Using PL/SQL Developer, I'm able to insert French character in my Oracle database without any error.
Querying:
SELECT * FROM nls_database_parameters WHERE parameter = 'NLS_NCHAR_CHARACTERSET';
Output: AL16UTF16
But when i retreive the data using select statement it get converted into some junk characters, For eg:
système gets converted to système and so on....
Any suggestion/workaround will be appreciated.
The issue was due to different values in NLS_LANGUAGE at client and server.
At server it was: AMERICAN
use following query to read the parameters:
SELECT * FROM nls_database_parameters
At client it was: AMERICAN_AMERICA.WE8MSWIN1252
In PL/SQL Developer Help->About, click on Additional Info button and scroll down.
What i observed other thing, while trying to fix the issue:
The characters were not converting to junk characters in first update.
But when i retreive them(which contains non-ascii characters) and update again, then they are converting to junk characters.

I have an issue with invalid characters appearing in an Oracle database. The "¿" or upside-down question mark. I know its caused by UTF8 encoding's being put into the encoding of the Oracle database. Examples of characters I am expecting are ' – ' which looks like a normal hyphen but isnt, and ' ’ ' which should be a normal single quote.
Input: "2020-08-31 – 2020-12-31" - looks like normal hyphen but not
Output: "2020-08-31 ¿ 2020-12-31"
I know the primary source of the characters are copy and paste from office programs like word and its conversion to smart quotes and stuff. Getting the users to turn off this feature is not a viable solution.
There was a good article about dealing with this and they offered a number of solutions:
switch database to UTF8 - cant do it due to reasons
change varchar2 to nvarchar2 - I tried this solution as it would be the best for my needs, but when tested I was still ending up with invalid characters, so its not the only point.
use blob/clob - tried and got page crashes
filter - not attractive as there are a lot of places that would need to be updated.
So the technologies being used are Eclipse, Spring, JDBC version 4.2, and Oracle 12.
So the information is entered into the form, the form gets saved, it passes from the controller into the DAO and when its checked here, the information is correct. Its when it passes here into the JDBC where I lose sight of it, and once it enters the database I cant tell if its already changed or if thats where its happening, but the database stores the invalid character.
So somewhere between the insert statement to the database this is happening. So its either the JDBC or the database, but how to tell and how to fix? I have changed the field where the information is being stored, its originally a varchar2 but I tried nvarchar2 and its still invalid.
I know that this question is asking about the same topic, but the answers do not help me.

Character set WE8ISO8859P15 (resp. ISO 8859-15) does not contain – or ’, so you cannot store them in a VARCHAR2 data field.
Either you migrate the database to Unicode (typically AL32UTF8) or use NVARCHAR2 data type for this column.
I am not familiar with Java but I guess you have to use getNString. The linked document should provide some hints to solve the issue.
I need to update value in one table, which is having special character.

Before Changing the character set in DB i wanted to try out 'CONVERT' function from Oracle, but above mentioned character set is either returning "Block Symbol" or "QuestionMark � " Symbol.
Any idea how can I incorporate this special symbol in DB?
Assuming that the character in question is not part of the US7ASCII character set, which it does not appear to be unless you want to replace it with the ASCII vertical bar character |, you can't validly store the character in a VARCHAR2 column in the database.
You can change the database character set to a character set that supports all the characters you want to represent
You can change the data type of the column to NVARCHAR2 assuming your national character set is UTF-16 which it would normally be.
You can store a binary representation of the character in some character set you know in a RAW column and convert back from the binary representation in your application logic.
I would prefer changing the database character set but that is potentially a significant change.
We have an Oracle Database which has many records in it. Recently we noticed that we can not save Persian/Arabic digits within a column with a datatype nvarchar2 and instead of the numbers it shows question marks "?".
I went through this to check the charset using these commands :

USERENV('language') does not return your client characters set.
So, SELECT USERENV('language') FROM DUAL; is equal to

It is not possible to get the client NLS_LANG by any SQL statement (although there seems to be a quirky workaround: How do I check the NLS_LANG of the client?)
Check your client NLS_LANG setting. It is defined either by Registry (HKLM\SOFTWARE\ORACLE\KEY_%ORACLE_HOME_NAME%\NLS_LANG, resp. HKLM\SOFTWARE\Wow6432Node\ORACLE\KEY_%ORACLE_HOME_NAME%\NLS_LANG) or as Environment variable. The Environment variable takes precedence.
Then you must ensure that your client application (you did not tell us which one you are using) uses the same character set as specified in NLS_LANG.

Do yourself a favor and convert the main character set of your database from AR8MSWIN1256 to AL32UTF8. Most of these problems will simply go away. You can forget about NCHAR and NVARCHAR2. They are not needed anymore.
It's a one-time effort that will pay back a thounsand times.

I've got an issue inserting ñ chatacter to an Oracle database.
The INSERT operation completes successfully.
However, when I SELECT, I get n instead of ñ.
Also, I noticed executing:
select 'ñ' from dual;
gives me 'n'.
select * from nls_database_parameters where parameter='NLS_CHARACTERSET';
gives me 'EE8MSWIN1250'.
How do I insert ñ?
I'd like to avoid modifying db settings.
The only way I got this working was:
read the input .csv file with its windows-1250 encoding
change encoding to unicode
change strings to unicode codes representation (in which ñ is \00d1)
execute INSERT/UPDATE passing the value from #3 to a UNISTR function
For sure there is an easier way to achieve this.
Simplest way would be, find out the ASCII of the character using ASCII() and insert use CHR() to convert back to string.
SQL:
select ascii('ñ'),chr(50097) from dual;
Output:
ASCII('Ñ') CHR(50097)
---------- ----------
50097 ñ
The client you are using to connect to database matters. Some clients, donot support these characters.
Before you start your SQL*Plus you have to set the codepage (using chcp command) and NLS_LANG environment parameter accordingly:
chcp 1250
set NLS_LANG=.EE8MSWIN1250
sqlplus ...
However as already given in comments, Windows 1250 does not support character ñ. So, these values will not work.
It is not compulsory to set these values equal to your database character set, however codepage and NLS_LANG must match, i.e. following ones should work as well (as they all support ñ)
chcp 1252
set NLS_LANG=.WE8MSWIN1252
sqlplus ...
or
chcp 850
set NLS_LANG=.WE8PC850
sqlplus ...
Again, EE8MSWIN1250 does not support character ñ, unless data type of your column is NVARCHAR2 (resp. NCLOB) it is not possible to store ñ in the database.

I have data which contains special characters like à ç è etc..
I am trying to insert the data into tables having these characters. Data gets inserted without any issues but these characters are replaced with with ?/?? when stored in tables
How should I resolve this issue?I want to store these characters in my tables.
Is it related to NLS parameters?
Currently the NLS characterset is having AL32UTF8 as seen from V$Nls_parameters table.
Is there any specific table/column to be checked ? Or is it something at the database settings ?

From the comments: It is not required that column must be NVARCHAR (resp. NVARCHAR2), because your database character set is AL32UTF8 which supports any Unicode character.
Set your NLS_LANG variable to AMERICAN_AMERICA.AL32UTF8 before you launch your SQL*Plus. You may change the language and/or territory to your own preferences.
Ensure you select a font which is able to display the special characters.
Note, client character set AL32UTF8 is determined by your local LANG variable (i.e. en_US.UTF-8), not by the database character set.
