if it isn't already)
Slide open
Type your password to unlock
Retry the deployment after unlocking your screen.
EDIT: My bad (well, that of my search engine). They are documented here. Thanks keyboardP!
As I Stumbled upon this old thread I might have found a solution for this Error code.
I've had the same message as I found out that my device wasn't recognised properly in device manager.
Did some research and saw that the driver wasn't picking the right USB-port as it was registered to one of the other usb ports.
After inserting the Phone to the first USB port where it was registered the Initial first time everything went ok!
If your phone charge is very low, it won't deploy the app too.
To deploy you must:
1.Connect your wp7 phone
2.Open Zune
3.Open the deployer
4.unlock your phone (As said before)
5.Deploy
It requires an unlocked phone (without restrictions) or an Interop Unlocked Phone, and the phone mustn't have low charge.
